JANUARY 12, 1993
The City Council met in an Adjourned Regular Meeting (Work
Session) on Tuesday, January 12, 1993 at 5:30 p. m. in the r :y
Hall Council Chamber, Conference Room.

On October 10, 1992, Consultant Bill Lewis of Lewis Partners,
conducted a workshop for the City Council, City Attorney, City
Manager and City Clerk for the purpose of focusing Council's
vision for the future of the City; their thoughts on goals to be
accomplished and the means by which to do so. Mr. Lewis was
present this evening to review and discuss his report which was
previously submitted to the Council, and answer questions, Also
the question of scheduling an additional Council workshop in May
or June, 1993, was considered for a priority and goal setting
session. At the conclusion of a brief review of Mr. Lewis I
report, Council authorized the City Manager to prepare detailed
information for an additional Council/Lewis workshop in Mayor
June 1993, incorporating the dates and location of the proposed
workshop as well as an estimate of all costs involved. The City
Council will provide the specific subject matter they may wish
to consider at the workshop.

DOWNTOWN At the October 27, 1992, City Council work session, Michael
REVITALIZATION Freedman, principal of Freedman, Tung and Bottomley, presented
PROGRAM a "Fundamentals of Downtown Revitalization" program for the
(M. Freedman) Council/Agency and the Planning Commission. At that time, Mr,
OC- IfO _ Cd Freedman related details of his firm's area of expertise related
to urban revitalization and a list of cities for whom they have
provided services. Subsequently, Mr. Freedman submitted a
"Downtown Revitalization Strategy, Scope of Services" proposal
for Arcadia, which includes a Project Summary; and a progressive
list of Work Tasks which his firm will perform as follows:

Collect and review background information for the
area bounded by the Foothill Freeway, Fifth
Avenue, California Street, Santa Anita Avenue, and
the Civic Center.
Prepare base maps,
Site reconnaissance and photography.
Prepare market analysis and recommendations (Mundie
and Associates).
Define downtown context, opportunities and
constraints.
Staff meeting and Task Force.Workshop (#1)
Develop recommended downtown revitalization
strategy.
Develop recommended downtown urban design concept.

Basic details of the Work Tasks are included in Mr. Freedman's
November 16, 1992 report to the City Council and City Manager;
also, the cost for professional services to the City, not to
exceed $78,467, said figure includes a marketing analysis by
Mundie and Associates at $15,000; plus time and materials for
work ordered by the Agency beyond the proposed Scope of Services
provided by Freedman, Tung and Bottomley,

Mr. Freedman formally presented his proposal and responded to
Agency questions. Considerable discussion ensued. Mr. Freedman
emphasized concern regarding the downtown area and the need for
the market study by Mundie and Associates, Their market analysis
would determine the type of uses which could be relied upon to
attracc investment and increase the City's market share of
retail, resta.urant and entertainment uses within the downtown
area, which are unclear at this time.
It was the consensus of Council that the contract for
professional services between the Redevelopment Agency and
Freedman, Tung and Bottomley, for the purpose of developing a
Downtown Revitalization Strategy be placed on the January 19,
1993 City Council/Redevelopment Agency agenda for approval at
that time.
The Source Reduction and Recycling Element (SRRE) funding
proposal report, scheduled for this date was withdrawn. The item
will be rescheduled for the January 19, 1993 City Council pre-
meeting.
City staff member, David Feinberg, reviewed his report to the
Council regarding the extension of Light Rail Transit to Arcadia.
The purpose of the report to set forth the benefits that a light
rail line could bring; the current status of the proposed line;
and means to improve the potencial of having the rail line
through to the City of Irwindale, The report outlines the
potential benefits of light rail (Blue Line) to Arcadia; such as
increased tax revenue; improvement of air qual i ty in the San
Gabriel Valley by reducing automobile traffic; and the history
of the cities of Arcadia, Duarte, Monrovia, lrwindale and
Pasadena in their combined efforts to accomplish the light rail
extension east of Pasadena to Irwindale as part of the Los
Angeles County Transportation Commission's (LACTC) 30-year
transportation plan to improve the encire area,. Funding is
available to build one of eight potential extensions of the light
rail system this decade. The coalition of Arcadia, Duarte,
Monrovia, Irwindale and Pasadena have been working steadily for
the pasc two years to promote the extension of light rail through
this corridor to Irwindale. A corridor selection will possibly
be made by LACTC in March, 1993, The cities before mentioned in
the Northern San Gabriel Valley corridor find that a project
manager for this effort is needed and have asked Forsythe and
Associates to fulfill the project manager role. Also, the group
sees the need for expertise in the area of funding, LACTC is
asking each of the rail candidate corridors to provide a 25%
local match of the cost for their light rail extension. The
corridor, of which Arcadia is a member, has found Public

Financial Management (PFM) to have the necessary expertise to
manage the funding situation. The cost of the two consultants
will be split equitably among the five cities. Arcadia's share
of the cost of Forsythe & Associates and PFM, plus a small
contingency, would be approximately $22,000. Staff recommends
that Council authorize allocating $22,000 of Proposition A funds
toward the contract for the consultants, and approve the setting
up of a Proposition A and C Rail Reserve Account.
In the discussion Council was in agreement to the recommendation
to commit $22,000 to join the cities of Duarte, Monrovia,
Irwindale and Pasadena to hire the consultants, However,
reservations were expressed to committing Proposition A and C
reserve funds to a Rail Reserve Account for the extension of the
light rail (Blue Line) to this corridor. The City Manager
explained that Prop A and C funds could not be used for projects
other than transportation designated projects. The request for
authorization to expend the $22,000 for light rail extension
consultants, and the establishment of a Prop A and C Rail Reserve
Account will be placed on the January 19, 1993 City Council
agenda for consideration at that time.
