The City Council and the Arcadia Redevelopment Agency met in a regular meeting
at 7:00 p. m., Tuesday, November 7.1995 in the City Hall Council Chambers.

Mayor Lojeski inuoduced Mrs. MaJjorie Hudson, who is 104 years old; and further
slated that it is his pleasure to honor her tonight. Mrs. Hudson's daughter, Ruth
Thompson, and two granddaughters were also present. The Mayor's Cenificate of
Commendation in recognition of outstanding achievement was presented to Mrs.
Hudson.
Mayor Lojeski inUoduced the 1994-95 Arcadia Tournament of Roses Queen and Court:
Princess Corrie Broge, Princess Sabrina Fox. Princess Michelle Mouton, and Queen
Laura Ursettie. Mayor Lojeski, on behalf of the City Council, thanked the QUeen and
Court for a job well done in representing the Tournament of Roses Association and the
City of Arcadia this past year.
Mayor Lojeski made a presentation to the Arcadia High School Student Government
Day participantS. On October 6, 1995, the City of Arcadia and the Arcadia Unified
School District undertook a Student Government Day project. Cindy Rowe,
Community Relations Officer, with the cooperation of Dr. Ned Suuo, Arcadia High
School, orlP'ni7"(j this event and coordinated it with governmental officials and
department heads in the City. The goal of the day was to inUoduce twenty student
leaders to municipal government; to allow them to view the day-tCMlay operations by
shadowing their assigned counterparts; then to participate in a mock City Council
meeting. Subsequently, Dr. Suuo is to expand the curriculum for the remainder of the
semester with an emphasis on local government. Student Government Day was a great
success. Ms. Rowe presented photographs taken during the course of Student
Government Day. The students toured City facilities and offices, and spent about two

Recently a citizen wrole to the Council telling about a terri1)ing experience whIle
traveling from San Marino to Arcadia on HuntinSton Drive. Another molonst was
folIowing close and attempting to ram her car. She drove directly to the Arcadia PolIce
Depanmenl. When she anived, she found that anbther driver had observed the entire
incident. and volunteered to be a witness. He waited with her for twenty minutes untIl
the report had been taken, and she had calmed down. It was noted that the good
Samaritan. Mr. Sergio Gonzalez, owns a business irt Arcadia. Mayor Lojeski presented
the Mavor's Cenificate of Service to Mr. GordaJez, with sincere thanks for hIS
wilIin~ess to assist someone in need. Pat My~rs representing Senator Mountjoy.

Mayor Lojeski stated that November 13 - 17, 1995 will be Waste Prevenuon Week.
As part of Waste Prevention Week in Arcadia, thk City challenges the residents and
schools to reduce waste. This week the City is sponkring a competition between all of
the elementaJy and middle schools to throwaway less, and reuse more. City staff "III
measure the waste level at all City schools at the belPnning and end of the week. The
WInning school will receive a $200 gift cenifica~ toward school supplies. Ma~or
Lojeski read a PROCLAMA nON and proclaimed the week of November 13 to be
Waste Prevention Week , and encouraged all members of the community to reduce the
waste by reusing and recycling. The Proclamation! was officially presented to Mr. Jay
Honon, Director of Facilities, Arcadia Unified Sc~1 District. .

The City Manager then acknowledged the accomplishments of and introduced the
Exceptional Service Committee's selection of Employee of the Year - Rose O'Sullivan.
Senior Citizens Supemsor. Mrs. O'Sullivan was presented with a City plaque
proclaiming her to be the 1995 Employee of the Year and a check In the amount of
O' Sullivan) $500.

some of her suggesIed City Charter changes made at the adjourned regular meeting

Council meetings on county, state or federal election days; voting for mayor by the

Councilmember Chang commented on the High Twelve Club, an International Masons
Se"ice Club wluch provides scholarships and educktional loans to students who are
related to a Mason and have high GP A' s. They plo'ide for Masters and Doctorate
studies at Washington UniversIty. Washington. D.c.1 for students who are not related to
a Mason. The Arcadia Club meets weeklv at the Santa Aruta Bowl on Las Tunas Dnve.
Council member Chang attended the Go;den JUbileeldinner and auction on October I~
held at the Church of the Good Shepherd. ProceCds went to the Church' s Outreach

Councilmember Chang agreed that the Arcadia Student Government Day was a huge
success. He read a ponion of a "thank you" letter h~ received from one of the students.
who said that the experience would remain with him through years of college and life.
and requested that his appreciation be extended tol all the Councilmembers. He is
looking forward to next year's Student Governm~nt Day. Councilmember Chang
commented that he took his counterpan on a toJr of the Fire Depanment. Police
Depanment. where the members of those d~ents explained their respective
services. They are to be complimented.. I
Councilmember Chang commented that the last Citizen's Survey did not rank the
Maintenance Depanment with as high scores as ibe Police and Fire Depanments
However, he noticed that the tree trimming servil:e was prompt and efficient. and
commended the Maintenance Depanment for their sc!rvices.

