The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on
Tuesday. August 20, 1996, at 7:00 p.m, in the Arcadia City Hall Council Chambers.
The meeting was dedicated to the memory of Councilmember Dennis A. Lojeski.

TRIBUTE TO DENNIS A. LOJESKI
Mayor Kuhn made the following remarks: "We have an item on our agenda this
evening that two weeks ago none of us ever expected to have to face, and that is a tribute
to Dennis Lojeski, On behalf of the Council, I have a few remarks r d like to make at
this time. Like everyone in this community, this City Council and staff has been
shocked and saddened by the passing of Dennis Lojeski. There is an empty chair here
tonight and an empty feeling in our hearts for a dedicated colleague. How do you say
good-bye when there is no time to say good-bye? SelVing the City of Arcadia was a big
part of Dennis's life, and he loved every minute ofit. Because of the twelve-plus years
Dennis selVed as a member of this City Council, we feel there should be an attempt to
close this chapter of his life with dignity and respect. Dennis and I shared the same
community and the same church for many years-twenty to twenty-five years. But our
lives really connected just over two years ago when Dr. Chang, Mary Young, and I were
elected to the City Council. Mary selVed with Dennis for a total of eight years, Bob
Harbicht for six.
"Dennis indoctrinated me into the boot camp of politics, if you will. In fact, Dennis
gave me the boot every now and then, and I think he enjoyed doing that. He never
hesitated to say what he thought. But I was really surprised a few months ago when I
believe Dennis gave me a very special gift, and r d like to take just a moment to share it
with you, for I think it says a lot about the man. A few days after the Council meeting in
April, when I was installed as Mayor. Dennis and I got together to go over a few things.
Dennis knew how seriously I was taking the commitment. As we were parting, he said,
'Barbara, put on your dancing shoes and enjoy.' At the time I couldn't quite put the
responsibility of being Mayor in the context of dancing shoes. With the shock of the
sudden loss, as is normal, each of us have reflected upon something differeut the last few
days. depending upon our relationship with Dennis. I have reflected upon dancing
shoes, Dennis loved being Mayor of the City of Arcadia so very much, and I sincerely

believe that he genuinely wanted me to experience the same joy. Having been Mayor
twice, he knew that this chair, with its honor and prestige. can bring the greatest of
satisfaction and joy, He also knew that it is often surrounded with stress-stress
compounded by criticism, conflict, sometimes even hostility, I will never get to ask him
exactly what he meant, but I think the message was, that if you have your dancing shoes
on you will concentrate on the music, And if you focus on the music, you will
experience the joy no matter what surrounds you. If you experience the joy, you do a
better job, On my personal behalf, I want to say, 'Thanks. Dennis. I've got my dancing
shoes on. I'm grateful for the special gift that you probably didn't know you gave. and
as is often the case, I didn't even know I had received,' To Janet, Brian, and Michelle,
on behalf of the City Council, we express our sincere regrets to the family and friends of
Dr. Dennis A. Lojeski, These words are not adequate, but our heartfelt sympathy and
our prayers are with you in your time of grief.

"As for the business before this Council and staff, it is my firm beliefthat Dennis would
be the first to say to us, 'Move on. Do what you have to do to take care of our City.' It
is in that spirit that we move forward this ewning as a team that has lost a valuable
player. I'd like to ask Craig Lucas to come forward now. I understaod he has some
remarks on behalf of the family."
"Madam Mayor and members of the Arcadia City Council, my name is Craig Lucas and
I reside on Balboa Drive in Arcadia. I believe that's the protocol to identify rnyself. The
family of Dennis Lojeski, your Council colleague whom you have so genuinely honored
here tonight, has asked me to speok to you and the City family on their behaIf--{)n behalf
of Janet, his widow, and on behalf of his children Brian and Michelle. But first I would
like to introduce you to one of Dennis's good friends, his nephew. Jeffrey, an Eagle
Scout and a recent graduate of Arcadia High School. He wishes to Spefu< to you."

