PROPOSAL FOR ADDITIONAL PARKING (Campus Dr. Reconfigura- tion) () 5'(~ ,;:) (' r/., " CLOSED SESSION ~ ~(O j' f ADJOURNMENT .J Alford, J M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING APRIL 6, 1993 The Arcadia City Council convened in an Adjourned Regular Meeting on Tuesday, April 6. 1993, at 7:00 p.m., in the City Hall Council Chambers, Conference Room. PRESENT: ABSENT: Councilmen Ciraulo, Harbicht. Margett and Fasching Councilman Lojeski (Arrived at 7:07 p,m.) On MOTION by Councilman Margett, second by Mayor Fasching and CARRIED. the absence of Councilman Lojeski was EXCUSED, The City Manager requested a Closed Session at the conclusion of this meeting to discuss a personnel matter. Staff recently met with School District staff to review the District's proposed design concept to provide additional parking spaces for students and staff on Campus Drive. The proposed reconfiguration of Campus Drive includes a travel lane for eastbound, and a travel lane for westbound traffic, with diagonal parking on the north and south sides of Campus. The School District proposal also includes the widening of El Monte Avenue to two travel lanes in each direction, northbound and southbound. from Campus Drive to Duarte Road, with traffic signals at each intersection. Staff has concerns regarding accident potential due to the proposed diagonal parking and potential negative impacts of traffic circulation. City staff recommends in a draft letter to the District, that a qualified traffic engineer consultant be retained to provide a traffic circulations study. prior to Council's consideration of the proposed proj ect. at City expense up to a maximum of $10,000. This if Council should give approval that such a letter be sent to the School District. Some discussion centered on the request of the Director of Public Works for Council's comments or approval of the draft of the letter to be sent to the School District indicating the concerns of the Public Works Department and suggestions that a traffic engineer be retained for a traffic circulation study, for which staff would recommend that the City would bear the cost. Staff suggested three alternatives to Council: 1) The City could pay the entire cost of the traffic study; 2) The City pay 50% and the School District pay 50%; or, 3) The City not make an offer at all in the letter to pay for the study, and tell the School District that Council would like to look at their proposal, but they will need a traffic engineering study which will cost $10,000. After considerable discussion. by consensus, Council requested additional in-house background information from staff regarding the proposed proj ect. Staff to provide the information for discussion at a Council work session in two weeks. The City Attorney announced that, "pursuant to Government Code Section 54595.9(a). to discuss the existing administrative proceeding brought before the EEOC (Equal Employment Opportunity Commission) of Debra Pierce and the City of Arcadia, that is the reason for the Closed Session". At 7:17 p.m. Council entered the CLOSED SESSION, ADJOURNED sine die at 7:40 p. m. 4/6/93
