MINUTES CITY COUNCIL OF TIlE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING SEPTEMBER 17, 1996 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday, September 17, 1996, at 7:00 p.m. in the City Hall Council Chambers. Rev. Jolene Candenbach, Arcadia Congregational United Church of Christ Acting Fire Chief, Wayne Crabb PRESENT: Councilmembers Chang, Kovacic, Young and Kuhn ABSENT: Mayor Pro tern Harbicht It was MOVED by Councilmember Young, seconded by Councilmember Chang and CARRIED on roll call vote as follows to EXCUSE the absence of Mayor Pro tern Harbicht. AYES: NOES: Councilmembers Chang, Kovacic, Young and Kuhn None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None It was MOVED by Councilmember Kovacic, seconded by Councilmember Young and CARRIED on roll call vote as follows that ordinances and resolutions be read by title only and the reading in full be WAIVED. AYES: NOES: ABSENT: Council members Chang, Kovacic, Young and Kuhn None Mayor Pro tern Harbicht AUDlliNCEPARTICWATION Manroerite Soencer. 1008 Mayflower Avenue, discussed membership of the Planning Commission and believes this commission should not be reduced to five members as was suggested at the last Council meeting. Further, the Council should refrain from control of the commission. The Planning Commission may soon once again consider a specific plan for development on 85 acres of race track property... or the property could be sold. With the complexity of development on that site and multiple owners, a full seven Planning Commissioners will be essential. Vince Folev. Cambridge Drive, President of the Arcadia Tournament of Roses Association, explained the current lack of funds and Tournament sponsorship renewals. Mr. Foley 1 9-17-96 3. CHANG (HaIbicht ill) (Meth. Hudson - 105 B'day) 38:02;0 appealed to the community for such renewals and contributions to support construction of Arcadia's float in the 1997 New Years Day Rose Parade in Pasadena. He reported also that I there will not be an Arcadia Rose Court selected this year. Arcadia Rose Queens from previous years will ride on the City's float in the January tst parade. The Tournament Board hopes to reinstate the Rose Court process nex1 year. He stated also that an increase in Tournament sponsorships will allow this 84 year Arcadia tradition to continue after January 1st. MATTERS FROM ELECTED OFFICIALS Councilmember Chang noted Mayor Pro tern Harbicht is ill and wished him well. Councilmember Chang recently attended the Methodist Hospital Foundation Crystal Ball at the ' Biltmore Hotel. Guest of Honor, Stephen Keller, Santa Anita Operating Company, was recognized for his efforts in securing a $500,000 gift to the hospital's new patient tower fund from the Santa Anita Foundation. Councilmember Chang commended the Santa Anita Foundalion for their support of community programs which benefitlhe citizens of Arcadia. He also urged the community to support the patient tower project, and noted that Mrs. Chang had pledged $10,000 to the project. Council member Chang urged the community to support the Arcadia Tournament of Roses Association. The Arcadia float, Rose Parade and Tournament of Roses are a tradition of Arcadia and Southern California. Councilmember Chang offered his check for $45.00 for sponsorship in the Association. Council member Kovacic noted the Arcadia High School varsity football team scored a victory over St. Francis in its first game of the season. He urged the community to support the Arcadia team. I Council member Kovacic congratulated Recreation Director Jerry Collins and the Department for completing FY 1995-96, 7.t% below budget. He nOled also the summer recreation program was very successful. Council member Kovacic commended the past Chairman of the Recreation Commission, John Wuo, and nOled Pat Gibson was recently elected as Chairman of the commission for FY t996-97, and Don Kennedy, Vice-Chairman. Councilmember Kovacic attended the employee picnic last week; he met people he had not known before... the City is in good hands. We have a good group of employees. Mayor Kuhn announced the County Sanitation District has arranged tours of the Puente Hills Landfill and the San Jose Creek Water Reclamation Plant. Councilmembers and staff are urged to tour these sites on September 25 and October 9, respectively. Mayor Kuhn read a portton of a letter from the Department of Forestry and Fire Protection commending the Arcadia Fire Engine staffed with paramedics for taking fast, decisive and professional action when CDF Capt. Bob Trotter suffered a heart attack at the Ackerson fire in Yosemite. The response of Arcadia firefighters, Capt. David Haney, Engineer Richard Loken, Firefighter Eugene Sobbota and Firefighter Scott Riggs may well have saved the life of Capt. Trotter. Arcadia firefighters were called out through the mutual-aid system to man the OES station at Yosemite. Mayor Kuhn expressed her pride of these Arcadia firefighters. Mayor Kuhn announced that it was her honor to attend the 100 birthday celebration of Jesse Prysocke on September 13th. MINUTES Sept. 3, 1996 (APPROVED) 38:0291 Mayor Kuhn announced she will be at her office in City Hall on September 18 and September 25 from 9:00 a.m. to noon for anyone who may wish to speak with her... no appointments are necessary. Kovacic, Young and Kuhn None As part of the Redevelopment Agency's Downtown 2000 Project, the Agency contracted for the fabrication and installation of street banners to be installed on the new decorative lights in downtown. Two (2) sets of banners for the spring and summer of t996 were bid and installed. The fabrication and installation of the fall and winter banners will complete this phase of the project. Bid 9697-20 was mailed to five (5) vendors. There were three (3) responses which are listed in the September 17, t 996 staff report. Funds in the amount of $18,000 were budgeted in the Redevelopment Agency's FY 1996-97 budget for this purchase. It was MOVED by Agency Member Young, seconded by Agency Member Chang and CARRIED on roll call vote as follows to AWARD a contract for the purchase of the decorative fall and winter street banners to Dekra-Lite Industries, Inc., in the amount of 16,146.00, and; AUTIIORIZE the Executive Director to EXECUTE said contract in a form approved by the Agency Attorney. 'II 38:0293 11 was the consensus of the City Council that consideration of an appointment to the Planning Commission to fulfill the unexpired term of Gary A. Kovacic to June 30, 1997, be CONTINUED to the October I, t996 regular meeting. CLOSED SESSIONS The City Attorney announced that, "we have two Closed Sessions this evening, the first one is pursuant to Government Code Section 54596.9(a) to confer with regard to the existing litigation concerning the worker's compensation case - Carot Thompson vs. the City of Arcadia", and, Th.
