CONSTITUTION TEAM ()/~U-"'-J N_;F' CLOSED SESSION ADJOURNMENT ATTEST: J M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 5, 1993 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular meeting on Tuesday, January 5, 1993 at 7:00 p,m,. in the Conference Room of the City Hall Council Chambers, PRESENT: Councilmen Ciraulo, Harbicht, Loj eski, Margett and Fasching None ABSENT: Mr, Dan Techenoff of "Historical Publications", presented a proposal to the Council to produce a magazine of the history of Arcadia in cOIDIDemoration of the City's 90th year of incorporation. The magazine would provide new residents with the history of Arcadia as well as a major source of business advertisements, The Arcadia Historical Society and the Chamber of COIDIDerce have given their support to this effort, Historical Publications have agreed that they will not solicit advertisements for the proposed publication until the Chamber's 1993-94 Business Directory has been completed, The proposed Arcadia cOIDIDemorative magazine would be mailed free of charge to every residence, and the company would provide the Historical Society and Chamber of COIDIDerce with extra copies to sell, This publication, according to Mr, Techenoff, will be produced in cooperation with Sandy Snider, a local author, and City Library employee, Mary Beth Hayes. Mr. Techenoff reported also that the publication would contain 48 to 56 pages, approximately 60% of which would be historical information, editorial and old photographs, and 40% advertising. Mr. Techenoff, as a representative of Historical Publications, requested a "letter of reference" from the City Council, stating that "the Council sanctions the publication; there is no contractual obligation; and that Council has reviewed previous month publications and finds that the historical publication would be a good project for the cOIDIDunity to support and for the residents as a whole", Considerable discussion ensued centered around Council's endorsement of a publication containing both historical and cOIDIDercial advertising. By general consent it was determined that Council should not provide Historical Publications with a letter of endorsement. Council would, however, not prevent the publication of such a magazine as proposed by Mr.. Techenoff, Cou~cilman Harbicht reported that the High School Constitution Team has won the competition in our congressional district and soon will be competing at the state level in Sacramento, By consensus Council determined to contribute $500 to the team for the Sacramento trip to help defray expenses. This item will be listed on the conse~t calendar for the January 19, 1993 regular council meeting. The City Manager announced that a Closed Session will be held at the conclusion of the regular meeting this evening, At 7:27 p,m. the Adjourned Regular Meeting ADJOURNED sine die. I
