A second group of Boy Scouts was also welcomed to the Council meeting by the Mayor. PRESENT: ABSENT: Councilmembers Chang, Kuhn, Lojeskl, Marget! and Young None The City Clerk administered the Oath 01 OffIce to Helen L Dahlstrom, Incoming member of the Arcadia Beautiful Commission. Councilmember Lojeskl Introduced Mrs. Dahlstrom and presented the new Commissioner with her credentials, the City pin and welcomed her to the City family. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS" REPORT/ANNOUNCEMENTS/STATEMENTS The City Manager noted that Resolution No. 5835 " public hearing No. I can be removed from the agenda because It was adopted by the CouncU February 7,1995. PUBUC HEARING (Weed Abatement) (APPROVED) , KUHN (Trans. Cmte. COG Mtg.) 37:0050 AUDIENCE PARTICIPATION I Gail Marshall, 2300 block of Lee Avenue. stated, in part, that at last CouncU meeting, Johanna Hofer addressed the Council and mentioned the emergency automatic shut.off valves for gas iines. Mrs. Marshall telephoned the gas company, and was Informed that they are presen'dy testing several devices to determine which will be used. After'the results are available, the gas company customers will be notified by means 01 a flyer In the gas bills that the shut -off valves are available with Instructions about acquiring them. Mrs. Marshall also agreed with Mrs. Hofer's remark that Arcadia does not have a good newspaper. Mrs. Marshall feels that of the available newspapers, the LOS ANGELES TIMES Is too voluminous and the PASADENA STAR NEWS, Is not satisfactory, and that It rarely prints any news about Arcadia. She thought perhaps the SIERRA MADRE NEWS might expand to cover the news and to be delivered in Arcadia. PUBUC HEARING On February 7, 1995, the City Council adopted Resolution No. 5835 declaring Its Intem'c;n to provide for the abatement of noxious weeds, rubbish and refuse from certain private property In the City. Said resolution set this date, February 21, 1995, as the time and place to hear objections to the proposed removal 01 such nuisance. As required by the Government Code, the County Agricultural Commissioner has maned the approprtate notice to all property owners Involved Olst of property owners attached to report dated February 21, 1995). A representative from the City Fire Department was present to answer questions, ~ any. Also, Mr. Chester Olson from the Department of Agricultural Commissioner's Offlce In EI Monte was present. I Mayor Young declared the public hearing OPEN. No one desiring to be heard, the public hearing was CLOSED on MOTION by Councilmep":ar Lojeskl, seconded by Councnmef'!"ber Kuhn and CARRIED. AYES: NOES: ABSENT: Councilmembers Chang, Kuhn, Lojeskl, Marget! and Young None None MATTERS FROM ELECTED OFFICIALS CouncUmember Kuhn commented that she, together with staff member David Feinberg, had attended the Transportation Committee meeting of the CouncY 01 Govemments (COG) last Wednesday. The Committee Is trying to give Input to the Metropolitan Transit Authority (MT A) regarding their thirty year plan. The primary focus Is to ensure that the San Gabriel Valley receives Its fair share of funding for the projects. The Pasadena line Is Included In the budget. The completion date Is estimated to be the year 2003. Councllmember Kuhn also called attention to Arcadia's ongoing request for sound walls along the 210 Freeway. Councllmember Lojeskl congratulated Administrative Services Director Jim Dale and his staff who have again received an award for outstanding flnanclal reporting from the CaI~omla Society of Municipal Finance OffIcers. This Is one more 01 the kind 01 ongoing awards this department has received. Such an award symbolizes the efforts 01 Jim Dale and his department to provide for professlonaJ and proper accounting. Councilmember Lojeskl noted a memorandum from the City Manager regarding sharing 01 equipment w~h Monrovia. Arcadia and Monrovia can possibly share the equipment and the staff training. He would like to make sure that reasonable rates 01 usage and replacement costs are recovered by Arcadia. CouncUmember Lojeskl thinks this Is a good idea when cities can help each other; It will not deplete our crews or equipment; we will gain training experience; and possibly gain some money for the City. In reply to a question from Councllmember Lojeskt, the City Manager responded that citizens who wish to report non-functioning street lights can call City Hall with a report to the Maintenance Services Department, the City Manager's Offlce, or the main switch board number, any of which will take the Information. Councilmember