CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING (STUDY SESSION)
July 22, 1994
The Arcadia City Council met in an Adjourned Regular Meeting
(Study Session) on Friday, July 22, 1994, at 9:10 a.m. at the
Arcadia Community Center.

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

AUDIENCE PARTICIPATION
None.
Bill Lewis of Lewis Partners, specialist in personal and
organizational effectiveness, conducted the workshop. The session
began with Councilmembers, the Acting City Manager, and City Clerk
giving brief biographies of themselves. The purpose of the
workshop was to offer an opportunity to talk about matters which
cannot be discussed at regular Council meetings, and especially to
discuss Council's thoughts on goals to be accomplished and the
means by which to do so.
Some of the issues and concerns that were addressed included:
Council's expectations of each other
Goal setting, team building
Expectations of the City Manager
Economic development
Financial development
Community relations
Stephen P. Deitsch, Special Counsel with the firm of Best, Best &
Krieger, announced a Closed Session "pursuant to Government Code
54957 and 54954.5(e) - public employee performance evaluation -
Acting City Manager." At 11:04 a.m. the City Council entered the
CLOSED SESSION, ADJOURNED, and RECONVENED the adjourned regular
meeting to continue the agenda at 2:55 p.m.
Attorney Deitsch noted that there was a need ,to place an item on
the agenda which was not on the public agenda, due to the need to
take immediate action. This need to take action came to the
attention of Council after the agenda was posted.
It was MOVED by Councilmember Lojeski, seconded by Mayor Young,
and CARRIED on roll call vote as follows to place on the agenda a
request from the City Clerk with regard to her seating
arrangements in the Council Chamber.

Work is presently being performed in the Council Chamber to
install permanent camera and lighting equipment in conjunction
with the cablecast presentation of Council meetings. The City
Clerk has asked if, at this time, her seat in the Council Chamber
may be changed from the center desk (staff table) she is presently
using, to the staff section at the south side of the Council
table. This would place her close to the audience and those
speaking at the lectern, to receive materials from speakers for
distribution to Council. This location would also accommodate her
recording equipment and other materials with a degree of privacy,
and allow her to adjust the lights, sound system, and screen.
After discussing the matter, Council agreed by general consent
that it was best at this time to leave the City Clerk's seat in
the Council Chamber' where it is. She is able to perform her
duties from that position, and many times it is necessary for
staff members to take the seat at the south end of the Council
table when they must take part in a meeting. Mr. Kelly noted that
Council will be reviewing seating arrangements at a later date,
and that a change in the City Clerk's location could be
reconsidered at that time.

Discussion continued, with Mr. Lewis asking Councilmembers for
their thoughts as to their wants and expectations. Each
Councilmember gave several ideas, many of them similar in thought,
including the need to work together as a team but be independent
thinkers, to be proactive rather than reactive, and to run the City
,as if running a business.
With reference to the Mission Statement which Council adopted in
October 1993, Mr. Lewis noted that most goals don't change over
the years. The objectives toward those goals tend to be annual,
brought to Council by the City Manager, to bring the City closer
to its goals. He suggested that Council discuss with the City
Manager which key priorities they would like to address in the
coming year. Mr. Lewis also suggested that if the Mission
Statement is with the Councilmembers at every meeting, it serves
as a reminder of what their goals are. It forces a direction to
be maintained and prevents Council from trying to do too much.
Discussion briefly turned toward the matter of six portable
classrooms which the Arcadia Unified School District moved onto
City property at Hugo Reid Park. The classrooms are situated close
to chlorine tanks and could present a liability problem. Mr. Kelly
advised that the issue of the School District's use of City
property at Hugo Reid Park is on the July 26 agenda for discussion
and Council's approval, if so desired.
At the end of the session, it was agreed that this meeting was
very productive and helpful in bringing Councilmembers closer
together in focusing on goals and how to reach them. Mr. Lewis
suggested they may wish to schedule another meeting after Labor
Day. Mr. Kelly pointed out that these meetings can be very
beneficial for Councilmembers, allowing them a time outside of a
regularly scheduled Council meeting to discuss ideas without
pressure or stress. Mr. Lewis concluded the meeting by saying he
believes that Council now has the right dynamics, and is convinced
they will be able to work effectively together.

ADJOURNED to Tuesday, July 26, 1994, at 5:15 p.m. in the
Conference Room of the Council Chambers for an Adjourned Regular
Meeting (Study Session) to conduct the business of the Council and
any Closed Session necessary to discuss personnel, litigation
