ADJOURNED REGULAR MEETING
NOVEMBER 5, 1996
The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting
on Tuesday, November 5, 1996, at 6:00 p.m. in the Conference Room of the Arcadia City Hall
Council Chambers.
ROLL CALL
PRESENT: Councilmembers Chang, Harbichl, Kovacic, Young and Kuhn
ABSENT: None
CLOSED SESSIONS
The City Manager announced that Closed Session /terns I and 2 would be considered at the close
of the regular meeting this evening.

Closed Session pursuant to Government Code Section 54956.9(b) concerning anticipated litiga-
tion (one potential case) based on a statement threatening litigation against the City made at a
meeting with City staff concerning a specific matter within the responsibility of the City
legislative body.

2. Closed Session pursuant to Government Code Section 54956.8 to confer with City negotiators
(;/1" .' Ii"~ William R. Kelly and Peter Kinnahan on terms and conditions ofa proposed lease renewal,
including price, with the Arcadia Chamber of Commerce, represented by Jana Costuma,
Executive Vice-President, for City-owned property located at 388 West Huntington Drive.

At 6:03 p.m. the City Council ENTERED Closed Session No.3, pursuant to Government Code
Section 54956.9(a) to confer with legal counsel concerning the existing cases of Sully-Miller
Contracting Company versus Arcadia, Marina Landscape versuS Arcadia, and Arcadia versus
Sully-Miller Contracting Company.
Following the conclusion of Closed Session No. 3 the Adjourned Regular Meeting
RECONVENED at 6:43 p.m.
4. Following distribution of Executive Level Training manuals to the City Council, Mr. Jerry
STD. EMERG. Roach, Area D Emergency Services Coordinator for the State Office of Emergency Services, gave
MGE. SYSTEM a brief slide presentation and an overview of the Emergency Management program; the role of
TRAINING executives in the Emergency Operations Center (E.O.C.); guidelines and training.

Captain Don Shawver, Special Services, Arcadia Fire Department, commented on the extensive
emergency operations training the City management employees had previously taken. Further,
Cap\. Sha\wer announced an emergency exercise will be conducted in the Spring of 1997.