(Jeffrey Lojeski) "Good evening, Madam Mayor, members of the City Council. My name is Jeffrey
Lojeski and I live at 1035 Woodacre Lane in Arcadia, I've spent a lot of time thinking
about what I would say here tonight, and I didn't really know what to say except that I
knew that Dennis loved the City and I knew that he loved to help out whenever he
could. So I wrote a little speech, basically summarizing Dennis's feelings toward the
City,
I stand here tonight to ask you all a personal question: What makes a city great? I~ it a
large population with a lot of flashy stores, like LA or Pasadena? Is it the secludedness
that one feels towards towns such as Sierra Madre or Old Town Monrovia? Or is it
something else, something far less tangible? Arcadia has always been a city with the
reputation of being a sleepy town. Arcadia has been associated with everything from
Big Hoss Night down at the Race Track, to free hot dog day at Fasching's Car Wash, to
football games down at Arcadia High School., Yes. Arcadia has had all these elements
and so much more. So much more in that Arcadia has become a toWn of small-time
heroes, Everyday heroes such as the teachers who stay late in the day, sometimes until
five at night, to make a difference in the life of an Arcadia student. Or the countless
hours that the medical staff at Methodist Hospital has spent helping families dealing
with crises ranging from scraped knees to a quadruple bypass. Yes. Arcadia has had its
heroes. My Uncle Dennis, my friend, was a hero.
"I've spent countless hours wondering why I. who weighed just under four pounds nine
ounces at birth and who was nearly two months premature, was chosen to live, when
such a city-minded individual such as my uncle Dennis was chosen to die. I don't
understand it; I really don't think anybody does or will ever understand it. Dennis was
more than just my closest uncle, He was the one who taught me that life can be laughed

at. So few of us do, and I can assure you that laugh he did. I guess that was what was
so special about him. He had the ability to find that certain tiny spark of humanity in all
of us. He could reach inside. and when you least expected il. show you how special
people were if you only looked and listened. Uncle Dennis was also the one who taught
me that being together as a family could be fun. And that is what I think makes my
family so special, Throughout all of our individual lives we have watched each other
grow, grow apart, come together, and ultimately know what a family is,
"I, along with the rest of my family, appreciate the tremendous amount of support that
has been shown by the City and community and that has been given to us through this
time of crisis, Words cannot fully express our gratitude. I'm pretty sure that Uncle
Dennis would be proud of his Arcadia today,. For that is where Arcadia's greatness lies.
Not in flashy stores or world-renowned places, but in the family. Yes, the family is what
has made Arcadia truly a community of homes. The love and generosity that neighbors
share for each other here is tremendous. If you don't believe me, then just look around
you here tonight. I'll bet you know someone other than your family. That is what my
uncle was all about-showing that through understanding anything can be possible, He
loved this City more than any of you know.
"I would like to end tonight by saying these few words, Throughout my life I have
always been labeled as Stephen's son. Dennis's nephew, or Grandma Sophie's
,grandson. But I say to you tonight that I am none of those things any longer, Tonight I
,. stand before you and the memory of one of the greatest men I've ever known to say that
I am a Lojeski. And if that name meant nothing to me before, it sure means something
to me now. For I could not be prouder than to stand in the shadow of a true hero. a
Lojeski, who devoted his life to make a difference in this small City in the suburbs of
Los Angeles. Farewell, Uncle Dennis. May God grant you peace. I know that we will
all miss you tremendously. Thank you,"
Craig Lucas continued his remarks: "The death of Dennis Lojeski on August I I due to
an aneurysm in the brain and its consequences will forever remain an inexplicable event
for all of us, But the response to this devastating personal tragedy of the Lojeski family
has been an incredible outpouring of compassion and caring from all segments of the
Arcadia community, The depth of the individual acts of kindness and remembrances
have given great comfort to Janet and her children and to Dennis's parents and his
brothers. Words cannot begin to express the family's gratitude for the thousands of acts
of generosity of both spirit and deed that have surrounded them at this terrible time. To
each and every one of those generous and caring individuals, Janel. Brian, and Michelle
are overwhelmed with gratitude,
"To the City family, the members of this Council, the City Manager, the City Clerk, the
City's police and its reserves, the City's firefighters, the City's department heads. and
all the other men and women who daily make their work the bettennent of our
community, the family of Dennis Lojeski is indebted to your kindness, your thoughts,
and your individual acts, which have been so helpful to them in this time of personal
loss. In closing, the family asks that the legacy of Dennis Lojeski, his years of loyal and
energetic service to his home town, be remembered by gifts in his memory to the
Methodist Hospital Foundation, to the Firefighters Association, and to the Police Relief
Association, each of which Dennis believed to be so very important to the unique quality
that is Arcadia today and will be Arcadia tomorrow. Thank you very much."

