John W, Sleeter. 218 Santa Cruz Road, stated, In part, that he Is a IWe long resident 01
Arcadia. He Is a career public servant He has served at the pleasure of judges of the
Superior Court for the last eleven or twelve years; a public servant for the last twenty-three
years. He Is dedicated to public service, He Is now interested In continuing this dedication
by volunteering for his community, He briefly revlewed some of his background In
performing volunteer functions, He Is aware of the pressures of working In the public sector,
He presently works for four hundred and eighty elected officials - the Judges of the
Superior and Municipal Courts of Los Angeles County, He Is comfortable working In a
charged legal environment. Councllmember Young Inquired W the time schedule for the
Planning Commission meetings will be compatible with his schedule. Mr, Sleeter replied
that would no problem for him, His department head agreed that It would not be a problem,
Councllmember Uirich Inquired how Mr. Sleeter viewed the job of Planning Commissioner,
Mr. Sleeter replied the Planning Commission Is a quasi-judicial body, and as a
Commissioner, there Is a responsibility to perform a judgement role within the parameters
of ordinances and statutes, but many times it comes down to judgement and understanding
other people's points of view, Mayor Lojeskl Inquired about his philosophy of the
relationship between the Planning Commission and the City CouncU. Mr, Sleeter responded
that It Is his opinion that the Planning Commission represents the City Council, performs
a review process that Is somewhat Independent, but hopefully, reflective of the views of the
Council. The role of the Planning Commission, with the Input from staff, Is to develop and
recommend policy, but the adoption of policy Is the role of the elected officials. In response
to a question from Mayor Pro tern Kuhn, Mr, Sleeter replied thaI. In his opinion, the
development In Arcadia over the years has been good, and that development pattems are
consistent with the General Plan, In response to a question from Councllmember Chang,
Mr, Sleeter reviewed his professional training and experience. He also replied that he has
no pre-concelved opinions concemlng the proposed Santa Anita Entertainment Center
project He thinks It wUI have to be carefully considered on its own merits. With regard to
homeowner associations, Mr, Sleeter thinks they have value, but they can also become
barriers If they are too powerful or If they are not democratic. He thinks a CIty,wlde
architectural review board Is a bad Idea The associations should be

In the future of the Clty and its planning, He al one time was the corporate planner for
ARCO. He has selVed on planning operations for school changes In Arcadia, He has also
, worked with non-profil organizations with regard to planning operations, He retired from
ARCO as Vice President for Public Affairs, and Is now self-employed as a consultant, He
also has a background of community Involvement and volunteer work, He noted that a
major detraction from his candidacy Is that he travels frequently, Mr, Marcussen feels the
City should not lose sight of its value as a residential area, He thinks some of the changes
that have been planned and those that are under consideration are quite Intriguing, He has
had some minor Involvement with the local homeowners' association, Councilmember
Young noted that, since Mr, Marcussen had been interviewed previously, she does not know
what additional questions are needed, Mr, Marcussen does understand the General Plan,
In response to a question from Councilmember Ulrich, Mr. Marcussen said that the Planning
Commlsslon serves the City CouncU, but there Is an opportunity for the Planning
Commission to take a somewhat different perspective, not so much Involved with the day-to-
day operation of the City, In response to a question from Mayor Pro tem Kuhn, Mr,
Marcussen replied that, with the City moving Into the twenty-first century, an Interesting
population shift has occurred, The City has not really addressed this. We need to Improve
communication and relations within the City. He feels the City needs to work on matters
concemlng the potential of our youth. He hopes the Planning Commission Is not just
Involved with zoning and rezoning, but that it can address the broader view, He thinks the
maintenance of green space In the City Is Important. It Is also Important to maintain
property values. He thinks the growth In the City during the past twenty years has been
good; it Is a better place to live, In response to questions regarding the proposed Santa
Anita project,from Mayor Lojeskl, Mr, Marcussen reviewed some of his experiences when
a large corporation moves operationS into a small city, He does not know a great deal
about the Santa Anita proposal, but he knows there Is a very Important role for the Planning
Commission to play because of the legal rights and wishes of the corporation and the legal
rights and wishes of the residents. In response to a question frO!TI, Councilmember Ulrich,
Mr, Marcussen said, In his opinion, the Planning Commission should be an advisory body

well as the hours spent In attendance at evening meetings which they donated for the
betterment of this community. Mayor Pro tem Kuhn presented City plaques to out-golng
Arcadia Beautiful Commissioners Mary Hansen. Rosa Schram, and Peter Ulrich,
CouncUmember Chang presented a City plaque to out-golng Planning Commissioner, Tom
Oark, Councllmember Young presented a City plaque to out-golng Recreation
Commissioner, Sue Nevin, Mayor Pro tem Kuhn presented a City plaque to out-golng
Senior Citizens' Commlssloner, Don Gathers.

