The Arcadia City Council and the Arcadia Redevelopment Agency met
in a regular meeting, Tuesday, April 19, 1994 at 7:00 p.m. in the
City Hall Council Chamber.

TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
CITY COUNCIL (NON-PUBLIC HEARING)
Johanna Hofer, 875 Monte Verde Drive congratulated the three new
councilmembers elect, and wished them a successful term in
office. She further stated, in part, that she was disappointed
that the election officials refused to hand count the ballots.
She does not trust computers, and thinks there are others who
agree. She objected to the ruling that disallowed the
distribution of printed material on City owned property, and to
the actions of the City Attorney, City Manager and Police
Department in enforcing this ruling. Mrs. Hofer requested the
Council to adopt a resolution condemning the bloodshed in Bosnia.

It was MOVED by Councilmember Harbicht, seconded by Councilmember
Margett and CARRIED that ordinances and resolutions be read by
title only and that the reading in full be WAIVED.
CERTIFICATION OF ELECTION RESULTS
Kayor Ciraulo presented and read the title of Resolution No.
5791: . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION
HELD IN SAID CITY ON THE 12TH DAY OF APRIL, 1994, DECLARING THE
RESULT THEREOF PURSUANT TO THE PROVIS1ONS OF THE CITY CHARTER".
Kayor Ciraulo stated that he will vote to certify the election.
However, this is not to be confused with his lack of acceptance
of the results of the election as they appear. There seem to be
many irregularities, and possibly fraudulence. An investigation
is under way.

ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATES
OF ELECTION TO NEW CITY COUNCILMEMBERS
City Clerk June D. Alford administered the Oath of Office to
Councilmembers Elect Barbara D. Kuhn, Mary B. Young and Sheng
Chang ~nd presented each with a Certificate of Election and Oath
of Office.
California State Assemblyman the Honorable Paul Horcher also
administered the Oath of Office to Councilmember Sheng Chang, and
presented Certificates of Recognition from the California State
Assembly to Councilmembers Sheng Chang, Mary B. Young and Barbara
D. Kuhn.

REMARKS BY OUTGOING MAYOR JOSEPH C. CIRAULO
"It's very overwhelming to receive so many accolades, and I thank
all the representatives of all the organizations. I would
especially like to thank my fellow Lions. I am very proud to be
an Arcadia Lion. You guys are always there, and I thank you for
that. I would like to thank all the people who have voted for
me, and those who worked so very hard on my behalf. It took a
lot of people doing a lot of hard work, but the one who worked
the hardest and most importantly, my wife, Carole, who is in the
audience. As I have said many times, she was standing, you just
couldn't tell the difference. I am very proud of my record these

past four years on City Council. We have accomplished many
po~itive things. The City has been governed with fairness and
compassion for everyone, with dedication, honor and dignity, and
I am proud of that. It has been my privilege to serve the
citizens of Arcadia. We Arcadians are very fortunate to have the
quality and caliber of City Hall employees, and I want to thank
all of them at this time for their dedication, and for their hard
work. Thanks to all of you, Bill, and everyone at City Hall.
And so, it is now time to move on. We are a small community, and
it is important that we all pull together in the future. I wish
the new members of the City Council well, and hope they run the
affairs of our City in a more honorable way than they did their
campaigns. Thank you"

REMARKS BY OUTGOING COUNCILMEMBER GEORGE FASCHING
"I also would like to thank everybody that made these
presentations to me tonight. I know it is a little difficult
doing it three times in a row. I also would like, as Joe did,
to extend my sincere appreciation and admiration for City staff
that I have worked with, the department heads and the people in
there. It has been quite enjoyable. I would like to introduce
my best partner and my biggest supporter out there in the
audience, my wife, Geraldine, and also, my son, Bob who is here
tonight. I would also like to thank all of my true friends who
supported me in the election. Also, all of those I do not know
by name who showed the same support and confidence in me as their
Councilman. This support also expr.essed their approval of the
direction and leadership this Council was taking for the future
of this City. It was an honor in my life to serve the four years
that.I did. Thank you."