PUBUC HEARING
Certain streets in the City of Arcadia are designated as heavy hauling streets for commercial
vehicles. Resolution No. 4232 establishiolg truck routes in the City was adopted on January 4.
1972. Since then, many changes have taken place in traffic patterns-the addition of the 210
,freeway and trends in residential and commercial development. For this reason, staff reevaluated
the efficacy of the present truck route system Resolution No. 5942 revises the official truck routes
within the City, and includes the addition of Peck Road from City limit to City limit, and Duarte
Road from the west City limit to Baldwin Avenue and from Santa Anita Avenue to the east City
limit ThIS revision also deletes Foothill Boulevard as a truck route from Baldwin Avenue to
Santa Anita Avenue.
Mayor Kuhn declared the public hearing to be OPEN.

The Los Angeles County Metropolitan Transportation Authority's (MfA) Congestion
Management Program (CMP) requires local agencies to submit an annual Local Implementation
Report. This report must be adopted at a public hearing by a resolution of the City Council to
certity compliance with MTA requirements. In order to comply with MTA requirements, the City
must continue to implement the Transportation Demand Management (TDM) ordinance
(Ordinance No. 1984) and the Land Use Analysis Program (Resolution 5780), The City is
complying with both the TDM and the local implementation program. The Local Implementation
Report must be submitted to the MTA by September 1,1996,
Mayor Kuhn declared the public hearing to be OPEN.
Londl Soencer. 1008 South Mayflower Avenue, asked about the 10,000 credits granted to the
City with regard to Santa Anita Race Track. Staff explained that there is a fonnula which takes
into consideration all debits and credits with regard to changes in traffic. Because of off-track
wagering there was less traffic to Santa Anita Race Track during the racing season at
that location, for which the City was granted credits,

TIME RESERVED FOR TIIOSE IN THE AUDIENCE WHO WISH TO

Gail Marshall, 2300 block Lee Avenue, stated in part that she wished to extend personal
condolences to Dr. Lojeski's family. He will be greatly missed. Ms, Marshall
commented also that she wished to nominate Captain Crabb for the vacant position of
Fire Chief. Ms. Marshall agreed with Marguerite Spencer's remarks at the August 6
Council meeting that money should not be spent on the refurbishing of the Mayor's
office until City finances are in better shape. She suggested, instead, putting up folding
partitions to construct a temporary walkway. She agreed with comments that the City
should not pay travel expenses for Councilmembers' spouses; referred to
Council member Harbicht's comments in response to citizens with opposing viewpoints;
and stated she has not received asked-for comments from Council regarding the non-
reappointment of Bob Daggett to the Planning Commission and Beth Wells-Miller to
the Sister City Commission.
Dorothv Denne. Arcadia resident, spoke with regard to a business at 6 North First
Avenue. She stated in part that a new hometown newspaper called Arcadia Weeklv is
being published and will be delivered to every home in the City starting this week.
MATTERS FROM ELECTED OmCIALS
Councilmember Young wished a happy birthday to Helen Williams, who will be 100
years old on August 24.
Councilmember Young received a telephone call from Mitzi Hartzler, who wanted to
thank the Council for adjourning the August 6 Council meeting in memory of her
husband, Kermit Hartzler.
Councilmember Young reported on a phone call received from a resident who is a
teacher in Los Angeles. There is an extended-stay hotel near the school where she
teaches, and it creates an in/lux of students at the school. She was concerned that the
extended-stay hotel proposed for Arcadia might create the same situation.
Council member Chang expressed his regrets over the death of Council member Dennis
Lojeski.

Councilmember Chang offered congratulations for the publication of the Arcadia
Weekly.
Mayor Pro tern Harbicht expressed good wishes to the new publication, Arcadia Weekly.
Mayor Pro tern Harbicht responded to comments which he feels continue to be directed
toward Council by residents who misunderstand or twist facts. Specifically, Council did
not reject bids for remodeling the Mayor's office because they decided against it.
Rather, all bids were rejected because of a technicality, and the project is going to be re-
bid.
Mayor Kuhn thanked everyone who expressed concern oyer her fractured wrist, which
was the result of a fall.

