recognition to Arcadia High School and made the community extremely proud of her,

Mayor's Cenificate of Appreciation with all best wishes for a very successful future,
Mr, Fred Pettenmo, representing Stale Assemblyman Bob Margen, stated thai Mr,
Margen had referred to Shirley's accomplishment at a speech earlier in the day before
the Monrovia Chamber of Commerce. On behalf of the State Legislature and
Assemblyman Margen. a Cenificate of Recognition was presented 10 Shirley HWlg
honoring her perfect Scho1astic AptilUde Test scores, a truly rare and remarkable
accomplishment

The City Manager stated that at ~:30 p, m. this evening the City COWlcil met with State
Assemblyman Bob Margett representing this district. Some of the issues discussed
dealt with freeway signs for the Alboretum; the mall and the race track; freeway sound
wall issues and various parts of legislati\'l: actions that might affect the City of Arcadia
in the future. No specific action was taken on any item. Council and stalf will be
coordinating with the office of Assemblyman Margen on many of these issues.
The City Attorney stated that with ~ to CoDSeld IleIIl l2d on tonight's agenda. a I
repon and recommendation to award a contrac:t to Metro Buildas to upgrade
Eisenhower and Bonita Parla, be recollUllCllds continuation of that item to December
14. 199~. at which time there will be a joint meeting with the Couno;i1 and the Arcadia
School Board. A communication has been m:eived from a law firm on behalf of a
competing bidder who is of the opinion there may be some flaw in the bidding process.
After a preliminaIy review. it is the City Anomey's belief that this is an erroneous
protest in that the basis for it has to do with some minor procedural ilems that are
nonsubstantiw. This was an open and fair bid process. However. in view of the
lateness of the receipt of this letter from the law firm. a week is requested to complete
the review, and to have the law linn dealing with some of the City's public works issues
take a look at it He has been advised by the City Engineering Division thaI then: is DO
prejudice in dclaying this decision until the o--"lbet' 14 meeting.

Jerry Selmer. 55 East Arthur Avenue. stated. in part. that he has been an Arcadia
resIdent for thirty-five years, Along wilh many olhers. he IS opposed to the City Chaner
changes regarding the Library whicb are on lhe Council agenda this everung for
consideration. Over the years lhere has been a successful history of Library operauons
and administration on a quasi independent basis, There is no need to change It. The
proposed amendments would destroy lhe current unity of command by remo\;ng lhe
Cbief Administrator of the Library, the City LIbrarian. from lhe jurisdiction of lhe
Board of Trustees. and plaang him under lhe City Manager, While lhe amendment
speaks of lhe independence of the Board in maners of book selection. this may be
effectively nullified on a de facto basis by removing the independence of lhe City
Librarian and lhe Board's conuol over him. Council's own Chaner Revision
Committee was nOl in full agreement on this matter; it was a 3-2 vote. The only
legitimate question in this package is wbetbcr or not rank and file Library employees
sbould be in the classified service. This is a meet-andoQ)nfer item wilh the employees'
union representative, If agreement on the issue is reached, it sbould be placed on lhe
ballot as a separate issue; and nOl be mixed in wilh other maners, Mr, Selmer's purpose
tonight is to let Council know that there is and will be substantial opposition [0 lhcse
anti-library mCa5lllCS throughout the community, We do nol need or want change solely
for the sake of change.
PUBLIC HEARING
Recently, lhe curm1l owner of the Save-Most Self Storage property located al 5630 Peck
Road discovered through a property survey that a portion of his SllW:lIIIe is built over lhe
street right-of-way, The owner is concerned about this situation. and is requesting
vacation of the overlapping portion to correct the problem. It is statr s opinion thai lhe
subject portion will not be needed for present or prospective public street purposes and
recommends that it be vacated. On November 7. 1995. the City Council adopted
Resolution No. 5885 declaring the City's intent to vacate this portion of Peck Road and
set a Public Hearing for December 5. 1995, Required notices of the proposed street
vacation ~ publisbed and posted in accordance with Part 3 of Division 9 of the
California Streets and Highways Code. and the appropriate utility companies were
notified of the City's intent to vacace. None of the utility companies required any
reservations of easements. At tbcir meeting of November 28, 1995. the Planning
Commission approved the proposed vacation of this portion of Peck Road in
conformance with the Gencral Plan. The proposed vacation is cacegorically exempt per
Section 15305, CIasI 5(a) of the California Environmental Quality Act.

