The City Council and the Arcadia Redevelopment Agency met at 7:00
p. m., Tuesday, June 7, 1994 in a regular meeting in the City
Hall Council Chambers.

It was MOVED by Councilmember Kuhn, seconded by Mayor Pro tem
Chang and CARRIED that Councilmembers Loj eski and Margett be
EXCUSED.
AUDIENCE PARTICIPATION
Beth Wells-Miller, 2140 Canyon Road, stated, "During the recent
campaign for election to the City Council all three of you newly
elected members were adamant about the need for fiscal restraint,
preserving existing reserves, redirection, stability and
leadership for the City. It appears to me that your actions at
the last Council meeting do not reflect all the campaign
rhetoric. Instead of taking a step in the right direction you
seem to take two steps in the wrong direction. The first action
involved your authorization of a $270,000 retrofiting for the
Council chamber with permanent camera and technical equipment
for future telecasts. In a presentation to you by City staff, it
was pointed out that the previous Council had inspected
installations at both Yorba Linda and Cerritos. Yorba Linda used
the three cameras and less expensive installation, while Cerritos
utilized five cameras and is more expensive. In endeavoring to
help you better understand what was involved, staff gave you the
opportunity to visit the two cities and observe first hand before
making a decision. With today' 5 budget problems it seems
reasonable to expect our new councilmembers would have wanted to
see the differences between Yorba Linda and Cerritos to determine
if the three camera approach would satisfy our Council's needs,
and if so, save a considerable cash outlay. Instead of doing
this you merely approved the agenda item of $270.000 with no
guarantee of any future reimbursement of any portion of the cost
by the cable company. The second action on a 3-2 vote, with
Councilmen Margett and Loj eski voting "no", you authorized a
$104,000 contract to a consulting firm to educate the people of
Arcadia on the necessity of recycling. The cost of this contract
will be $52,000 to the City and the same amount to the present
waste hauling Company. The point to be made here is that Newco,
acting as a partner with the City in this recycling program had
recently hired a person to handle this educational program and
had presented the program involving no cost to the City to
accomplish a reduction in disposable trash. City staff is not
impressed with Newco' s no cost proposal and instead of exercising

their own creativity and endeavor to work a suitable program with
Newco, they proposed to you a company who, by their own
admission, has no previous experience working with any other City
in a program of recycling. What should have been done was to
work with Newco on a six to twelve month trial basis at no cost
to the City, a $54,000 savings of taxpayers' money, as a matter
of fact. With the amount of money paid to key employees, we
should certainly expect them to be creative and productive in
implementing programs instead of taking the easy way out and
paying someone else to do the job. You all professed to have
solid business experience when running for City Council, the
total expenditure of taxpayer money for these above mentioned
items totals $324,000. Considerable savings could have been made
if all three of you new Councilrnembers had exercised that
professed business acumen that we heard so much about during the
campaign, once you had done your homework. Thank you."

Bill Connollv, 1600 South Baldwin, stated, in part, that he is
concerned about the signage on oriental businesses in the City
which appear to have a greater percentage of oriental characters
than English. In particular, he noted a business at the corner
of Baldwin Avenue and Arcadia Avenue. Mr. Connolly also expressed
concern of setback requirements for homes' which appear to be in
non-compliance with City codes. In particular, a large two-story
house in the 400 block of Norman Avenue, Mr. Connolly said he
has noticed, while shopping in the Ci ty, that many shoppers
cannot speak English, and suggested that Council could place an
ad in oriental newspapers to inform non-speaking oriental persons
that English language classes are available at the Arcadia Senior
Citizen Center. He is a volunteer at the' center and would be
happy to help such persons get into the classes.
In reference to foreign language signage, the City Attorney
informed that the City has specific srgnage regulations based on
percentage of English to foreign language characters. Also, the
City has specific setback codes for buildings, and suggested that
Mr. Connolly give the address of both the business at the corner
of Arcadia Avenue and Baldwin Avenue, and the home on Norman to
the Planning Division for inspection of these potential code
violations. Dr. Chang also commented that members of the Asian
community in the City are aware of the English language classes
which are available in the Community Center.

PRESENTATIONS
Mayor Young read and presented a letter and certificate to Jim
Dale, Finance Director, in recognition of his service, with
distinction, as Chairman of the San Gabriel Valley Chapter of the
California Society of Municipal Finance Officers through February
of 1994.
Mayor Young noted that Ms. Tedesco, the 1994 Teacher of the Year,
has been a teacher in the Arcadia Unified School District for
twentYMseven years, sixteen of which as a teacher at Arcadia High

