CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
JANUARY 19, 1993
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular meeting on Tuesday, January 19, 1993, at 6:30
p.m. in the City Hall Council Chambers, Conference Room.
PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, Margett and
Fasching
ABSENT: None
The City Manager requested a Closed Session at the conclusion of
the Adjourned Regular meeting this date.
In 1989 the State legislature enacted AB 939, the California
Integrated Waste Management Act. The Act requires that cities
and counties develop plans for mandated waste reduction goals of
25% by January 1995, and 50% by January of the year 2000. .Said
Act requires the development of a Source Reduction and Recycling
Element (SRRE) and a Household Hazardous Waste Element (HHWE),
which has been accomplished and adopted by the City Council on
May 19, 1992. The purpose of the SRRE is to specify the City's
plan for waste sources reduction, recycling, and diversion
options in order to reduce the amount of waste being disposed
through transformation or land disposal.
Staff presented a report to the Council this date concerning the
California Integrated Waste Management Act and its effect on the
City. Also, a variety of options necessary to achieve waste
reduction goals and a list of options to fund the proposed
program, which is estimated to cost $201,174. After staff's
presentation of the SRRE Funding Proposal, a brief discussion
ensued. Mayor Fasching commented that Council would need much
more information on which to base their decision of the direction
in which the City should proceed with the waste reduction
program, and the means by which it could be funded. It was the
general consensus that a study session should be scheduled for
further discussion.
ADJOURNMENT At 7:23 p. m. the City Council entered a CLOSED SESSION,
RECONVENED AND ADJOURNED sine die at 7:40 p. m.