I
Mayor Ciraulo presented a plaque in honor of Councilmember Robert
C. Harbicht in recognition and appreciation of eight years of
dedicated service to the citizens of Arcadia as Councilmember
and Mayor, signed by the Members of the City Council and the
Acting City Manager.
Mayor Ciraulo also presented Councilmember Harbicht with a shadow
box containing the badges of office acquired by Councilmember
Harbicht during his eight years of service on the City Council.

REMARKS BY OUTGOING COUNCILMEMBER ROBERT C. HARBICHT
"I would like to thank you all very much. I'm interested in
looking at this portrait. I see Jerry painted out all the gray
in the hair. Maybe it wasn't there eight years ago. It's taken
a greater toll than I realized. All these recognitions and
awards are certainly gratifying, and my sincere thanks to every
one of you who took the trouble to be here to honor me with this.
I would like to say that it is equally gratifying for all the
notes and phone calls that I have received from citizens of this
community, not only in the last week or two, but throughout my
service on the Council. Some of these are people who have known
me, who just call', saw us on TV and had some comment to make. I
can tell you, for all of you who did take the trouble to do
that, I would like to sincerely thank you. People ask me what
am I going to do with myself now on Tuesday nights, and am I
going to watch the meetings on television. I don't know if I
can stand to watch them without having the opportunity to speak.
I really don't know. I have been sitting at this table on
Tuesday nights for the last twelve years, last eight years as a
City Councilman, and four years prior to that as a Planning
Commissioner on the alternate Tuesdays to when the Council is
here. So, it's kind of a habit that I have gotten into. One
that I, unfortunately, have to break now. I am looking forward
to the opportunity to do that. I would like to take this
opportunity to introduce my wife, Patsy, who has put up with me
being gone for twelve years. I also have some other members of
my family here -- my daughter, Jill and my son, Rob. With my
son is my grandson, Patrick. You may want to get the TV cameras
on him. He's a handsome child. And I would also like to
introduce my father, who is also Bob Harbicht, who is in the back
there. He had to leave the golf course in a hurry to get here.
My brother, John is here, but he asked me not to introduce him,
so I won't introduce John.
"This is a hard job, serving on the City Council. Don't get me
wrong, I love it; I've loved it for all the time that I have been
doing it. But, every Thursday YOI1 get this thick packet
delivered by a policeman to your door. You have until the
following Tuesday to get it all read and understood, and there
are meetings far more than just the meetings you see on
television and various things that go on. Probably the hardest
part of this job is the emotional highs and lows thae you go
throug~. I've had both, and I got a lot more highs than lows.
Some of those highs come from what I mentioned before, of people
who took the time to call or drop a note. One of the lessons
that I learned early on I would like to pass on to the new
councilmembers is twenty-four years ago when I was a young man
of twenty-nine years and elected to the City Council of Duarte,
I had just obviously finished a campaign for election, and gone
through about three months of trying not to offend anybody, and
trying to be everybody's friend. When I got on the City Council
it didn't take me very long to learn that you can't try not to
offend anybody as a City Councilman because pretty soon you are
going to have an issue on your hands. These people are going to
want you to say 'yes' and those people will want you to say 'no'.
And so, you can't please them all, and so I decided way back then
that I was going to do what I thought was right and let the chips
fall where they may. The people that were unhappy with me then
would just have to be, and we find out at election time just how
unhappy they were. I found that works during my one plus partial
term on the Duarte City Council, and found that it works here.
Most people who I voted against have forgiven me, and there are
a lot of people who have congratulated me for the stands that I
have taken. Another suggestion that I would make to the new
councilmembers .- listen to your'City staff. These people are

experts in the various areas that you have to deal with, whether
it. is traffic or planning or whatever. And we really have an
outstanding staff in this City. Professional in every sense of
the word, hardworking, sincere people. And I used that staff to
educate myself, and I would suggest that you do the same because
they have a lot to pass on. And I would also like to take this
opportunity to give a very big' thank you' to every member of the
City staff for your support over the past few years. If the
Acting City Manager would convey that to the ones that I haven't
had a chance to personally do that for, I would appreciate it.
And finally I would like to thank the citizens of Arcadia for the
opportunity to be your City Councilman. I love Arcadia. I ran
because I wanted to play a role in continuing Arcadia as the
great city that it is. This has been one of the most memorable
experiences of my life and something I will always treasure. I
leave with a mixture of emotions. One is relief that I don't
have to worry about some of these things you're going to have to
start worrying about. One is sadness and a great deal of that
because, as I said, I loved this job and the opportunity that I
have had here. I guess the final emotion is curiosity. It's
been so long since I wasn't a City councilman, that I am kind of
curious to find out what it's like. I am kind of curious to see
what I am going to do with my Tuesday nights. So, with that,
once again, thank you everyone, I appreciate the opportunity to
serve you."