School. Ms. Tedesco was selected as Teacher of t.he Year
following an extensive evaluation process. Mayor Young presented
a City plaque to Ms. Tedesco in honor of this achievement, with
congratulations from the City.
Mayor Young introduced Coach John Noah, Arcadia High School Lady
Apache Softball Team, who introduced and presented a City
Certificate of Commendation to each member of the team, winners
of the Pacific League Championship with a 9-1 record.
Arcadia Public Works, Engineering Aide. Judy Chu, was recognized
for her suggestion to the City Suggestion Award Committee
regarding the City's street striping and pavement markings
program. Mrs. Chu's suggestion recommended that City staff
review and inspect City street striping and schedule restriping
only when required. The estimated cost savings to the City for
her suggestion in FY 1993-94 was $8,342. Mayor Young presented
Mrs. Chu with a preliminary award of $100 and noted that, when
the analysis of the first year cost savings is complete, staff
estimates that Mrs. Chu will receive an additional check for
$1,150. Mayor Young congratulated Judy for her efforts in making
the City operations more cost effective, and saving the City a
lot of money.

MATTERS FROM ELECTED OFFICIALS
Councilmember Kuhn expressed her appreciation to City staff for
providing her an in-depth tour of the Fire, Police, Library and
City Hall Departments. She is looking forward to a tour of the
Public Works Department soon.
Councilmember Kuhn reported there will soon be a. new dues
structure for those cities which are members of the San Gabriel
Valley Council of Governments (COG).
Mayor Pro tem Chang read the following statement into the record
of Council proceedings: "Two weeks ago I wrote 3 checks to
reimburse the City Hall. A check of $326.00 is for my travel
expense to Sacramento on 5/11-5/13/94, a conference for the newly
elected City Council Members. Another check of $93.00 is for the
difference of my health insurance premium and that of the general
employees. The 3rd check of $81.88 is equivalent to my April
salary, and it is to donate to the Crime Prevention Program of
the Police Dept. During this financially difficult time of our
City government, I feel that is what I should do, and what I can
do. I will continue paying my own way to any conference I
attend as a City Councilman, that includes the transportation,
room and board. I will also continue paying back to the City the
difference of my health insurance benefit and that of the City's
general employees, and I will continue donating my councilman's
salary to the Police Department Crime Prevention Program. And
I have 2 more checks now to give to Mr. Kelly. One check of
$90.97 is for my 1st pay check for May. This is to Police Dept.
Another check of $93.00 is for the difference of the health
insurance premium between mine and the general employees.
"We are facing a difficult time when we try to balance our City
budget for 1994-1995 fiscal year. The entire City as well as
all City employees are very concerned about this. None of us

would like to see our Gity used up our reserve fund soon and then
we have to raise our tax as the next step of balancing our
budget. 'However, we should not raise our tax. Thus. I believe
that we should not tap into the reserve now. If we really need
to do that, we should use our reserve as least as possible. Thus
1 would like to ask all our City employees to help us balance our
budget. Most of you have had a good raise during the past 3 yrs.
Now is the time that everybody makes some sacrifice. The whole
City will be very thankful of you and your willingness to share
the burden. None of you should lose your job, except those who
want to voluntarily retire early.
"With regard to the City Manager selection, I would like to say
that the present Acting City Manager Bill Kelly is a very nice,
efficient, diligent and intelligent person. However, I've just I
been on the Council for less than 2 months, just like my
colleagues Council Woman Barbara Kuhn and Mayor Mary Young. I
really would like to have more time to get to know Mr. Kelly
before I make my final decision. I don't believe that we want
to make the same mistake that the previous Council has made in
this respect and ending up wasting $300,000 taxpayer's money.
"Finally about the election contest made by Mrs. Fasching, wife
of Mr. George Fasching, who lost the last election and mother of
the young man who took part in the stealing of my sign during the
last campaign.
"I won this election fair and square, based upon hard work and
the issues. I campaigned against the waste of public funds by
some of the incumbent members of the previous City Council, and
voters elected me over incumbent George Fasching by a resounding
3800 votes to 2400 votes, a margin of 1400 votes.
"Now that Mr. George Fasching has left office, I would expect
the waste to stop, but it hasn't. Mrs. Fasching has sued me to
invalidate the election. Of course, I have to pay for my own
attorney, but the public pays for the court's time and the City
Attorney's time to represent the City. For what? 00 Mr. and
Mrs. Fasching think that there was a 1400 vote error in the
election?
"If Mr. and Mrs. Fasching go out on a street corner and make the
statements that they have made in the lawsuit, they have a civil
liability for slander. When they do it in court, they cannot be
held accountable, because their statements are "privileged".
This lawsuit is a cheap shot.
"During the last campaign, I have shown to the voters that 1
respect and trust them. I respect their opinions, and I trust
their decisions, no matter whom they voted for, and no matter
what their race. sex, age, or religion are. But Mr. and Mrs.
George Fasching are different, they lost the election, and they
think that it is because some voters were bribed by other I
candidate and also because some voters vote by absentee ballots,
or they are not even qualified to vote. Mr. and Mrs. George
Fasching not only distrust the voters, disrespect the voters,
they also insult the voters.
"The election is over. The people of the City have said 'enough'
to George Fasching, It's time for the Faschings to step aside
and allow the City and the newly elected Council to go about the
business of running the City of Arcadia the way it should be run.
We have enough headaches due to our fiscal crisis, we definitely
don't need any more headaches brought by Mr. and Mrs. George
Fasching. They should stop this nonsense and stop continue being
a sore loser right away, before the whole City eventually gets
mad at them. Thank you."
Mayor Young reported that at the League City Selection Committee
meeting on June 2nd, a vote was again taken (vote No. 18) to