Recommendation for authorization to Impose liens on properties for delinquent rubbish.
sewer and property related fees. Ordinance No, 2008 authorizes the collection of delinquenl
charges and servIca fees by placing liens on the related property, Fees authorized pursuart
to the Ordinance which remain unpaid for a period of three (3) months or more after billed
may be collected by the property lien procedure. On June 22. 1995 the City Treasurer
notified those affected property owners, and Informed them of this public hearing to heat
any objections or protests concemlng the delinquent accounts. A report was submitted \0
CouncY listing the affected property addresses and property owners. A supplemental report
was also submitted listing affected property addresses and property owners who have. In
the last weeks, either paid or arranged for payment of the fees. These names and property
addresses are to be removed from the original report.

VACATION Disposition and Development Agreement (DDA) approved last month by the Arcadia

SECOND AVE, and abandonment of a portion of Second Avenue, This portion of Second Avenue currently
(APPROVED) consists of a minor access road which currently allows right tums onto Second Avenue
without entering Into the Intersection, With the Downtown 2000 Project and the proposed
~ ~, > . Outback Steakhouse project at the SW Comer Site, a new right tum configuration has been
designed and Is currently planned for construction with the Downtown 2000 Project This
would leave lhat portion of Second Avenue unnecessary for public right-of-way purposes.

were disclosed with this new reconfiguratlon.

, ~ years, they love this City and are concerned about the proposed Santa Anita Entertainment
IV \ f Center project. It seems that not many residents know much about this proposed project
or what ~s Impact on the City may be, No envlronmentallmpact reports have been seen.
It Is his understanding that an add~lonaI two mUlIon people may be coming to our city, and
he Is wondering what that wUI do to the community; how ~ wU) affect values and Iffe styles,
It Is his understanding that this proposed project wUI compare somewhat to City Walk, One
person he talked to, who had recently been to City Walk, commented that there were gang
type people there, Mr, Roncelll doesn't know If that Is what Arcadia needs, He Is
concemed that Arcadia does not have a newspaper to keep the c~lzens Informed, He Is
present to get assurances from the councUmembers that, before the City does any rezoning
or spends a lot of money, all the c~lzens wUI be Informed, He Is not antl-8anta Anita; he just
does not know ff this Is the best for our City; maybe this Is not the time, He thinks the
c~lzens should vote on this Issue.
Mayor Lojeskl commented that there Is a process that the City must participate In that when
a home owner or commercial land owner puts an application In the process, by law the City
must act upon the application, CouncU wants the community to understand that process.
The City placed a paid advenlsement In the Sierra Madre Newspaper, as well as the
Pasadena Star News; placed a notice on the City cable channel, etc, An open meeting was
held approximately two weeks ago. and add~lonal meetings will be held In the future.
Everyone In the community wU) be inv~ed to these meetings. The applicant pays for this
process. The City selects the expen consultants, so the City Is actually In control, Mayor
Lojeskl assured Mr, Roncelll that the City CouncU and staff are very cognizant of the
questions being posed by the residents, I. e, traffic. crime. air and traffic pollution, etc,MMr, Roncellllnqulred ff Mayor Lo/eskl was speaking on behalf of the entire CouncU,
The City Attorney funher commented that, because of the up-comlng public hearing
process. the CouncU cannot make any comm~ments. They have to be open and objective.
The process this proposal wUI go through Includes hearings before the Planning Commission
and City CouncU; therefore. legally, the Councllmembers cannot make any comm~ments

this evening, The applicant has legal rights, as do other members of the public who are not

The City Manager also reiterated the Mayor's statement that Council has to accept and
process any application made to the City by any land owner or resident, The City Council
and staff are objectively analyzing the Issues and Impacts - traffic, air quality, noise,
economics. When the studies are complete, they wUI be made available to the public at
large for review, comment, and criticism, The process then calls for Planning Commission
hearings on the general plan change, zone change and review of a specific plan - three
specific parts which must be reviewed and approved, The Planning Commission wUl take
public testimony and transmit their comments and recommendations to the City Council,
The Gourd wUI then convene a separate public hearing, taking all testimony, both from the
Planning Commlsslon and any new testimony offered, The present schedule calls for publiC
documents being out by September. October, with Planning Commission public hearings
taking place In November. December, and CouncU hearings after that The City Is neutral
at this time. On the evening of August 9, there wUI be a public meeting on the scope and
focus of the environmental impact report, There will be additional presentations on the . .
project as well as additional time for public Input. The Commission and Council will not
make public statements untU after they take public Input Mr, Gomez Is the day to day
Project Manager, and can answer specific questions about timing and details of the project.
The Mayor said that every effort will be made to keep the residents Informed about the up- -
coming hearings and meetings, with newspaper and cable advertising as well as the City
Newsletter,
Dave Zahniser, new reporter from the Pasadena Star News Introduced hlrnself, and said
that he wUI be reporting the Arcadia City CouncU meetings.
MATTERS FROM ELECTED OFFICIAlS

