Mayor Pro tem Chang presented and read a letter of commendation and appreciation for dedicated service from Govemor Pete Wilson, Pat Myers for Calnornla State Senator Richard Mountjoy. I President Monty Undsey for the Arcadia Chamber of Commerce, Anna Roglnson-Busse for the Arcadia/Monrovia Soroptlmlst Oub REMARKS BY OUTGOING MAYOR, MARY YOUNG "Thank you, everyone and thank you all who presented plaques tonight. I will enjoy them for many years t~ come. I want to thank you all for the privilege you gave me to serve you and the City, This has been a good year - challenging, but rewarding, No city could have a better staff to work wtth, and I say a special 'thank you' to all of them. I truly appreciate their willingness, smiles and the friendliness extended, This CouncU started this year wtth a number of challenges. First, the budget. Much thought was given to this and the result was the year started wtth a balanced budget That was not easy. Mid-year was good. But since then a change In the law has put us In the red. More hard work Is coming up. We have our outstanding Pollee and Fire Departments, and I extend much appreciation to them. They are great. This Council faced hiring a new City Manager. We were fortunate to have an Acting City Manager who fit the bill, and was hired In August - Bill Kelly. Bill has been great to work wtth, has had innovative ideas, and is good for the City, Wtth his dedicated work, the new Police Chief was hired, Chief Ron Gamer from Beverly Hills came to the task in fine style. The Council has moved ahead with Orange Grove Avenue. That's been almost a twenty year project. And the downtown revttallzatlon Is under way wtth sidewalk dining available. Both are now In progress, and by Christmas time we should see some , results, The Ubrary Is about to start a new addttion, and some revitalization. It has been quite an addition to the City. The City has worked with the schools on zero tolerance. and we Intend to keep that program very active. And all of the things that one takes for granted proceed each day without us being aware of them - the sewers. the sidewalks, tree trimming. the streets, trash, water are well , taken care of. Arcadia Is a fine City, and I am glad to have had a part. It has been an : honor and a privilege, and I thank you." REORGANIZATION OF THE CITY COUNCIL FOR 1995-1998 The City Clerk stated that. consistent with Sadlon 404 of the Arcadia City Charter, and by the afflrmatlve vote of not less than three City Councllmembers. the City CouncU shall elect one of Its members as Mayor, and one of its members as Mayor Pro tem for the ensuing year, Aprtl18. 1995 to April 16, 1998. Therefore this Is the day and the year so specified In the City Charter for the reorganlzatfon of the City Councl The nomlnatfon for the candidate for Mayor or Mayor Pro tem does not reqUire a motfon. or a second - simply a nomination. The City Clerk then declared that nominations are now open for the Offlce of the Mayor for the ensuing year. Mayor Young placed In nomlnatfon the name of CouncDmember Barbara Kuhn to selVe as Mayor for the ensuing year. CouncDmember Margett placed In nomlnatJon the name of CounclImember Oennls Lojesld to selVe as Mayor for the ensuing year. Mayor Pro tem Chang placed In nomlnatJon the name of Or. Sheng Chang to selVe as Mayor for the eqsuing year. . Hearing no other nominations. the City Clerk announced that the nominations for Mayor are closed and asked the CouncDmembers to prepare to cast their votes. The City Attomey stated that under the CIty Charter. unless there are questlons from the CouncI. the Charter does state that the CouncI select a Mayor on lhls date. However, the Council. through a majority, could direct that this be placed on the agenda for another time and re-vote at that time. Kuhn, LoJesId, Margelt and Young None None ' "REMARKS BY MAYOR PRO TEM CHANG I 'ladles and Gen1Iemen and Arcadia Cltlz_ Today Is the final day 01 my first year on the City CouncL During the past year I have tried very hard to be a good councUman. I retumed a letter to every letter I got from my constituents, and returned a call to every call : I received from concerned citizens. I want to be a responsive councUman. I have read all preparation materials before every Councl meetlng. so that I could make an Informed decision. I want to be a responsible councDman. I have fulfDled my campaign pledge to donate my councI person's salary to the Pollee Oepattment CrIme Prevention Unit. I pay my room and board for froIery conference or meeting to which I go to