"c CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCAD[A UNIFIED SCHOOL DlSlRICT GOVERNING BOARD JOINT MEETING AUGUST 6, 1996 The joint meeting of the Arcadia City Council and the Arcadia Schoo[ District Governing Board met on Tuesday, August 6, [996, at 5:35 p,m, in the Conference Room of the City Hall Council Chambers, ROLL CALL PRESENT: Councilmembers Harbicht, Lojeski, Young, and Kuhn CITY COUNCIL ABSENT: Councilmember Chang (arrived at 5:38 p,m,) I ROLL CALL SCHOOL BD, A, o<tn) ~ IV, $; I [t was MOVED by Council member Harbicht, seconded by Councilmember Lojeski and CARRIED to EXCUSE the absence of Councilmember Chang, PRESENT: School Board Members Mary Dougherty, Maryann Gibson, Michael Lamb, John McClain, and Joann Steinmeier ABSENT: None OTHERS IN ATTENDANCE: Terrence Towner, Superintendent, Arcadia Unified School District Diane Carlile, Director of Student Services William R. Kelly, City Manager Ronnie Gamer, Chief of Police Michael H. Miller, City Attorney June D, Alford, City Clerk DlSCUSS[ON AND DIRECTION REGARDING YOUTH ACTIVITIES , : I The Arcadia City Council and the Arcadia School Board met to discuss issues affecting both entities with regard to youth activities, The Police Chief presented a video about crime committed by children, The video explained that 80% of violent crimes are committed by those between the ages of 13 and 22, and their victims are between 12 and 24 years old, The inability or unwillingness to stop violence with early intervention is directly responsible for America's overcrowded prisons, The Police Chief stated that the message is not that "the sky is falling," but the City is impacted by problems that are regional-narcotics, weapons, racial conflict and gangs, This is the first year that a local gang was formed in Arcadia, and there is recruitment on school campuses that had not been there before, All Arcadia School District fifth graders have been introduced to the D,A,R.E, program, and they will be harder targets for the gangs, The cost for two D,A,R,E, officers of $150,000 per year comes from asset seizure funds, and there are only two more years of money available, The Police Chief advised that something must 1 8/6/96 Du.-o 000 B, () 'i'I,:',\ tJ,!,p 38:0267 be done to impact the problem at the middle schools and high school--<lne officer at each school level is another $150,000, The ideal way to handle the problem is to have three D,A.RE, officers, a school resource officer, and a juvenile detective who specializes in gangs, the cost of which would amount to $500,000, I Diane Carlile, Director, Student Services, explained the changes that are taking place in the City schools, and tension among students as it relates to a diverse ethnic population, There are students who would like to wear gang-like apparel and imitate gang behavior, She explained preventative steps which have been taken and will be taken to insure safe schools for the students and staff, A lengthy discussion ensued, Councilmember Chang asked if perhaps the DARE, police officers could instruct School District staff so that they may eventually take over the D,A.RE, program, and thereby share with the City the funding for this program to extend it to the middle schools and high school. Mayor Kuhn commented that she would like to see better communication between the School District and the City with regard to youth matters, School Board Member Dougherty stated that if the City had to discontinue the DARE, program in order to provide a School Resource Officer (SRO) she feel~ the SRO would be a better utilization of funds, The City Manager noted that the community should step forward; neither the School District nor the City can pay all the costs associated with a program such as D,A.RE" and money must be raised by other means to help with these services, School Board Member Steinmeier noted that most young men who get into serious trouble are those who do not have fathers or father fiw""es in their homes, She suggested a program such as Big Brothers which would not cost !C'O much money, and perhaps could be done on a volunteer basis through churches in the City, At the conclusion of the discussion there was an understanding that there is a problem which will take some creative measures to solve, School Board Member Gibson agreed with Board Member Dougherty that if a choice must be made between the two D,A,RE, police officers and a School Resources Officer at the High School, the SRO would be needed more, Mayor Pro tern Harbicht stated he would like to know the Board's position on the D,A.R,E, program; it would influence his thinking as to whether to continue the program or put the money somewhere else, I DISCUSSION AND DInECTION REGARDING CITY CABLE TELEVISION OPERATIONS AS TIiEY RELATE TO TIiE SCHOOL DISTRICT During last year's joint CounciVSchool Board meeting, consensus of the discussion was that the School District was in a better position to receive funds to potentially upgrade the television studio at the High School and do all the enhancements, The District would be the production center and the City would help achieve that in negotiations with the cable company, In return, the City would be able to utilize and/or receive services from the District to televise City Council meetings, etcetera, It is almost time for negotiations with the cable company, and staff now desires to confirm that this is the C11rrent position of both entities, Superintendent Towner stated that the District is renovating its studio at the High School to be a state-<lf-the-art television studio, The District needs help with the initial equipment, and that could be part of the franchise agreement. Hours of operation, after-school funding, and access to the studio by the community were discussed, The City Manager suggested that a City Council study session with the cable television consultant would be needed to further discuss the issue of cable television operations, I 2 8/6/96 I 1.