MAYOR PRO TEM LOJESKI RECONVENED TIlE COUNCIL
The newly elected Councilmembers assumed their seats at the
council table.
Sarah Flores just arrived and on behalf of Supervisor Mike
Antonovich presented certificates of recognition and appreciation
for dedicated service to outgoing Mayor Ciraulo and outgoing
Councilmembers Fasching and Harbicht.
REORGANIZATION OF TIlE CITY COUNCIL FOR 1994.95
OIIO..Bn City Clerk June Alford declared the Office of the Mayor of the
City of Arcadia to be vacated, and called for nominations for
that office for 1994.1995. Councilmember Margett nominated Mayor
Pro tem Lojeski as Mayor of the City 'of Arcadia for the ensuing
year. Councilmember Kuhn nominated Councilmember Mary B. Young
as Mayor of the City of Arcadia for the ensuing year. Hearing
no further nominations, the City Clerk announced that nominations
for Office of the Mayor are CLOSED.

REMARKS AND INTRODUCTIONS BY MAYOR YOUNG
"I must say I am a little surprised. And I thank you all, and
all my campaign workers who helped me run a real grass roots
campaign on a very low budget. I am looking forward to great
things by this Council and we come on board with a smooth running
professional staff already in place. My feeling is that the
Council will be able to work together to accomplish these great
things. As the campaign opinions showed, the budget will be our
big project. It is a foregone conclusion that all of us will
work hard on it. The revitalization of downtown needs helps, and
I understand that it is already in a 'hold' mode. Safety was a
big topic for the past three and a half months, so I would like
to start discussions on the new police station. Anything that
is done in this line will take a long time and, therefore, I
think that we should get started. I would like to introduce all
of my family -- great support in the campaign. Our oldest son
and his family live in Oregon, our twins Carolyn and her family
live in San Diego and Bob lives in Sierra Madre, but I am not
sure he made it tonight. I am pleased to introduce my husband
and he is standing there at the back. He always gives me great
support, and is a super precinct walker and campaign worker. Now
I think that this is not where I thought I would be, I am giving
the staff and the Council a rain check for a party in the near
future. This was a surprise, but I thank you all."

citizens of Arcadia. Thank you very much for coming tonight to
this cerelllOny. I want to thank all my friends who have helped
me in the campaign and I also want to thank my family, my sons,
parti.cularly my wife and daughter. I want to introdUCE> at this
opportPnity, my eldest son, Jim Chang; my son, Peter Chang; my
wife !fin Mey Chang. We know that this City is in serious
trouble. I will assure you that I want to work with my
colleagues on this Council to put this City back to the track as
best and as much as we can. Also, I will assure you that I will I
be an accessible, responsive and respondable Council person. If

"Good evening, everyone. I can't begin to tell you how proud and
honored I am to be sitting in this chair this evening. I, of
course, did not get here all alone. I would like to begin first
by introducing my family. I have a rather small family, but I
have so many, many friends that are extended family, that I won't
be able to introduce all of you tonight, but I know msny of you
are here. My husband, Jim; my daughter Casey Welton; and our
older daughter Kelly Weber and her husband, Dan, and their three
children, Marvin, Dale and Allen are in Seattle. They are with
me tonight in thought, as well as my mon and dad who are in
Knoxville, Tennessee. We have additional family with us tonight