Lojeskl announced that the Fire Department annual pancake breakfast Is to be held at the Arcadia Fire Station No.2, March 11 from 7:00 a.m. - 12 noon. Councilmember Marget! referred to the plans for the downtown revitalization and contacts he received Indicated the high expectations among the local merchants and those who Just want to see an Improvement In the downtown area. He noted that a large pert 01 the expense is that of the necessity 01 replacing water lines. He feels that the mood In the community has been enhanced by that meeting with Mr. Moss and his associates. He Is looking forward to get!lng this project on-lIne. CouncUmember Marget! compared the Investment In the downtown area with that 01 Nordstroms, which was a very flne Investment of past and present Councils. The business people In the mall are very pleased that Nordstroms has moved there. CouncHmember Marget! thinks there will be a community type atmosphere when the downtown project Is completed, especially with the Improvements on First Avenue. Mayor Pro tem Chang referred to the recent Councl discussions regarding the City Master Plan, Including City buUdings - the Police Department, City Hall, Fire Stations Nos.! and 3, and the Ubrary. The estimated cost 01 the Ubrary renovation and expansion Is less than $4.5 million. When this Is completed the Friends 01 the Ubrary plan to open a bookstore on the premises to help raise funds for the Ubrary. Mayor Pro tem Chang then reviewed the purpose, the history and the achievements 01 the Friends 01 the Ubrary. For thlrty-three (33) years this non-profit support group has been dedicated to providing flnancial assistance to the Arcadia Ubrary, I.e., g~, wor1<s 01 art, endowments, bequests, membership fees, book sales and other fund raising activities. In the past seven years alone, the Friends have contributed close to one hundred twenty thousand dollars ($l2O,ooo). Additi0naily, the Friends of the Ubrary promote knowledge 01 the functions, resources and services 01 the Ubrary, and supports and encourages cultural and educational programs. It Is anticipated that the planned Friends of the Library book store will generate twenty-ftve thousand dollars ($25,000) annually. Mayor Young also congratulated Jim Dale and the Admlnlstratllie Services Department for the award they received. She joined CouncUmember Lojesklln reminding residents of the Fire Department pancake breakfast. The meeting ADJOURNED to March 7, 1995 at 7:00 p. m. CITY COUNCIL RECONVENED CONSENT ITEMS 1. MINUTE APPROVED the minutes 01 the regular meeting of February 7,1995. APPROVAL (Feb.7,l995) (APPROVED) 2. EQU!P.PU!'lCH .AUTHORIZED an appropriation of $38,320 from the Equipment Replacement Fund for the (Computer acquisition of computer hardware/software to upgrade the Clty's computer to provide Upgrade) needed upgrades for the Ubrary computerized system, and an additi0nai $4,853 In the (Ubrary) General Fund for on-going maintenance costs. 3. COUNCIL RULES/ GUIDEUNES (Report & Action) (ADOPTED) 37:0053 APPROVED Final Map 49802 for an 11-unlt residential condominium project at 320-324 EI Dorado provided that, before recordation, any and all conditions of approval that are outlined in report dated February 7, 1995 from the Engineering DMsion shall be complied with to the satisfaction of the City Engineer and Water Manager. APPROVED Final Map No. 50794 for an B-unlt residential condominium project at 756 Arcadia Avenue provided that, before recordation, all outstanding conditions of approval as outlined in report dated April 8, 1992 from the Engineering DMsIon shall be complied with to the satisfaction of the City Engineer. AUTHORIZED the City Clerk to advertise for bids for a three year contract for the landscape maintenance of City owned properties (1995-1998). ALL OF THE ABOVE CONSENT ITEMS WERE APPROVED ON MOTION BY MAYOR PRO TEM CHANG, SECONDED BY COUNCILMEMBER KUHN AND CARRIED ON ROLL CALl VOTE AS FOLLOWS: AYES: NOES: ABSENT: Councilmembers Chang, Kuhn, Lojeskl, Marget! and Young None None CITY MANAGER Several meetings ago, the CouncU requested the CIty Manager and City Attomey to provide information relative to rules and guidelines for CIty CouncU conduct. Said Information Includes a summary 01 existing legal requirements and guidelines, as well as information relative to what has become (through conslstent use) standard policy In Arcadia It Is the policy of the City of Arcadia that the members 01 the Arcadia City Councl conduct themselves Individually and as a CouneR so that all matters related to the CIty are conducted in a fair, responsible and