(March 15,1993) I CDBG FUNDS INCREASED 053D-;l.O CLOSED SESSION CABLEVISION (Franchise Fee) 0110- 30 ADJOURNMENT MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING MARCH 2, 1993 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting at 7:00 p. m., Tuesday March 2, 1993 in the Council Chambers Conference Room. PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, Margett and Fasching ABSENT: None The City Manager distributed a draft of a letter for the Mayor's signature inviting members of the community to participate in the first meeting of the Downtown Revitalization Strategy Task Force scheduled for Monday, March 15, 1993 at 6:30 p.m., at the Community Center. The City Manager requested that Council review the letter and the list of those persons to be invited to this meeting, and add any other names Council may wish to include. The City recently received an additional $48,000 in CDBG funds for the coming fiscal year, which will bring the total allocation of Community Development Block Grant funds for FY 1993-94 to $307 , 501. This figure could change depending on HUD' s final allocation to the County, according to staff's information. The proposed allocations to City proj ects, which will include the additional funds, must be received by the Community Development COlllIllission by Monday, March 8, 1993. This matter will be an additional agenda item at the regular meeting this date for Council's approval of the revised proj ect distribution of the funds. The City Manager requested two Closed _Sessions this evening, before and after the regular 7:30 p.m. meeting. Mayor Fasching noted that CableVision raised their basic rates about nine months ago and at that time he believes they chose to cover up that increase in cost to the subscriber by listing on the bill the 5% franchise fee that the cable company pays to the City. This franchise fee is the cable company's cost of doing business and should not be listed on the bill implying that the customer is paying an additional fee so that the cable company can pay the franchise fee to the City. The Mayor does not think this is an appropriate way to do business. lie does not object to CableVision's charge for their services, however, if they want to increase their prices they should incorporate the increase into the monthly charge for services and not cover-up this increase by listing the franchise fee. Mayor Fasching requested that staff look into this matter and see if the 5% franchise fee could be removed from the bill. Councilman Harbicht reminded Council that CableVis10n had sent out a letter to their subscribers some time ago explaining that the 5' fee was not a new fee and that the cable company had in fact raised their prices.