that I would like to introduce -- the former Mayor of Glendora,
Robert Kuhn and his wife, Judy. Thanks so much for joining me
this evening. To everyone who voted for me -- thank you. I will
not let you down. There was a slogan on my campaign stationery -
'you can make a difference; you really do count'. It was not
just rhetoric. I meant it. You did make a difference and you
did count. Thanks to those who worked so hard in my behalf, and
there were many. Some people I didn't even know called me the
last few days of the election offering their help. I am so
grateful for the encouragement and support. Thanks to the
Arcadia Board of Realtors who had faith in me as a candidate.
The supporters are too numerous to name, but I would like to give
a special thanks to my campaign manager, Dennis Gearheart and his
wife, Carol; Kenneth laCorte; Al Corrigan; Karen Schenck;
everyone on my campaign committee, and those who signed my
nomination papers. Thank you so much. Thanks for all the cards
and letters, the phone calls, the flowers, the balloons, the
champagne, whatever it was, I loved it. Suddenly finding oneself
a public servant is a humbling experience. It is my intention
to do the best job I can possibly do. As a new councilperson,
there is a huge learning curve, and I am excited and anxious to
address it. I promise you I will keep my feet on the ground, my
head on my shoulders, my eyes, ears, heart and mind open at all
time, and my mouth shut as much as possible. I look forward to
working with all my colleagues on the Council, and with our staff
and personnel. These are challenging times to serve, and the
task ahead will not be an easy one, but it is time to move
forward in a positive direction, and work together for the
benefit of our community. Thank you very much."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER DENNIS A. LOJESKI
"A few short years ago in 1951 my parents decided to come and
move into this community from south central Los Angeles. Many
of you have probably heard this story. But I'll never forget it
because of the opportunities that were presented to me in the
school system that I attended; the school system that my wife
attended; the style of community that I was raised in; the style
of community that she was raised in. We were fortunate enough
that we wanted to come back to this City to raise our family, and
raise our children, we brought our children back to this
community that I have a lot of respect for. That is the City of
Arcadia. They were born in the local hospital here; they were
raised here. I would like to introduce Mr. and Mrs. Edward
Lojeski, my parents.
I
"In 1980 I took a step forward. I was asked to serve
potentially, and run for a seat on the Arcadia City Council. I
was encouraged by some close friends, and you quickly do learn
in political life, who your close friends are. They are the
first ones usually to jump off the bandwagon and say, 'Gee, you
are on your own, pal. Glad that you selectively took this
opportunity for this job'. That was in 1980. I talked a little
bit about that election. I talked a little bit about the election
in 1982. I was not victorious in 1980, but in 1982 I started two
four-year terms, and served eight years, and was reelected in
1992, and am now serving my last two years of this particular
term. Every year when we reorganize the Council, I now have to
say exactly the same thing, that is 'happy birthday' to my
daughter; it is always her birthday on this particular night.
She is twenty years old tonight. When I started my political
career, my service to my wonderful City of Arcadia, she was a
first grader, she was six years old. My son, who cannot be here
this evening, Brian, is a twenty-one year old, currently in his
third year at the University of the Pacific. Janet and I are very
proud of both of them. Michelle is a sophomore at the Southern
Methodist University in Dallas, Texas. I would also like to
introduce my wife, my greatest supporter, Janet. I firstly
congratulated each of the victors election night. It was the only
time in the last week that I had been able to communicate with

