Div.) \DJOURNMENT ATTEST: MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING FEBRUARY 2, 1993 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, February 2, 1993 at 7:00 p,m., in the City Hall Council Chambers Conference Room, PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, ~argett and Fasching None ABSENT: The City Council accepted with regrets the resignations of Barbara Hopp and Vincent Burcham from the Sister City C01llI:1:.ssion, The City Manager requested a Closed Session at the-conclusion of this meeting and another Closed Session at the conclusion of the regular meeting this date, Staff reported that an Arcadia resident at 2050 Canyon Road may appear at the regular meeting tonight to address the Council regarding a City parkway tree whose roots are damaging her driveway. The Public Works Director explained that an Italian stone pine, which is the tree in question, whose root system has developed nodes is causing an upheaval in the concrete curbs and gutters in this street, and in this particular case, the homeowner's driveway, She is concerned about the driveway and would like to have the tree removed. The City policy is to not remove trees unless they are dead, diseased or a public hazard, In the discussion about this section of Canyon Road, which is lined with Italian stone pines, staff noted that this condition could be alleviated after a pruning of the roots, and the installation of a polypropoleen barrier which would last for five to ten years. The City Manager suggested that Council tour this street and take no action this evening. Councilman Harbicht said he would be in favor of allowing the homeowner to remove the tree and replace it with another tree at her expense, City staff estimates the removal could cost approximately $1,000 and replacement $300 to $400. The installation of the polypropoleen barrier would cost around $100 plus labor according to staff, Council will visit the area, Councilman Harbicht noted that recently the Police Department and employees Cindy Peele and Bill Tarin of the City Building Division had received letters expressing appreciation for their exceptional service, and suggested that Council express thanks to the Police Department and Building Division employees also, At 7:17 p,m. the Council entered a CLOSED SESSION, RECONVENED and ADJOURNED SINE DIE at 7:30 p,m, 2/2/93