elect a member to the Air Quality Management District Board. A
two - third maj ori ty vote was not achieved, therefore, the San
Gabriel Valley will not have a representative on the AQMD Board
at this time. The committee will continue to work on this

Manager to grant City employee requests for leave of absence for
up to six months will be plac~d on a future agenda.

member Medicare. Persons on the Council who are eligible for Medicare
Medicare Ins.) should have the City take this insurance benefit, Also, this may
encourage others to run for City Council if the City would pick
up the fee for their additional insurance. By general consent,
this item will be placed on a future Council agenda.

CONSENT ITEMS
Minutes of the May 17, 1994 regular meeting of the Arcadia
Redevelopment Agency.
Because of the size and complexity of the County's tax records,
neither the Agency or the City have the technical background or
the staff time to investigate the records of the Los Angeles
County Tax Collector, Auditor-Controller and Assessor to verify
that all properties are in the Central Redevelopment Project
area, that property transfers and new construction are correctly
entered in County records, and that the Agency is in fact
receiving the tax increment it is due. Agency staff prepared a
Request for Proposal (RFP) and forwarded it to five financial
consulting firms with experience in this area. Three consultants
J7submitted proposals. Based upon staff review of the proposals
and a reference check, staff recommends the retention of
Hinderliter, de Llamas, Coren and Cone. They will provide the
basic tax increment analysis for 25% of the misallocated net
revenue to be paid when the Agency receives it. The June 7, 1994
staff report sets forth in detail additional information and the
fiscal impact upon the Agency.

The minutes of the May 17, 1994 Regular Meeting NOT APPROVED and
held over to June 21, 1994 as corrected, for consideration.
CITY MANAGER
In November 1993 a new telephone system was installed in City
Hall. The last remaining element of the phone system to be
installed is voice mail processing. The bid package for the
voice processing system was prepared and sent to fourteen
vendors, and advertised according to City code. Four bids were
received and reviewed by City staff. The two vendors with the
lowest bids provided a demonstration for staff to help evaluate
the equipment for a long term communication program. Funding for
the telephone system and voice processing system was included in
the 1993-94 Capital Outlay Fund budget in the amount of $70,000.
Staff is recommending that Council award a contract for the
purchase and installation of a voice processing system to Pacific
Bell/Converse Technology, Inc. Additional details of the
telephone and voice processing systems are set forth in the June
7, 1994 staff report.
It was MOVED by Mayor Young, seconded by Mayor Pro tem Chang and
CARRIED on roll call vote as follows to AWARD a contract for the
purchase and installation of a voice processing system to Pacific
Bell/Converse Technology, Inc. in the amount of $31,742;
APPROPRIATE $7,010 in additional funds from the Capital Outlay
Fund to complete the telecommunications system for the City. The
contract is SUBJECT to the approval of the City Attorney prior
to execution.

City Attorney Michael Miller advised that, if Council wanted to
change the order of the agenda to allow npresentations" to be
made before "Time Reserved for the Audience", this change would
not violate the Brown Act.

Mayor Young stated: "I would like to adjourn the meeting tonight
in memory of Michael Q'Haver. Mike Q/Haver passed away May 6th
in Arcadia at the age of 87. He was the husband of Viva Haserot
O'Haver; father of Sharon and Michael O'Haver, and also four
stepsons, Gary, Richard, Roger and Douglas Haserot. He was a
graduate of Los Angeles High School and of Cal-Tech, Pasadena in
1929. He was an active member of the Gnome Club fraternity at
Cal-Tech, fund raiser for alumni. and volunteer for the
Industrial Task Force. He retired from the Southern California
Gas Company in 1969 after 35 years of service. Mike O'Haver was
past president of the Vernon Rotary; Director of the Rio Hondo
Boys Club for 26 years; the San Gabriel Valley Council of Boy
Scouts; the Red Cross Blood Program; and a member of the men's
auxiliary of the Methodist Hospital; and a committee member of
the Methodist Hospital Foundation Colleagues; the greatest
husband and father; an inspiration to all who knew him.
According to Mike's wishes there were no services, and, there was
a celebration of life held for him this past weekend. Tonight's
meeting, I adjourn in memory of Michael O'Haver."
At 7:47 p. m. the City Council regular meeting ADJOURNED to
