HomeMy WebLinkAboutJANUARY 4,1994 1 I 36:0001 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK INTERVIEWS FOR POSITION OF PLANNING COMMISSIONER M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 4, 1994 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, January 4, 1994, at 5:30 p.m. in the Conference Room of the City Hall Council Chambers. The Council conducted interviews of the following five applicants for the position of Planning Commissioner. Hodl!e C. "Buzz" Gaines is president of Taylor and Gaines. He is a Civil Engineer and graduate of Caltech, and has been doing consulting structural engineering work in Pasadena for over 30 years. Most of his work is done with architects, contractors, and developers. He has been involved in city planning and city projects, and stated he has an understanding of the Planning Commission's work and how the City functions. John D. Muruhv has been employed by Unocal Corporation for 33 1/2 years and is currently Vice President of Corporate Real Estate. He has had experience in land acquisition, land development, and property management. He fee Is his work wi th many cities in preparing and processing general plan updates, master planned communities. zoning changes, conditional use permits, etcetera, has given him the qualifications to be able to serve on the Planning Commission. Garv A. Kovacic is an attorney with Sullivan, Workman & Dee, specializing in land use planning, eminent domain, zoning, and environmental law. Mr. Kovacic served on the Planning Commission from 1984 through 1987. He feels it is important for a planning commissioner to be able to put aside any prejudices or biases and be reasonable in all decisions. He has co-authored an article for the Planning Commissioner's Journal regarding drafting appropriate land-use findings. Loren F. Brodhead is employed with Avery Dennison as Group Director of International Planning. He has not had any experience with planning commissions, but has reviewed some pertinent books from the Planning Department and also studied the General Plan. He feels the General Plan is a good one, and the fact that it can be changed is important so that in the future it may be modified to meet certain needs. Richard Bruckner is a planner for the City of Anaheim Community Redvelopment Agency. He has been in the planning field for 15 years, mostly in the area of redevelopment. He feels it is important, as a good planning commissioner, to give fair and clear rules to the community to encourage them to invest in this City. Eric Heikkila, who was also scheduled to be interviewed, was out of the country on this date. -1- 1/4/94 36:0002 After each applicant briefly related information regarding his background and qualifications, Councilmembers asked questions and received more detailed information as to each person's ability to serve on the Planning Commission. A discussion ensued, and the Council expressed their choices for Planning Commissioner. It was agreed that all five candidates were very well qualified, and anyone of them would fill the position very competently. Council concurred that Gary Kovacic was their first choice to be appointed to the current vacant position. There will be another vacancy on the Planning Commission in June, and it was suggested this be mentioned in a letter to each of the other candidates that they will be considered again at that time. CLOSED SESSION The City Attorney announced, "We are going to a Closed Session under Government Code 54956.9(a) to discuss two workers compensation cases, Piland versus Arcadia and Duda versus Arcadia. Gary Rogers will participate in the discussion." II ADJOURNMENT At 6:55 the Council entered the CLOSED SESSION, RECONVENED and ADJOURNED sine die at 7:30 p.m. ATTEST: J I -2- 1/4/94
