JUNE 14, 1995
The City Council and the Arcadia Redevelopment Agency met In an Adjourned Regular
Meeting at 5:30 p.m., June 14, 1995, In the City Hall Council Chambers Conference Room.

Jack Saelld. 821 Balboa Drive, former Mayor of the City of Arcadia, referrtng to an
appointment to the City Council, stated In part. that there Is only one logical solution to the
end, and that Is to appoint Ruth GRb to the vacancy on the City Council created by the
election of Councllmember Margett to the State Assembly. Mr. Saelld pointed out that Mrs.
Glib, as a candidate for the City Council In the April 1994 municipal election, only lost by
49 votes, and as the next in line with the most votes, should be appointed to the Council.
Further, Ruth GRb received fNer 3,500 votes In that election... which was approximately 900
more than the next persor..
Javne Bellin. 1032 South Golden West Avenue, stated In part, that she agrees with Mr.
Saelld. Ruth GOb was not a near miss In the AprU 1994 City CouncO election. The CouncU
should listen to the voters and appoint Ruth GUb to the City CouncR to replace Bob Margett.
MATTERS FROM ELECTED OFFlCIALS
The Arcadia Chinese Political Association has Invited Police Chief Gamer to travel to Taiwan
to learn something about how to deal with AsIan gang activities In Arcadia, and also to have
just a generaJ exchange of Information. CouncRmember Chang suggested this Item be
.\ placed on the July 11 City CouncU agenda for Council Input and approval of Chief Gamer's
v\slt. CouncDrnember Chang understands that the Cities of Glandora and San Marino will
also send thelr Police Chiefs to Taiwan to accompany Chief Gamer. The City Manager
noted that the City would not be paying for .the trip, but staff would need CouncR's
authorization for the use of Chief Gamer's time whOe away from the City, for the payroll...
the trip would not be charged to administrative leave or vacation time. The City Attorney
will prfNlde Council with a legal analysis from a .confllct of Interest" point of view regarding
funding for such a trip. The City Attorney noted that the Fair Political Practices Commission
(FPPC) rules have recently changed regarding Intemational trips. The rules are fairly
complex on how these trips, which are funded by private sources, are reported by persons
so traveling. Council agreed to place the City Attorney's report on the July 11 agenda

Mayor Lojeskl reminded CouncU that the Ubrary Expansion Project ground breaking
ceremony wUI take place on Monday, June 19th. at 12:00 noon, and suggested that CouncU
arrive early for the festlvttles.

It was MOVED by CouncUmember Young, seconded by Mayor Pro tem Kuhn and CARRIED
on roll call vote as follows to DECLARE that as of June 7, 1995, a VACANCY exists on the
Arcadia City Council.

DISCUSSION OF APPUCANTS AND SELECTION PROCESS OF FINAUSTS
FOR COUNCIL VACANCY
City Attorney Miller presented a brlef report and explanation of the selection process for
filling the Council seat vacated by Councllmember Margetl A notice was published In the
local newspaper advising Arcadia residents of the CouncU vacancy and staling where the
application/resumes could be obtained and flied. The CIty Attomey noted that the Brown
Act does not permit an appointment to the City CouncU, or a discussion of applicants. to
be held In Oosed SessIon, therefore, the discussion and appointment process will be
conducted In an open meeting, fully agendlzed.
Following Is a list of those persons who flied applications and/or resumes for appointment
to the CouncU, and a brief excerpt of the qualifications of the ten (10) Individuals, taken from
their resumes.
John Fee. 2152 Canyon Road, CIvU Engineering degree from Caltech; B.S. Business
(Accounting), University of Kansas; Registered Professional Engineer In caJlfomla, Florida,
HawaII, Idaho, Nevada and VIrginia. Mr. Fee has forty-four (44) yea,. of experience In
municipal engineering; thirty (30) years experlence In managing a large service organization
(Including President and Chairman of the Board) with 3300 employees; former City of
Arcadia Planning Commissioner; Director, Methodist Hospilal Foundation Board; Trustee,
Los Angeles County Arboretum Foundation; active member of Rotary International... and
other organizations listed on his City service resume. Mr. Fee Is rellred from Montgomery
Watson Company (formerly James M. Montgomery, ConsultIng Engineers. Inc.).
VIncent FoIev. 320 Cambridge Drive. Mr. Foley wUl rellre from the Los Angeles Department
of Water and Power as Finance Manager on July I, 1995. He has been President of the
Department of Water and Power Retirement Board since 1982... overseeing management
and Investments of a $3.5 billion trust. Attended East Los Angeles Community College;
Certificate In Fundamentals of Money Management from Wharton School (University of
Pennsylvania); I.B.M. Certificate In Project Management; President Elect and C.F.O,. Arcadia
Tournament of Roses Association; American Heart Association, Arcadia Chapter; and at-
large member and former President, Arcadia Pony/Colt Baseball League.