the gentleman tonight who made a couple of outstanding statements
that I have to correct him on, One, he called our City in
serious trouble; our City is not in serious trouble. Dr. Chang,
I plead with you, please do your homework. Spend the time that
it is going to take, and investigate, using our City staff, Get
the correct answers. The second thing is he held up a telephone
number, and try to get that because he has no listed phone
number, That is the first thing you never do as a City
councilman. You have to be accessible to the community. The
two numbers I had, that is residence 355-5031 and his business
573-0055 ... messages are not given. I called ten different
times since Tuesday night, Wednesday morning. So, I just make
those comments. And when we make comments here as a
councilperson, you live and you die by those particular comments.
I think the uniqueness that I have been able to bring to the
Council and to the City. Having been raised here, having my
family raised here, having my business here . - this is very
unique. I pointed that uniqueness out with Gordon Maddock
earlier in the Chamber of Commerce. That is what Arcadia is all
about; it is the heritage of what has occurred; what has happened
in the past that is going to make this City continue its glory
in the future. I accepted the challenge with my entire family
that I was going to do one thing. I was going to devote my time,
my extra efforts to the excellence of this wonderful City. And
that commitment has not been changed. The people in this City
voted for me two years ago, as they did six years prior to that,
as they did four years prior to that. But, ladies and
gentlemen, I am going to serve out my last two years in this
particular term as the same type of councilperson that is not
going to make any shameful comments nor will you be ashamed of
me as your councilman. I will tell you that. Our time and
energy that we spend as councilpeople will only make this a
better place. The transition that happens every two years with
Council has happened tonight. And this is a transition. We have
three new people on the Council. They have a long ways to go.
There is a lot of education. For some, the learning curve is
going to be very short and very quick. For others, it is going
to be very long and very arduous. But, dedicate yourself to
please communicate. Communicate with the Council. We are team
players. We are not here as private individuals. We don't and
should not have five separate agendas. We should all be trying
to pull the cart in the same direction; not in opposite
directions. We need to be a responsible team; we need to be
responsible team players. And I promise that I will serve my two
years that are left on this Council with honor; I will serve you
with dignity; I will serve you with trustworthiness; and I will
serve you with honesty. Someone today gave me a poem, and I
would like to share that poem with you because I think it is very
appropriate. And I think that it is extremely appropriate for
the new Council and the years ahead, particularly this year. If
I can take about ten seconds, I will read this and share this
with you.
'You may go through life down the pathway of years,
and get pats on the back as you pass,
but your final reward will be headaches and tears
if you've cheated the man in the glass'.
I look forward to this year, and my last year on the Council next
year. Thank you very much for the opportunity to serve you."
REMARKS AND INTRODUCTIONS BY COUNCIUlEMBER R. G. "BOB" MARGETT
"Thank you Mayor Young, and congratulations. I have four items
that I would like to present to you tonight -- four concerns.
Let's start off with No.1, and that is my concern over Dennis
Lojeski not being selected as Mayor. By all fair standards,
Dennis Loj eski should be Mayor., He is the senior member of the
City Council. He provides the experience that is necessary. It
is a logical process. He works well with staff, and is aware of
what needs to be done. None of the newly elected have earned the
privilege of being Mayor or Mayor Pro tem. They are not seasoned

on current plans, programs or issues. The second thing that I
want to talk about is extremes .. the extremes that were in this
election. The past election was one of many, many extremes.
There was an extremely large number of candidates. There was an
extremely large number of ballots. There was an extremely large
amount of money spent. There was an extremely large amount of
mail generated. And there was an extremely large amount in
single contributions. One candidate accepted a $5,000
contribution from the Arcadia Realty Board. There was an
extremely large amount of false information that mislead many
people, and proved to be damaging to this City. We have lost two
very well qualified councilmen because of this. Those who made
false accusations need to know, first of all, that a budgeted
item is not an expense. Please, a budgeted item is not an
expense. It is merely allocated; it is not expended. My
concerns are for the future qualified candidates who would like
to run for office, but do not have large resources. They should
not have to spend huge sums to explain their qualifications and
their agenda and address issues for this community. This is a
problem that bears looking into. Possibly campaign spending
limits is an alternative. Thirdly, I would like to talk about
this past Council, the one that just retired. The past Council
was a ,hard working, highly motivated group. To be an effective
councilperson, requires more than routine duties for the City.
It also involves responsibility outside the City. Regional
issues on crime, water and air quality, trash and transportation
are but a few of the demands made on local elected officials.
Arcadia citizens have to be represented in these area or programs
and benefits due Arcadia may not accrue. Councilman Fasching
leaves an impressive legacy. He is considered a leader in the
field of transportation and waste recycling programs. He
championed the televising of Council meetings, to mention a few
of his accomplishments. Mayor Ciraulo was devoted to his office.
He should write the rules for decorum. He represented the City
well at all functions. He is a gentleman and served the City
with countless hours of commission work. Bob Harbicht provided
an intriguing, interesting challenge to work with. We did not
always agree on issues, but he articulated his position extremely
well, and always substantiated his viewpoints. His dry wit and
humor were much appreciated by me. In conclusion, many City
projects were criticized during the past election. And, in
conjunction with what Mary Young just stated, I want staff to
also plan either study sessions or hearings, depending upon the
issue so that this community knows what to expect from this
Council on items such as downtown revitalization, the library
expansion, up-to-date budget issues, and other things ,that are
so pertinent to this community. Once again, I am looking forward
to these next two years. I think that pulling together, we can
gain much; if we are divided, only people in the community are
going to suffer. Again, congratulations to the newly elected
Councilpeople."
David Watson, National American and Chinese Business Association,
635 East Orange Grove Ave., Sierra Madre, stated, in part, that
if Dr. Chang, now Mayor Pro tem Chang, does half as much for the
City of Arcadia as he has done for the American-Chinese
community, this City will be leaps and bounds ahead of any other
city in the San Gabriel Valley. He presented a plaque from the
Association to honor Dr. Chang tonight.
MATTERS FROM ELECTED OFFICIALS
City Clerk June D. Alford stated, "as the Chief Elections
Official of the City of Arcadia, perhaps many of you do not know
that a great deal of time and energy and hours and hours and
hours go into the conduct of an election. We have a body of
people in this City who work at the precincts, and perhaps some
of you do not know this, but I made perhaps 150 phone calls, and