(Library hours) Mayor Kuhn announced that, to accommodate construction work, the Library will be
closed for two weeks beginning September 3 and will reopen on September 16.

FILL VACANT Consideration of filling the Council vacancy created by the demise of Councilmember
POsmON ON Lojeski. The Arcadia City Charter, Section 403(c), sets forth the procedure for filling a
CITY COUNCIl. Council vacancy. If Council does not fill the vacancy by appointment within 30 days of
(Gary Kovacic) said vacancy, then it is required that the matter be submitted to the electorate. A
Councilmember who is appointed will serve until the next regular municipal election in
April 1998. If the vacancy is filled by election, the Council member so elected would
serve the entire unexpired term, through April 18, 2000.
It was the consensus of Council that, due to the estimated $60,000 cost to hold a special
election and the amount of time involved, the appointment process was preferred.
Councilmember Chang stated that it would be his preference to select for appointment
the person who received the next highest number of votes in the last City election, Gino
Roncelli. There was no consensus of Council for that process, Each Councilmember
submitted their choices for appointment as follows, Councilmember Young: Gino
Roncelli and Warren Shaw, both of whom have volunteered for the appointment; Peter

Considerable discussion ensued. It was agreed that all who were nominated are
dedicated workers. Mayor Kuhn. Mayor Pro tern Harbicht, and Councilmember Young
noted that they all put forth the name of Gary Kovacic. They agreed he would be their
choice to fill the Council vacancy. Councilmember Chang commented that he does not
have any opinion on Gary Kovacic, as he does not know him very well.

It was MOVED by Mayor Pro tern Harbicht, seconded by Councilmember Young and
CARRIED on roll call vote as follows to APPOINT Gary Kovacic to fill the vacancy on
the Arcadia City Council by completing the unexpired term of Councilmember Dennis
A. Lojeski to the next regular municipal election in April 1998.

In response to a question from Councilmember Chang, the City Atto~ey stated that
there will be a resolution presented to Council with regard to the amount of the fines
which may be imposed. The resolution will not create penalties or fines that are in
excess of what is necessary to assure compliance and cover the City's costs.

Mayor Kuhn adjourned the meeting in memory of Dennis A. Lojeski: 'Td like to close
this meeting this evening in memory of Dennis Lojeski, and I have a few items here that
I'd like to read to you..,things that I didn't know about Dennis, We all know he passed
away on August II, 1996, He was on the City Council for over 12 years. He was Mayor
in 1983-84, and in 1995-96. He was raised in Arcadia, went through the Arcadia school
system, and attended USC. As a young adult he worked for the Arcadia Recreation
Department. Dennis operated his dental practice here in Arcadia for 25 years. A
member of the Los Angeles County Coroner's Dental Forensic Team for 18 years;
actively involved with the San Gabriel Valley Dental Society for 12 years; participated
in a voluntary program for Arcadia elementary schools called the Toothkeeper Program,
which was designed to teach fourth grade students the importance of good dental care.
At one time he was a part-time instructor at the USC School of Dentistry. Served on
various civic committees, including those with the San Gabriel Valley Council Boy
Scouts, Methodist Hospital, the Arcadia Chapter of the Red Cross, and the Arcadia
Tournament of Roses Association. He was Citizen of the Year in 1990, The City meant
a great deal to Dennis. He was very supportive of all aspects of the City, but was
particularly enthusiastic about the Fire and Police Departments, the expansion of the
Library, the new downtown streetscape, and in general, Arcadia's community spirit and
volunteerism. He loved music and sports, particularly baseball. He was an extra in an
Elvis Presley film years ago, Now, see, I didn't know Dennis was a movie star, He was
a strong family man. He leaves behind his wife Janet, son Brian, daughter Michelle,
brothers Steve and Ed, parents Edward and Sophie. He recently saw both Brian and
Michelle graduate from college, And, of course, we shall all miss him. We adjourn in
memory of Dennis A. Lojeski to September 3, 1996, at 7 p.m."
At 8:44 p.m. the City Council ADJOURNED the Regular Meeting to Tuesday,
September 3, 1996, at 7:00 p.m. in the City Hall Council Chambers for a Regular
Meeting to conduct the business of the City Council and the Arcadia Redevelopment
Agency and any Closed Session necessary to discuss personnel, litigation matters and
evaluation of properties.