enrich myself as a councJl person. I believe I have done my share as a role model to trim the expenses In the City government. Last flscaI year, we had a negative of $1.5 mDlIon dollar8. I worked very hard with my colleagues to cut ,It down to zero, by way 01 increasing the revenues and decreasing the expenses 01 our City government. This year we wDl face similar, but lessor prablema 01 $I mD110n dollars negative. We already have the WOltc half way done to decrease the red wIltl the aSl'stfnce of City staff. However. I have been 8SSlUecI by Bill Kelly, the CIty Manager, that the City's servtces, such as that 01 Police and FIre Departments wDI noI be curtaJlecl. During the past year. the CIty CouncI has approved the Downtown 2000 project. It will refurbish the CIty Slreets to attract more business to our downtown area on Huntington Drive and FIrst Avenue. We expec:l this project to be completed before this Christmas. The City CouncI also Just approved the Ubrary renovation/expansion project thanks to the support of my four colleagues. Other than the school, the Ubrary Is the center of education and culture In the City. Arcadia deS8lVes a Ubrary of the twenty.first century for its youngsters. adults and senior citizens. The Santa I 4 4/18/95 ~ 37:0115 I 'Anita Company Just submitted an application for a $100 million dollar famUy entertainment center to be built at tts southslde parking lot. This coming year Is going to be a busy year for this project. You may be assured that we will have enough public hearings and thorough environmental studies before the City Council makes the final decision. For the City buildings, we still need to upgrade and expand fire stations Nos, 3 and 1 In the coming few years, In regard to the Police Department - new building. These will be decided by the" cttlzens of Arcadia by way of bond measure, We just have had the new contract wtth the Firefighters' Association; we are stili working wtth the Arcadia Police Relief Association for a new contract. We are also working wtth the other employee groups. The City has been very kind to tts employees. The City Council has just worked wtth the School District to formulate a PACE 2000 - Peaceful Arcadia through Community Effort - a community oriented policing project, Zero tolerance In the schools Is part of the program. Weapons and drugs should not be allowed at all In the schools. Thus, In the past one year, the City Council has done a lot of things, It has been ,a fruitful year, and I am proud of that. Now, looking toward the coming years, I believe that, as a councU person, I want to make sure In working wtth my colleagues that we have a City govemment which Is fiscally responsible, business friendly, cttlzenry responsive and wtth morally sound employees. We should continue to live In a safe place wtth nice neighborhoods and a good school system. Thank you very much.' REMARKS BY COUNCILMEMBER BARBARA KUHN 'I am going to save most of my remarks until after we resolve the deadlock that we have, and I look forward to doing that so we can reach a consensus and move on wtth City business. But I would like to just say how honored I am to have sat In this chair for a year. It has been enlightening, to say the least and I look forward to the challenges that are coming down the road, Thank you.' I REMARKS BY COUNCILMEMBER DENNIS LOJESKI I 'I am going to give a very short talk, which Is maybe unusual for me. I would like to Introduce some people that are here in the audience who are my biggest supporters and, I think, my biggest fans - my parents, Mr. and Mrs. Edward Lojeskl, who have been here every year as I have sat on the Council; and my wife, Janet. Our two children are not able to be here; they are both In school. This Is my last year on the CouncU that I am starting. It has been a very Interesting, very divergent, twelve years - eleven years, actually. I think that In this last year, I am finally going to see two projects completed. I hate to use the word 'projects', and I hate to use the word, 'pet' In from of that word 'projects', but two things that, tt seems like since the first day I was on the CouncU I kept pushing and pushing and pushing for. One was the completion of a safe Orange Grove Avenue, and tt certainly looks like that Is going to happen this year. The other was to do something to our atrocious downtown condttlon, whether tt was the street, the roadway, the buUdlngs, businesses that were there, And this Is going to become a realty. I think both of those projects are long overdue, long needed for this