Councilmember Chang commented that he attended the Rancho Santa. Anita Propeny
Owners' Association brunch. The new president and board of directors were insta1led.
He thanked Sylvia Banlett. Association President and Mr. and Mrs. Nagata for
volunteering their home for this function. During ilic: brunch he was informed that the
DMV has designated the Upper Rancho area. which involves Singing Wood Drive.
Hampton Road and Fallen Leaf Road. as a road !Cst area for new drivers. There is
concern bere about creating safety problems on the I road because of the new drivers.
More importan1ly, this introduces strangers to the area. and they may come back later
for other purporcs. There was indication that theie was increased criminal activity
during the past year. He does not think it is right that this area was so designated
,
without the consent of the residents. The residents are gathenng signatures for a
petition. Perhaps the Council or the City can help by writing to the DMV requesting
that the road test activities be removed from this area.
CowIcilmemher Chang commented that on OctoberJ26, he rec:eived a memo from the
Transportation Services officer, David Feinberg, togl:ther with a letter from a resident
who wished to know why site could not use the Arcadia Transit (formerly DiaI-A-Ride)
tickets which she bad purchased earlier. Apparently new tickets have rec:ently been
issued for Arcadia Transit riders, and the previously issued tickets were discontinued
COUDcilmember Chang believes that the ticket is a contract between the purchaser and
the City, and that Arcadia Transit has a legal obligation to hollOr these tickets which
wen: purchased in good faith. The tickets did not have a time limitation printed on

them. Councllmember Chang also inquired if it would be possible to extend .>.rcadla
TransIt's range to include the uOlncorporated areas around the penpher\ of the Cit\".
Councllmember Chang commented that on November 5. 1995 he panlclpated In
"pannership Walk '95"'. held at the Rose Bow\. There was a large attendance The
purpose was to promote health. education and rural development of the poorest areas of
the developing world. He feels this was a meartingful event. He recently resumed
walking. and thinks thai it is an excellent exercise for everyone.
Council member Chang commented that on November ~. 1995 he attended a function
sponsored by Real Estate Professionals. called the Holiday Life Auction. wtuch was held
at the Arcadia Community Center. He bid on an electric bicycle All proceeds are to
go to various charity orgartizations in Arcadia. Sierra Madre. and Pasadena. such as Red
Cross, Parent A1en, Health Council , Sertior Citizens Services, and Fire Depanments.
Chairperson Sylvia Banlett is to be complimented for her hard work. During this
function he talked to people who attended the Community Center in Monrovia and
learned of the Neighbors Helping Neighbors Orgartization. The Executive Director is
Joanne Whiteneck. This Center essentially serves as a food bank and a counseling and
referral center for indigent people.
CounCil member Chang commented that he had attended the Arcadia Tournament of
Roses Coronation Ball which was held at the Urtiversity Club in Pasadena. It was an
exceptionally successful event. and he would like to congratulate the President, Lisa
Zonver and all the Committee Members on their efforts.
Councilmember Chang commented that he had read a memo from Pat Malloy to the
City Manager regarding an inmate worker program. This program was used for moving
the warehouse stock at the Maintenance Service Center, currently under renovation. and
saved the City $4,000 in labor costs. Also the inmates paid the City $45 per day. for a
total savings to the City of $5,305. Councilmcmber Chang thinks the City should
utilize this kind of program for temporary City jobs.
Council member Chang commented thaI an article in the October 26, 1995 Star News
indicated that the Santa Anita Foundation is to donate $500,000 to the Methodist
Hospital, the Hospital to receive $100,0001year for five years. Perhaps the next project
for the Santa Anita Foundation could be the Library Foundation project.
CounciImember Chang quoted an October 29, 1995 Star News Letter to the Editor from
Arcadia Paramedic, Kevin Valentine. Mr. Valentine described the Fire Department
training, ""''''1ItilJl1 ~nlS, training in hazardous situations and with hazardous
materials, brush fire suppression, fires in high rise structures, civil unrest, paramedic
training, investigations, urban search and rescue, etc., Councilmember Chang wants to
let the citizens know that the Arcadia Fire Dqlartment is. one of sixteen best in the
nation.
Councilmember Chang commented on an article in the October 29, 1995 Star News
regarding Senator Mountjoy's OlCOmmendatiOns to maIct jury duty more friendly for
jurors, so that they can be more candid in their deliberations and less intintidated if their
personal information is kept from view. Senator Richard Mountjoy has pledged to
introduce a bill that would identitY jurors by number rather than by name. fn addition.
the State-wide Judicial Council anDOWICed plans to study the issue as part of the jury
improvement project. Councilmcmber Chang believes that these are steps in the right
direction.

(Sanitation DisC. Councilmember Young commented that she is liaison to the Sanitation District. and
Christmas Trees) they are making their annual plea for Christmas trees to be turned into the trash
companies because they are used as mulch for the dumps. Residents should turn in their
Christmas trees so that they can be recycled. I

Mayor Pro tem Kuhn commented on the excellent slide presentation she had seen at the
Firefighters' dinner. It was well done and perhaps il could also be convened in order to
be shown on Channel 20.

matter of representation to the AQMD should be placed on Council agenda for
discussion.