MATIERS FROM ELECTED omclALs
Councilmember Young noted that at the last meeting she had been appointed as
representative to the Joint Comminee for consideration of trash contracts for four ClUes.
and the first meeting was held. Arcadia joined lIUs group late. and she was' pleased [0
see that they had melded together so well. 'The Committee agreed upon a consultant.
At that meeting Councilmember Young learned that Monrovia Mayor Bob Banlett fell
and has a broken shoulder, Mayor Lojeski suggested a resolution of recovery or
something similar for Mayor Ban1ett be presented at the next meeting,
Council member Ulrich commented on the opening of the Outback Steak House. The
proceeds for the evening, $6,OOO,weR presented to the Arcadia Educational Foundation.
Councilmember Ulrich joined officials fJOm the Police Department on Friday 10 honor
the Arcadia Reserve Officers at the annual recognition dinner, There are lWenty-lWO
reserve officers in the community, and their collective savings in pay to the community
is of the order ofSI30.000 a year. These Reserve Officers should be commended.

Councilmember Ulrich noted that he attended a dinner honoring the Apache football
team for their winning season. This is the best season the team has ever had.
CounciImember Chang commented that he also attended the dinner for the Reserve
Officers. These Reserve Officers undergo considerable training before being appointed.
They are not paid for their service to the community.
Councilmember Chang attended the Planning Commission meeting last Wednesday,
The micropboDe system was not working well. He would like to see that the audio
system is checked before every meeting of the Planning Commission.
CounciImember Chang noted fJOm the November 29 ST AA newspaper that the "Day at
the Races" moved the Library foundation closer to the 51.2 million dollar challenge.
One moDtb prior to that. 53.000 was raised and given to the Library Foundation. He
IMnk...! the Santa Anita Company. He Sl1gvcled another "Day at the Races" for the
benefit of the Police Ocpartmcnt Crime Prevention Program. This program also needs
the support of the community.
Mayor Pro tem Kuhn wished everyone Happy Holidays. 'The weekend schedule will be
busy with socia1 events. She hopes to see everyone at the Artloretum, the Historical
Society, and the Holiday Homes Tour.

Mayor Lojeslci noted that TCI Cable Vision will air the Festival of Bands this week on
Tuesday. Wednesday and Thursday, The information and schedules h.1ve been posted
on the Community Bulletin Board. The City has also asked TCI for a playback of the
Chamber County Fair and the Chamber Public Forum on the Santa Anita Entertainment
Center, Details will be provided as soon as they are available, He encourages those
who were not present to view the Chamber Public Forum.

Pursuant to n:quest from Mayor Lojeski. the CIty Manager reviewed the terms of the
agreement reached WIth the Arcadia Firefighters' Association. per Resolution No, 5900,
After lengthy negotiauons WIth the Firefighters' Union. agreement was reached on a two
year contract Wlk:h establishes for FY 199~.96 a one time cash payment of $200: some
modifications to response time per their request. For the FY 1996.97 contract year. they
wtIl receive a 2% increase in June and December of the same year. WIth the possibIlity
of an additional 2% based upon certain conditions of revenue being received by the
City, In March of 1997 they wtIl receive an additional 10/.. Also the health and dental
coverages have been modified by a small pen:entage; vacation time was adjusted for the
Association. to be consistent with other bargaining units in the City, The funds are
available in the City budget to cover these cost increases. StaIf and negotiators were
pleased to work with the Association to reach lhis agreement Both panies negotiated in
good faith. and were very professional.

the Elections Code regulations governing the municipal election to be held April 9.