Patrick Gibson. 505 Coyle Avenue, IIsls his occupatlon as a transportation engineer and
urban planner employed by Kaku Association, Inc. Mr. Gibson holds a B.S. In Engineer
Science from Oakland University, Michigan; a M.S. In Civil Engineering, Nonhwestem
University, illinois; Registered Civil Engineer In Calnomla, Nevada, Arizona and illinois; and
a Registered Trafflc Engineer In Calnomla. For the last twenty-six (26) years he has worked
with City Councils across the country advising on planning, transportation and economic
Issues. Mr. Gibson serves on the Arcadia Parks and Recreation Commission and Is
Involved In many other athletic leagues and events for children and adults.
Ruth Glib. 940 Singing Wood Drive, reports that she Is a retired businesswoman; attended
the University of Idaho for three years. Mrs. Glib has been Involved at some level with most
Arcadia community organizations during her thirty-six (36) year residency In the CIty. Mrs.
GAb was a candidate In the April 1994 municipal election and received just 49 less votes
than the candidate who placed third. Her current volunteer work Includes: President,
Arcadia Welfare and Thrift; Santa Teresita Hospital Foundation Board Member. Ute Member,
AssIstance league of Pasadena; Member, Altrusa International, Inc. of Arcadia; Member,
Friends of the Arboretum; Member, Friends of the Ubrary.

Thomas Hawkins. 20 East Floral Avenue; resident of Arcadia for thlrty-elght (38) years;
retired engineer with a B.E. In electrical engineering. For thirty-four (34) years he worked
In the electrical engineering fleld, dealing mostly In sales, application and servtce of heavy
power equipment with Industrial and electric utility entities, Including electrical departments
of many Southern Calnomla cities. Mr. Hawkins states that he has worked with many
committees, both professional and lay CNer the years.
James R. Helms. Jr.. 220 Sewanee Lane, an attorney with Helms, Hanrahan and Myers.
Mr. Helms holds a B.S. degree In mathematics and physics; a Juris Doctorate from U.S.C.
and Is licensed by the State Bar of Calnomla; Certified as a Specialist In probate, estate
planning and trust law by the Board of Legal Speclallzatlon of the State Bar of Calnomla.
Mr. Helms Is a former Mayor and City Councllmember of Arcadia; he has also served on
the Parking Place Commission; President of the Arcadia Chamber of Commerce and
General Chairman of the Arcadia Diamond Jubilee Celebration. He has been actively
Involved In the community for many years and served as president of more than fourteen
(14) organizations In Arcadia and the San Gabriel Valley.

lewis H. V. "Pete" Mav. 269 West WIstaria Avenue. Dr. May earned a B.S. from Salem
College In West VIrginia; an M.D. from Jefferson Medical College, Philadelphia.
Pennsylvania. He has been In general practice since 1957 as a family physician and
surgeon. Dr. May has been active In many organizations In the community. He served on
the school board for thirteen (13) years; Methodist Hospltal Chief of Staff; KIwanis; Arcadia
Tournament of Roses Association; a lecturer at elementary and Junior high schools In
several school districts; and a candidate for the Arcadia City Council In the April 1984
municipal election.
Sandra A. Natale. 1428 Oak Meadow Road, describes herself as a teacher and a
homemaker with two small children. Mrs. Natale graduated from Arcadia High School In
19n. She has earned a BA In English from UCLA with post graduate education from
Chapman College and a Calnomla Teaching Credential. Mrs. Natale statas that she Is just
beginning to get Involved In the community.
JoAnn Becherer Scott. 609 Falrview Avenue, Is a teacher /joumallst, employed by the
Arcadia Unified School District and the Group Event Publicity Coordinator for Santa Anita
Race Track. Mrs. Scott has a BA degree In education from Occidental College and a

