ADJOURNED REGULAR MEETING (Work Session)
FEBRUARY 9, 1993
The Adjourned Regular Meeting (Work Session) was convened in the
Conference Room of the Council Chambers and called to order by
Mayor Fasching at 5:30 ~,m., on Tuesday, February 9, 1993,

Councilman Harbicht (Arrived at 5:45 p,m,)
On MOTION by Councilman Margett, seconded by Mayor Fasching and
CARRIED, the absence of Councilman Harbicht was EXCUSED.

WORK SESSION ITEMS
Item No.1 was considered after Item No.2.
Mr. Thom Prevette, General Manager, CableVision, explained the
recent technical difficulties CableVision experienced when
cablecasting the February 2, 1993 City Council meeting and
related steps which have been taken to correct the problems,
They are working very hard to improve the technical and
production quality of the meetings. CableVision will soon
install a character generator by which the Council's agenda may
be displayed and a brief description of each item announced by
staff before the actual Council meeting date. This feature will
be part of a community billboard prcgram.
The Ci ty Attorney announced that, "we're' going to now have a
Closed Session pursuant to Government Code Section 54956,8, to
discuss potential acquisition of property at 301-311 Santa Clara,
with regard to our negotiations with Western Security Bank",
At 5:49 the City Council ADJOURNED to the CLOSED SESSION, and at
6:40 p.m. RECONVENED the Work Session.
At the January 19, 1993 Adjourned Regular City Council Meeting,
staff presented a Source Reduction and Recycling Element (SRRE)
Funding proposal to the Council, The SRRE is required by AB 939,
the California Integrated Waste Management Act. At that time
Council requested additional info~tion on which to base their
decision related to the financial vehicle with which to fund
administration of the program. This date, February 9, staff
requests direction from Council on five issues:
1) Staff would like to keep the administration of the Source
Reduction and Recycling Element program inhouse; and continue
participation in the joint powers authority to which the City
is a member.

2) Staff would like to reserve the right to issue an exclusive
commercial franchise agreement in 1998 by issuing a "Notice
of Intent" to existing permitted haulers,
3) Direct staff to develop a residential collection process
through Newco Waste Systems,
4) Direct staff to develop a commerdal/industrial fee collection
process through one of the methodologies previously identified
in the January 19, 1993 staff report; such as, business
license fees, property taxes, or water bills.
5) Direct staff to place a fee ordinance on the next City Council
agenda for introduction.
Considerable discussion ensued centered on appropriate, equitable
fees to be levied on business licenses or water users to funa the
administration of the SRRE program. Council generally agreed to
implement an additional business license flac fee of $3.00 per I
employee, to each busines; in the City. Later in the meeting
Mayor Fasching suggested chat Council withhold che preparation
of an ordinance implementing the vehicle for funding the program
until further study of the options. Council concurred,
Fire Chief Gardner presented a brief overview of emergency
preparedness procedures which are set in mocion by the occurrence
of a major disaster within the City or surrounding areas. The
City Council's role in emergency functions was reviewed and the
City's operational plans explained. Staff reported also that
approximately 150 Arcadia employees have attended the California
Specialized Training Institute at San Luis Obispo for disascer
emergency training.
The presentation of the Comprehensive Annual Financial Report was
postponed to the February 16, 1993 pre-meeting at 6:30 p. m.

1993 at 6:30 p.m. in the Conference Room of the City Hall Council
Chambers for an Adjourned Regular City Council and Arcadia
Redevelopment Agency Meecing.
