M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 18, 1994 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, January 18, 1994, at 7:00 p.m. in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Fasching, Harbicht, Lojeski, Margett, and Ciraulo ABSENT: None The Acting City Manager requested that Item 7e, recommendation to amend agreement for risk management consulting services, be removed from tonight's agenda. Further negotiations with the consultant must be conducted. In addition, the City Attorney has requested that Item 8a, adoption of Ordinance No, 2000, be removed from the agenda and continued to the next Council meeting, for reasons he will explain at tonight's meeting. In view of the fact that Southern California suffered a large earthquake yesterday, at tonight's meeting the Mayor will read a brief statement and the Fire Chief and Acting Police Chief will give updates. A resolution must be passed in order for the City to qualify for any Federal reimbursement of costs which may have been incurred. Councilmember Harbicht was contacted by Ron Morris, a teacher at Arcadia High School who coaches the Constitution Team. For the sixth year in a row the Team has won the district competition and will be going to Sacramento to compete in the State competi- tion. Two years ago they won the State competition, and last year they won the National competition. Each year, the City has contributed $500 toward the costs involved in transporting the Team to Sacramento, and a contribution is again being requested, Council agreed they would be willing to put such a request on the agenda for the next Council meeting. A suggestion has been received by the City Clerk to consider televising election returns on the evening of the April 12 General Municipal Election. This would entail an additional cost, as it is not included in the cable contract. Council is in favor of looking into the matter. Perhaps the cable company will offer to absorb any expenses involved. A meeting has been scheduled for Monday, January 24, with Michael Freedman to discuss the downtown revitalization program. Mr. Freedman is currently in town, and if Councilmembers have any questions prior to the meeting. he is available to provide an answer. The City Attorney announced, "We are going to go into Closed Session now under Government Code 54956.9(b) to discuss a situation where litigation has been threatened. Additionally, we are going to go into a Closed Session under 54956.8 to give some general instructions applicable to the proposed lease with the Armory, n At 7:25 p.m. the meeting ADJOURNED sine die. < -AD ~X Alford, .