other people called me volunteering to work at our local
precincts. I just want to honor them tonight, and thank them for
their dedicated service to this City. It means a great deal and
as Clerk, let me tell you, it is a wonderful service, and that
I appreciate all of them. I just wanted you to know.. all of
you out there who may be listening - - that I really appreciate
you. Thank you."
Councilmember Lojeski stated, in part, that, in his opinion, the
political process in the City is too long. The longer the
campaign lasts, the more expensive it is. It started one month
earlier this year. He requested a report from staff as to the
process whereby the length of the political campaigns in the City
could be changed and/or regulated.

Councilmember Lojeski, stated, in part, that he has received
telephone comments concerning the election signs which
proliferate during the campaign period. The signs are expensive
for the candidates, and he is not suggesting eliminating their
use by the candidates. Some of the signs are lost through
vandalism; some because of the elements; they are seen blowing
down the streets, littering the City, etc. He would like to know
if some limitations or controls can be put upon the use of these
signs. He understands that our neighboring city of Glendora had
instituted some controls, and requested that staff report on
this.
Councilmember Lojeski, stated, in part, for the benefit of the
new councilmembers that he has been liaison to the Arcadia
Beautiful Commission. During the first Council meeting in May,
the Arcadia Beautiful Commission will hold their annual event
honoring certain homes, residential units, and businesses in the
City for their attractive appearance. This year these properties
will be cablecast during the presentations.
Mayor Young stated, in part, that she agrees with Councilmember
Lojeski's comment that the election campaign period is too long.
She feels that even if the candidates file in December, the City
could regulate that the campaigns begin in February.
It was MOVED by Councilmember Lojeksi, seconded by Councilmember
Margett and CARRIED on roll call vote as follows to DIRECT staff
to initiate studies and provide reports regarding limitation of
the election campaign period, limitation of use of campaign
signs, downtown revitalization, library expansion and City
budget.

It was MOVED by Councilmember Lojeski, seconded by Mayor Young
to APPROVE the minutes of the adjourned and regular meetings of
March IS, 1994 and the regular meeting of AprilS, 1994.
Mayor Young stated that she had not been present at these two
Council meetings and, therefore, would not vote to approve the

minutes. Also Councilmember Margett noted that he had received
the minutes today, and requested additional time to review them.
Councilmember Lojeski and Mayor Young withdrew the motion and
second, and this item will be continued to the May 3, 1994
Council meeting.

Mayor Young adjourned the meeting in memory of John Wan Hsu.
Mayor Pro tem Chang stated, "I have known John Hsu for several
years, and he was a person who helped his family and relatives
very much. He was really a great person, and we shall all miss
him"
ADJOURNMENT At 9:00 p. m., the City Council meeting adjourned to Tuesday,
(4/26/94 April 26, 1994 at 5:30 p. m., in the Conference Room of the
5:30 p.m.) Council Chambers for an Adjourned Regular Meeting (Study Session)
to conduct the business of the Council and the Arcadia
Redevelopment Agency and any Closed Session necessary to discuss
personnel, litigation matters and evaluation of properties
