BUDGET UPDATE O.3;t[) ",-6 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING (WORK SESSION) APRIL 13, 1993 The City Council of the City of Arcadia met in an Adjourned Regular Meeting (Work Session) on Tuesday, April 13. 1993, at 5:30 p.m. in the Council Chambers Conference Room. PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, Margett and Fasching None ABSENT: ORAL COMMUNICATIONS Dou2las Robertson, whose home is his vehicle which he parks in either Arcadia or Monrovia. Mr. Robertson is unemplo~ed and has been ticketed many times by the Arcadia Police Department. 'He requested that Council ask the Police Department to not ticket him so that he can gather funds together to pay the registration renewal on his vehicle. Mayor Fasching suggested he talk to an officer or a captain at the Police Department. On March 31, 1993, the bids for construction of Fire Station No. 2 were opened. The low bid of $2,820.000 was received from Merco Construction Engineers of Camarillo, California. The architect for Fire Station No.2 estimated the project at $2,300,000 ... approximately $520,000 below the actual cost of constructing the project. Mr. Larry Wolff, project architect, Wolff, Lang and Christopher, was present to explain the four main categories in his estimate which were below the low bid. Since the low bid is firm for 60 days, after considerable discussion, Council determined to appoint two Councilmembers and Chief Gardner to meet with Mr. Wolff to analyze the bid and the project, to see where some changes could be made to effect a savings in construction costs. The committee will report their findings to the Council in two weeks. See Page No.2. The Director of Finance provided Council with a FY 1993.94 General Fund, Budget Update, report. Said report lists an updated projection of $2,300,000 as a revenue shortfall for FY 1993-94. The $2.3 million includes the new Public Employees Retirement System (PERS) rates issued on April 5, 1993, reflecting an increase in City contributions to the retirement system from 8.427\ to 9.987\ (1,56\) for miscellaneous employees. and from 15.248\ to 18.827\ (3.579\> for safety employees. A lengthy discussion ensued centered on staff recommendations of possible measures ,to be taken to offset the projected shortfall, including the potential deferral of a 3-4\ salary improvement from July I, 1993, to January I, 1994. It was the consensus of Council that the City Attorney arrange a Closed Session with Dan Cassidy, the City's negotiator, for the purpose of discussing the possible re-negotiation of the Arcadia Police Officers, 1 4/13/93 2. Alford, 35:0086 possible re .negotiation of the Arcadia Police Officers, Firefighters and Public ~orks Associations contracts regarding deferral of their scheduled salary increases to January 1. 1994, The City Attorney will check with Mr, Cassidy to see if he is available at 6:30 p, m, on April 20, 1993 for such a meeting. Staff reported the current telephone system in City Hall is old and antiquated and in need of an upgrade. Funds for the upgrade have been budgeted in the current year budget. Staff went on to explain the components of a newer system under consideration. such as, touch tones, voice mail and call attendant. Some discussion ensued of the random information phone calls that would rollover to a department which would then direct the call. The Mayor commented that he would like to maintain personalized contact with the people of Arcadia. The advantages of having 24-hour voice mail or call attendant were considered, Staff also reported the newer Sentrex System equipment would cost somewhere between $50,000 and $70.000. Also the City's yearly telephone cost would be reduced with the newer system. The City Attorney announced, ""e're going to Closed Session pursuant to Government Code Section 54956.8 to discus~ potential acquisition of property at 301.311 Santa Clara, arid discuss negotiations with Chandler and Western Security and Mr. Johnson. We're also going into Closed Session pursuant to 54956.9(c) of the Government Code to discuss potential initiation of litigation with the Public Utilities Commission". At 8:06 p.m. the City Council entered the CLOSED SESSION, RECONVENED and ADJOURNED at 9:10 p.n. to Tuesday, April 20, 1993 at 6:30 p.m. in the Conference Room of the Council Chambers, I J 2 4/13/93 I