Mayor Lojeskt suggested that in the future some of Councllmember Chang's
announcements of attendance at events or orgaruzations could be put on the cable roll-
up board. so such items do not have to be rO\le"ed during the CouncIl meellng. This
place on the agenda IS a lime dunng which he would like to talk about future CouncIL
agenda .tems. announcements or statements on CoUncil reports. rather than "whatl did
last week". \
Council member Young commented on two letters recently receiv'ed. On Highland Oaks
Drive there was a piece of land along the flood co~trol channel that looked terrible It
has now been landscaped and looks 1000% better. Don Brennan of Elevado Avenue had
made the suggestion to plant oleander bushes on thel property, and he was pleased to see
this improvement. The other letter was from ~. Hunnicutt of Fon Lauderdale.
Florida. When he was recently in Arcadia he noti~ the radar speed control display on
the side of a road. He felt this to be a valuable 1001 for controlling speed and felt
Arcadia should get a national merit award for placing the display on an accident-prone
section of road.

Mayor Lojeski said that for over eighteen montlts, A!'cadia had no representation on the
AQMD Board. Since Nell Solo has been a member of the Board there has been much
more and better information coating back from the Board. AI the last meeting which
he attended, the representative from AQMD was presenl and described what the future
will bring, etc. Mayor Lojeski, from his own personal experience, feels very comfortable
with Nell Solo being in that position, and hopes the City will 110I have to go through the
same exercise as before. However. Mayor Lojeski is the representative for Arcadia. and
if there is anyone else, Council would like him to '!Insider for that Board. he will be
happy to share it Councilmember Young suggested it is important to make sun: there
is attendanoe at the meetings so there will be a quorum.
Mayor Lojeski complimented the Police on the opening last Friday of the PACE 2000
Project at the Mall. This goes hand in hand with the D.A.R.E. program which has been
incorporated into the Arcadia schools. He was pleased and impressed with the reaction
of the audience at the opening - there were a couple hundred people there - there
were cbeers for the polioe officers and for the demonstrations. II was an exciting and
magrtificenl presentation. Arcadia is 110I a typical city where people throw bottles and
rocks or fire guns at police officers. This is a program that is trying to tea<:h, especially
school children, what a friend a police officer can be. He encourages citizens who may

~Iavor LoJeski announced the pre-opening celebration at the Outback Restaurant to be
held on Monday evening, November the 13th. Proceeds ,,,II be donated to the Arcadia
Educational Foundation. Councilmember Ulrich read his copy of the inVItation. and
encouraged the residents to attend.
Mayor Lojeski announced the 9th Annuallmercultura1 Evening, Wednesday. November
15, 1995, sponsored by the Arcadia Chamber of Commerce and the Arcadia Unified
School DistriCt, at the Arcadia Community Center. The principal speaker is to be the
new Arcadia High School Principal, Martin Plourde.
Mayor Lojeski commented on a situation created by a memo received by all the
Councilmembers from Councilmember Chang. It is the Mayor's feeling that
governrnem should be run as smoothly as possible, without being lost in the paper traIl
as is happening with most governrnent agencies. He thinks the paper trails should be
decreased and verbal communication increased. He wants to feel free to pick up the
telephone and communicale "ith staff or with fellow Councilmembers. It was
disturbing to receive Councilmember Chang's memo requesting that all future
questions or comments for him be submitted in writing for a fonnal response so that he
would have more time to research answers to Council's questions. Mayor Lojeski said
that if that is what he has to do to communicate with a fellow Councilmember, there will
be no communication. His communication is by telephone or in person; he finds that to
be much more expedient. better and more proper. He is not extending the paper trail
that seems to be happening here.
Councilmember Chang did not agree.

In response to a question from Councilmember ChaJig, staff responded that the present
orgartization of the Dispatch Center has a supervisor of the Communications Center and
several lead dispatchers. There is no supervisor twenty-four hours a day at the present
time in the Dispatch Center. The proposed reorgartization will have a lead clispatchcr
on every single shift. This will necessitate the modification of the Communicauons
SupeJvisor I\mction and reorgartization. Staff also explained the fiscal impact.

Councilmember Young commented that, since CouncIl receives the agenda packet
several days before a meeung, questions conceffiing vanous agenda items should be
cleared up 10 that penod of Ume rather than dunng the meeung. Ttus In reference to the
Consent Calendar items.
In response to a question from Councilmember Chang, the City Manager responded that
"'non-represented" is indicative of employees who are not members of the Firefighters'
Association, Police, Teamsters or AFSCME. All of those employees in those categones
are considered to be represented by a collective bargaining unit. "UnclassIfied"
connotates that those employees have no rights within the City personnel system. That
is the distinction.
It was MOVED by Council member Chang, seconded by Mayor Pro tern KuItn
and CARRIED on roll call vote as follows that Resolution No. 5888. "A