California ute Teaching Credential. WhUe S8fVtng as Arcadia editor for the Sierra Madre
News for over eight (8) years, she attended City CouncU meetings and City special I
functions giving her valuable background and understanding 01 City government operations.
Mrs. Scott Is a Ubrary Board Trustee, and also has had other extensive volunteer
experience during her thirty-three (33) years 01 residing In the City.
Peter H. Ulrich. 447 Falrvlew Avenue, self-employed real estate consultant, expert witness
and arbitrator. Mr. Ulrich majored in accounting at Northwestern University; attended the
University 01 Iowa; and the school 01 Mortgage Banking at Stanford and Northwestern
Universities. He has twenty (20) years 01 commercial banking experience as a loan officer,
credit administrator, and supervisor 01 twenty-flve (25) retail branehes with two major state-
wide banks; fifteen (15) years 01 mortgage banking as president and chief executive officer
of bank related and life Insurance company related mortgage lenders; seven (7) years as
executive offlcer/audltorwllh a major title Insurance company; frequently a lecturer, speaker
and panelist at trade associations and educational seminars. Mr. Ulrich Is a volunteer with
the American Heart Association, Arcadia Chapter; Arcadia Toumament 01 Roses
Association: Member 01 the Arcadia Beautiful Commission and several other organizations.
Mayor Lojeskl opened the discussion 01 the selection 01 an appointee to the City CouncU
from the ten (10) applicants IndlcatJng It Is his hope that CouncU wUl remain apolitical In thJs
process and reach a decision that Is In the best Interests 01 everyone In the community.
CouncUmember Young stated In part, that there are many ways 01 proceeding In this
selection process; CouneU has to consider, for example, If the applicant has the time to
serve on the CouncU.
CouncHmember Chang noted that all ten (10) applicants are very Impresslve.

Mayor Pro tem Kuhn stated In part, that the City Is fortunate to have so many people who
are wHllng to serve, and are, hopefully, aware 01 the time commitment. Her position Is that,
logically the appointee should be the next person In line at the last City election... which
would be Ruth GUb, who lost that election by only forty-nlne (49) votes. Mrs. GUb made her
commitment to the community by running for election and campaigning.
Mayor Lojeski stated In part, that he would also like to appoint an Individual who
understands the Issues before ihe Council... redevelopment, the Ubrary project. Orange
Grove and so forth. A person who could manage the 'eamlng ClIlVe" quickly, and
someone who would be inclined to favor previously approved projects such as Downtown
200 and others. This person should understand the commitments that previous CouncUs
have made. WhUe he appreciates those who have run for election... campaigns last for only
a few months and Issues do not appear as they really are during campaigns. Mayor Lojeskl
agreed that there are some outstanding applicants for this appointment. He noted also that
CouneU can decide to Interview the applicants or make the appointment this evening since
each CouncDmember has had opportunity to study the applications.
Councllmember Young then placed the name 01 Ruth GUb In nomination which was
seconded by Mayor Pro tern Kuhn and roll call vote taken.

SeeIng an Impasse, CouneY discussed the quallflcatlons of lhe remaining seven (7)
applicants for possible appointment. CouneOmember Young felt that Sandra Natale, with
two small chUdren, would nol be able 10 make the necessary lime commitment 10 serve on
Ihe Courd. CouneOmember Young agreed with Mayor Lojeskl that a1llen applicants are
fine people. Mayor Lojeskl suggested that CouneY concentrate on Ihe three applicants
nominated. After discussion CouncO agreed to conduct Interviews of those Ihree persons...
Fee. GOb and Helms, at ameetlng on Monday, June 19 at 6:30 p.m. Staff was directed to
lelephone applicants Fee, GOb and Helms 10 arrange Ihe Interview schedule and lime 10
allow 30 minutes for each Interview, and selecllon of the appointee. The City Manager
suggested that the appointment also be placed on the June 20th regular meeting agenda
In case a decision Is not reached at the Monday, June 19th meeting. CouneY concurred.
The meeting then ADJOURNED at 6:31 p.m. to Monday, June 19, 1995 at 6:30 p.m. In the
City CouneY Chambels, Conference Room.