Mayor Pro tern Kuhn noted that. according to a report from Maintenances Services Director,
Pat Malloy, recently lady bugs have been released Into aphids Infested trees at a cost of
$45. Since the lady bugs are natural enemies, It becomes unnecessary to spray the trees
with pesticides, which would probably also be more expensive, She Is pleased that
Maintenances SeNlces Is In tune with the environmental Impact.
Mayor Pro tem Kuhn also noted that the Transportation Meeting with COG (CouncU of
Governments) was held last week, The COG was able to obtain for the San Gabriel Valley
an additional $3,7 mUllon for MT A (Metropolitan Translt Authority) transportation funding,
Councllmember Ulrich stated that he had followed Mayor Lojeskl's route on Huntington Drive
east of Mlchilllnda. and counted only eleven carts; half as many as Mayor Lojeskl reported
the previous week, He called the 800 number to report a stray shopping cart In his block;
which was removed. However, he suggested the 800 number be checked because It Is not
entirely satisfactory,
Councllmember Ulrich noted that the southwest comer slte at Second and Huntington still
has a "for sale' sign, as well as a redevelopment sign, He suggested that they be removed.

Mayor lojeskl noted that he appreciates the patJence of Arcadia residents with the street
reconstruction on Huntington Drive.
Mayor Lojeski announced that on July 26 from 6:30 to 9:30 p, m, at the Arcadia Community
Center, the San Gabriel Valley CooncY of Govemments and Commerce and Cities
ConsoItium will hold a strategic plan workshop to "Help Shape the Future of the San Gabriel
Valley", OffIcials, business officials and all citizens in the community are invited to
participate,
Mayor lojeskJ further asked the residents to be the eyes and ears of the community to help
solve the stray shopplng cart problems, Also, he requested residents to notify the authorities
about scavengers sifting through trash, which has also become a problem In the City.

The Water Quality AuthorlIy (WQA) was established by the State legislature on February
11, 1993 to develop, flnance and Implement groundwater treatment programs In the San
Gabriel Valley. The Authorlly Is under the direction and leadership of a five member Board,
with one member from each of three overtylng municipal water districts. one from a city with
water pumping rights and one from a city without water pumping rtghts, Bob Margen was
elected to a seat on the Board of the WQA as the representative of cities with pumping
rtghts. Mr. Margen's election to the State Assembly has necessitated his resignation from
the Board, and the WOA Is now Initiating the election process to f/llthe unexpired term of
this seat. The term of the Board Member representing cities with pumping rtghts will expire
on January 1, 1997.

The City Attorney announced that CouncY wUI enter a Closed Session at the conclusion of
the regular agenda tonight, pursuant to Govemment Code Section 54975,6 for a conference
with labor negotiators Dan Cassidy and/or Gary Rogers. regarding the Arc;adla Firefighters'

"On July 1, 1995 Mr, PhUllp Rockenbach passed away, Mr, Rockenbach was very, very
prominent In the City of Arcadia, particularly In the Uttle League program. He lived on

following his passlng, at 10:00 a. m, at Sl Luke Catholic Church In Temple City. Cabot and
Sons. Pasadena conducted the selVices. Arcadia has lost a terrlflc contributor and a terrific
gentleman who has given a lot to the children, particularly In this community",
"It saddens me to talk about a close friend and his passing. In 1982 I had the pleasant
experience of being elected to the City CouncR here In Arcadia with two other Individuals.
both of whom have now passed away - Don Pellegrino a few years back and David S,
Hannah. I didn't know Dave Hannah real well untU that election process. I knew of him,
I knew a little bit of his background. I think Dave was kind of a sUent giant. Dave was a
very proud Individual. not taJlln stature, I found out, and had to listen many times to him
tell the story about way back when he actually used to play basketball for UCLA I couldn't
believe that, but I did understand that if you went back far enough, that the basketball
players were a lot shorter In those days, Dave was very accomplished, He was always a
gentleman, and I can say that at the time when we got on the CouncU, the question was
very slmple to the community and to the cttlzens of this City. and the question was, 'Are you
In favor of development, or are you In favor of no development, no growth, lack of growth'.
The cttlzens spoke. and Dave Hannah entered the election process. He had salVed as a
Trustee for the Pasadena City College School DIstrlct. the Community College District: he
served a term there. He entered the race for the City CouncY, Dave was extremely
supportive. He not only gamered one of the seats on the CounclI. but to my recollection.
no one In the election process had ever received. slnce or before. as many votes as Dave
In that election. He had well over 6200 votes to put him on the Council. And, again, tt was
a real pleasure serving with such an accomplished and successful gentleman, and I use
that word, 'gentleman' In italics. He was very proud as a father; he was very proud as a
husband, and he was very proud to be my friend and mine his. David S. Hannah was a