The City Attorney announced the ilems the City Council will discuss In Closed Session
this evening.
"Pursuant to Government Code Section S49S6,9(a) to confer regarding the existing
workers' compensation litigation involving David Hunkaplller,
"Pursuant to Government Code Section S49S6,g to confer with Agency negotiators WIth
regard to the potential acquisition (development) and possible sales price of Agency-
owned land at the Nonhwest Comer of Huntington Drive and Second Avenue (1-12S
Nonh Second Avenue and IS2~ East Santa Clara) for the purpose of negotiauons WIth
Kevin Reilly of Marrion International, Inc.
"Pursuant to Government Code Section S49S6,9(a) to confer with legal counsel
regarding the case of EI MonIC vs. Rodeffer and Arcadia. "
The City Attorney provided the following report:
"At the conclusion of the closed session. it was reponed that per advice of the City
Attorney. the City Council diRl:ted that the City refrain from appealing the case of EI
MonIC vs. Rodeffer and An:adia (LASC No. BC I04S08) involving EI Monte's attempt
to file for a general plan amendment applicable to the Rodeffer property in Arcadia
(Roddfer Quarry)."

Councilmember Young stated. "I would like to have the meeting adjourned in memory
of Alma SlOlp, who passed away this week. Alma has been very active in the
community for many yean. Her husband is Myron Q, Stolp. Alma was a native of
Louisville, Kentucky, She moved around the country quilC a bit, but finally settled in
this area, and has lived in the area for thirty-two yean. She graduated from the
University of Louisville in Kentucky and was a member of Chi Omega sorority. where
she served on its national COUDciI for many years. She will be missed as she was a true
friend and a true community person. In memory of Alma Stolp. I would like to adjourn
the -"I".
Mayor Lojeski SlalCd that he would like 10 adjourn the meeting, "in memory of a
gentleman who was my metWlI', and probably involved in my life at An:adia High
Scbool more than llD)' one individual - a gentleman by the name of Albert Eugene
Acton. who was basically a professional educatOr all of his life. Albert Eugene Acton.
an educator in.suumental in establishing the Arcadia. Agoura and C"I.....". High
Schools, passed away from injuries sustained in a Thanksgiving Day automob11e
accjMnt He was seventy-one at the time of his deatb. AI Acton. who was born
~- 21, 1924 in Baltimore, had lived in Ventura County for the past thirty years,
most ru:cntly in Thousand Oats. He and his family had previously lived in Eagle Rock
and West Covina. He had eamed a Bachelor's Degree from Occidental College in 19S2.
and a Master's Degree in Education from the University of Paris, informally known as
the Sortlonne. Acton had a thirty-four year career in education. and was the Founding
Principal of Agoura High School from 196' to 1971. Mr. Acton left An:adia High
School just prior to that appointment as the Principal of Agoura. At the time of his
appointment, he was the Vice-Principal of An:adia High School. That was where I met
AI. He was in charge of all student activities at the school. and formulated and directed
the Student Council in its days, and was a real illSlJWl\Cntal pan of every young person

who went through Arcadia High School. He was involved in des1grung the school. and
hinng all of the faculty while at Agoura [n fact. quite a few of the tcachen who are
still there in the Agoura Dlstnct were actU3IIy hired by him. In 1971 Acton became
Principal of the International School of Bangkok. Thailand, and he returned to become
the Founding Principal of ('.1.""... High School, He served as their principal until his
retiRment in 1981. He came out of retirement to work as a Counselor at Agoura,
retiring for good actUally in 1987. Among his colleagues, Acton earned a reputation as
someone who had a knack for working with students and guiding young tcachen, He
was a very spccia1 man who was extmndy iM<oI;ct;c and committed to students. said a
former "'ssiCl.nt Superintendent of Personnel for the Las Vergenes School District. He
was at every activity, every daDce, every game. He was very much a stUdent advocate, 1
can cerWnJy aaest to tha1. Mr. Acton is swvived by his WIfe of forty-five years. Helene;
two brothen, Joe Acton of Olympia, WashingtOn and Rnben Acton of Grosse Pointe.
Michigan; his daughter, Danielle Acton of Salinas; two sons, Mark Acton of Ventura,
and David Acton of ThOlland Oaks; and three grandchildmL A memorial mass was
celebrated on Wed-")'. November 29. In lieu of f10wen memorial donauons can be
made to the A1bert Acton Memorial Fund, Las Vergenes Unified School District. 4111

someone who was very illSll11tneDlal in bringing the level of educauon. through the
years in its early beginnings, as he did at An:adia High School.'