community, and will help this community continue to strive and get Into that twenty-first century. I would like to simply thank all my famUy and all my friends throughout the community for their continuing support and their continuing encouragement to allow me and to give me the opportunity of serving my City. I would also like to give a special thanks to our staff - Bill, June and everyone here In City Hall, not only the department heads, but all the way down the ladder to every single employee, They work extremely hard; they work extremely hard for you. They are a class act and we certainly try to perpetuate that. So, wtth that, I would just like to say 'thank you', It has been an Interesting year, and I think tt Is going to be an interesting year to come. Thank you very much.' 5 4/18/95 37:0116 REMARKS BY COUNCILMEMBER ROBERT MARGETT "It Is not just this year's accomplishments that we are looking at tonight, The I accomplishments that have been made by this CouncU have been the accomplishments and the input from councils in the past. We can't just sit here tonight and grab all the accolades. I think that a tremendous amount has been done by this Council, It seems that everything' was focused this year, We had the pep and the get-up-and-go to be able to reach conclusions on Issues, and be able to focus on things that were necessary for the community, The Orange Grove project - when I first campaigned for the Councn back in 1976, It was a hot Item, as Mayor Mary Young indicated earlier. And finally that Is going to be, And I don't want to go through the laundry list of things that we have been able to do, because the other council people have been able to do that, but it has been fun. And I have to also salute the staff and I have to say - Bill Kelly, although he and I have not necessarily agreed on everything, you can counsel with him, and you can talk with him and reach good, objective, adult decisions with him, and not leave the City office angry. He is a wonderful, wonderful communicator, and I thInk that we are going to see many, many more things, It is beneficial for the City through the rebuilding efforts that are taking place. Everybody has mentioned the zero tolerance on crime on campuses. This Is something big, and something that we absolutely have to address. Those students that are sitting In the chairs of campuses here In Arcadia are just as much citizens of the United States as anybody else Is, and they need the protection the Constitution entitles them to. I am glad that we have a Police Chief today who is willing to back that up and will ensure that they are protected under the Constitution as well as fNery other citizen here. Congratulations to everybody, as they are sitting here tonight. Hopefully - I have mixed emotions - hopefully, I will be going on to the Assembly, I appreciate the comments that were made earlier. Of course, whoever this Council selects, whether It be an appointment to my position, or whether It Is going to be an election to my position, Is something that will be I coming down the road. So, stay tuned, we are still giving an awful lot of competition to Jay Leno, as you all know. Thank you." ()I,) ,. - 1'6 Consideration of the recommendations for appointments to the Handicap Accessibility Appeals Board and Fire and Building Code Appeals Board, The purpose of the AprU 4 continuance was to respond to questions from the City Council relating to membership eligibility and to determine if more applications might be generated. Since the AprU 4 meeting, addnlonal names have been suggested of persons who might be Interested in partiCipating on the Appeals Boards. Letters of interest and cnlzen service resumes were sent to each person on AprU 12. There was not sufficient time to receive the resumes, process them and refer to the City Oerk for verification of voter's registration .before tonight's meeting. It was the consensus of Council to CONTINUE this Item to the May 2, 1995 City Council meeting. CITY ATTORNEY 1. When he was at Hinshaw's, he participated at el/ery opportunity that could be afforded, He was here and was able to assist the community In every way that he possibly could, Herb was also a prisoner of war during World War II; he was a civilian prisoner and caught In the Philippines when the Japanese took ol/er that Island, He remained a prisoner of war for many, many years, He was a long time member of Rotary Club In Arcadia. That was, of course, where I got to know him and gat to really love him, He was a wonderful person who will be sadly missed."