Nlguel, Callfomla. He was born December " 1922 In Decatur, llllnols. Dave Is survived by
his wife, Nancy; thalr four chUdren, Susan Hannah Helman; Kathleen R. Hannah; Mark David
Hannah; Jennifer Hannah Baln; four grandchUdran and one great grandchild. He Is also
survived by his mother.ln-law, Ruth Cordner and three brothers, James, Wallace and Carroll
Hannah, After a tour of duty with the United States Navy during World War II, Mr. Hannah
graduated from UClA where he was President of the Kappa Sigma fraternity. Following his
graduation In 1947, he became affUlated with the A. F, Ahmanson Company es an associate
to Howard F. Ahmanson, Sr" the organization's founder. He retired In 1988 as Senior VIce
President and Secretary, and In 1995 as a Director. He was also a member of the Board
of Directors of FEOCO, Inc" the department stores, at the time of his death, He was elected
to serve on the City CouncU, as I Indlcaled, from Aprll982 10 AprII986, after having served
a four year term on the Board of Trustees of the Pasadena City College. He was Mayor of
the City of Arcadia from Aprfll984 to April 1985, and was the City's \lost for the 1984 "
Olympic Games Equestrian Events held at Santa Anita Race Track. Funeral services
commenced at 1:00 p, m, on Sunday, July 16, 1995 at Paclllc VIew Memorial Park In Corona
Del Mar. In lieu r:A flowers, the family suggested donations be made to St VIncent's Hospital
Foundation In Los Angeles or the City of Hope at 208 West Eighth Street, Los Angeles, or

"A couple r:A slde lights - the community In the last three years has seen their City Council
In aellon live on Ielevlslon f1Very other Tuesday, The community has seen the CouncU make
some very tough decisions. The community has seen the City Council also spend money
on some Intrastructure. It was this InfrastnJcture and the abDity r:A paying for these
necessary Items. such as our Community Center, such as our Are Station at the comer of
BaldwIn and Huntington Drive, such as our Ubrary addltJon that Is taking place right now,
Is due to the efforts and the financial mind and wizardry r:A Mr. David Hannah, Dave was
very Instrumental In sitting down with Jim Dale and Jim's office staff and understanding and
bringing to the Council a very simplistic explanation of exacUy how to read that budget
material, how to understand it. Dave brought to the table the Idea In those days of being
able to spin off a certain amount of money which went Into a spacial fund called the
FacUitles Replacement Fund 10 start generaling monies so the taxpayers would not be
burdened with bond Issues and things of that nature to build those needed community
facUitles, and It was through the efforts of David Hannah. Dave did this v8lY quietly, and
there was never a lot of folderol. I remember the year he was Mayor. He did not really like
gelling out In front r:A people too much. It was not his style. He always wanted to be in
the background. I remembered an actual compatlng savings and loan company - American
Savings and Loan Company - had a temporary facUity - some of you might remember -
up on Santa Anita and Wheeler Street The Joker on the CouncU was always, when Is
temporary enough... a temporary trailer with a roof and steps added and became American
Saving and Loan's office untU they moved into more permanent office space. Dave knew
that the people In the community who were interested In the history of Arcadia - the
Historical SocIety - were really looking for a facUity In which to place a museum. He went
to the competitors of H. F, Ahmanson, to American Savings and said, 'Hey, when you leave
lhat facUity, It Is golng 10 cost you money 10 move It; why don't you just give It 10 lhe Cily
or to the Historical Society', And that Is basically what happened, and that Is the building
that today sits adjacent to the Community Center and says "Hlstorfcal Society" on it, Again,
Dave did this without a lot of folderol; he didn't want any publicity or those sorts of things.
I just have to tell you that It was a wonderful exparlence; It was a great leaning experience