Impartial manner, that all City business Is handled In an orderly and efficient manner; that all govemmental pollcles be made In the proper channels 01 the government structure; that public oIflces not be used for personal gain; and that the public have confidence In the Integrity 01 Its government. Further, staff has drafted a request form to help control and coordinate requests from the CIty CouncU to staff concerning compfalnts or service needs. CouneUmember Lojesld stated, In part, that the CouncU Rules/Guidelines should be adopted, and not Just filed and forgotten. Perqulsltes of serving on the City CouncU Include reading the City Charter, the Arcadia Municipal Code and the Ralph M. Brown Act. Councllmember Lojeskl has served on CouncUs for a number of years, and has never found It necessary to have the Rules/Guidelines outlined for him. CouneUmembers always knew how to act, react, ask questions, how not to mlcro-manage, etc. CouncUmernber Marget! also endorsed the Rules/Guidelines. He stated that If CouncUmembers pledge to abide by these guidelines, It will give a lot 01 credence to this Councl; Counel needs to make sure 5 2/21/95 I. ORDINANCE NO. 2034 (ADOPTED) LOJESI<I (In Memory of Robert A. Moritz) 37:0054 that the citizens who voted for the CouncH are proud of them and their decorum In I conducting business. Mayor Young requested Councllmembers to read these Rules/Guidelines and keep them on hand. The City Manager suggested that staff place the Rules/Guidelines in the CouncU binder so n will be available at each meeting. Staff will implement use 01 the service form. It was MOVED by Councilmember Lojeskl, seconded by Mayor Young and CARRIED on roll call vote as follows to ADOPT the City Council Rules/Guidelines policy and the service form. AYES: NOES: ABSENT: Councilmembers Chang, Kuhn, Lojeskl, Marget! and Young None None CITY ATTORNEY The City Attorney presented and read the title of Ordinance No. 2034: 'AN ORDINANCe: OF THE CITY COUNCIL OF ARCADIA, CAUFORNIA AMENDING THE ARCADIA MUNICIPAL CODE BY ADDING SECTION 3214.18 THERETO WHICH ADDS SECTION 10.17 TO ARTICLE X OF THE UNIFOE:\M TRAFFIC ORDINANCE REGARDING HANDICAPPED PARKING DISPLAYS'. It was MOVED by Councilmember Kuhn, seconded by Mayor Pro tem Chang and CARRIED on roll call vote as follows that Ordinance No. 2034 be and It Is hereby ADOPTED. 1 AYES: NOES: ABSENT: Councilmembers Chang, Kuhn, Lojeskl, Marget! and Young None None Council member Lojeskl adjourned the meeting In memory 01 Robert A. Moritz. 'Bob was a long tirn'3 outstanding citizen 01 Arcadia who passed away very suddenly on February 5, 1995. Bob will be very much missed by his ~e, Sandy; his family and his many friends. He was a proud and supportive father of his two sons, Jeff and Tom, both of whom are Arcadia High School graduates. He was equally proud 01 Sandy's two sons, Matt and Del Peterson. Bob was a grandfather to five year old Cameron and two year old Allison Moritz. Bob graduated from Whittier College after flrst attending two years at Stanford where he was president of his fraternity. He settled in Arcadia working as an insurance broker. During his sons' younger years, he was an enthusiastic UttJe League coach. He continued to follow and cheer for son, Tom through his baseball successes at Arcadia High School and USC and, eventually, professional baseball levels. When Prop 13 caused school funding cutbacks, Bob was deeply concemed that Arcadia school's academics shouid not suffer. He was, therefore, a co-founder and first vice-president at the Arcadia Educational Foundation, and he worked tirelessly to get that organization started. For flfteen years, Bob was Instrumental In the growth of the Arcadia High School Athletic Booster Club. He served as Its president from 1983 to 1986. He was a strong leader who helped establish many 01 the Boosters major fund raising events. He was part 01 the team to Initiate the Club's Apache Invitational Golf Toumament, now In Its fourteenth consecutive year. Bob Mortltz gave unselfishly of his time, talents and energies to his famUy and community and will certainly be missed by the community of Arcadia'. 'Roland Mitchell was a long-timol member of the Arcadia Business Community, having operated the Arcadia Badge Company for more than twenty years. Mitch was an active Mason and enjoyed the programs associated with that organization. He passed away this week at the age 01 slxty- four and services are to be held this Saturday, February 25, 1995 at Mountain View Mausoleum in Altadena. Mitch Is survived by his w~e, Lanl: four chiidren; and one grandchild.'
