It was MOVED by Councilmember Lojeski, seconded by Councilmember Hargett and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. PRESENTATION Mayor Fasching welcomed the Division II CIF Champions - Arcadia High School Lady Apache Girls' Vllrsiry Soccer Teall. This is the fourth time the Lady Apaches hAve made the finals, and on SAturday, March 6, 1993 the teaa won the big one by defeating Anahei.'s Canyon High School. The Division II of CIF represents 13 league. and approxilllAtely 79 teams. This is the 10th championship for ArCAdia High School boys and girls, and the first time for a girls' sport in ten yeArs. The City Council recognized the Lady Apeches who IlIAd. this win possible, and their coache., Chuck Witkofsky, John Garton and Kristen Cooke. The Mayor's Certificate of Co_ndation in recognition and appr.ciation of outstanding achi.v...nt was pres.nt.d by Kayor Fasching to each member of the te.. and their coaches. R~~S AND INTRODUCTIONS BY MAYOR GEORGE FASCHING "In April three years ago when I "as elected to the City Council, it "as one of the biggest days of my life, The thrill and excitement of winning an election, knowing the things you believe in and objectives set forth during your campaign "ere also shared by the voters who then gave you the privilege of representing them for the next four years. Then in April last year it "as my honor to be selected as Mayor ... an honor I will cherish for years to come. For just a few minutes, I would like to reflect back on the year to express to you the pride I feel and the dedication, direction and goals "hich were established by your City Council and the City Manager and, while I had the distinction of being Mayor, it is the work as a team that counts. One of the things we established a year ago was the City Council study sessions. These sessions are held by your City Council on the second and fourth Tuesdays of each month, in addition to our first and third Tuesdays regular Council meetings. These sessions are also open to the public and have proven invaluable to us, due to the many projects and issues that have come before us. "One of the most exciting things to happen last year was the ground breaking and beginning of construction of ehe new Nordstrom Department store in the mall addition. This will prove to be a great asset to the City, not only in making Fashion Park Mall one of the most outstanding malls in Southern California, but also will be beneficial to this City in financial returns based upon substaneial increases in sale tax revenue. We are also at the point of issuing final appr -,-,al for a new fire station at the corner of Baldwin and Hunt~ :on and restoration and expansion of the library ~t Duarte ana ,nta Anita. While some problems exist due to the State's impact on our income revenue, we are quite confident that both of these projects will proceed on schedule. Also, this year we saw Christmas banners at Christmas time and the American flag on specified holidays flying in our City. This reflects the spirit of enthusiasm felt by the co-.nity as a whole. We are in the process of installing a new computer-aided dispatch system in our Fire and Police Departments. This greatly adds to our ability to provide increased police and fire protection to our citizens. A gr.ar portion of the cost of this system was funded by narcotic seizure funds raised through narcotic-related activities and will be available for funding future projects at our Police Department. With this new system our ability to furnish a dispatch system for neighboring cities is on the horizon. This will not only create a service for the other cities, and save the. money, but also will provide us with additional revenue which will be paid to us by those jurisdictions. We are presently negotiating with Monrovia for this program, and if you would like to know more about it, you may contact our Fire Chief or Police Chief. "This year we started televising our Council meetings, which we are finding to be a very successful project. In addition to City Council meetings, we will soon have a public access channel whereby many programs of interest to citizens will be televised. This will include our high school football games, specially produced programs wiehin our City and much more. And you all know ehey are being televised tonight. (Why don't you pan the audience so they can waive.) "We are presently working on the downtown revitalization program which is in its final planning stages. This revitalization encompaues Huntington Drive between Santa Anita and Second with possibly portions of First Avenue. Plans are also being considered by the Metropolitan Transit Authority for extension of the trolley line, commonly known as the Blue Line, which is 2 4/20/93 I I ) 3 : ~:J9 L to run from Los Angeles to Pasadena. We are endeavoring to have the line extended to our City, hopefully within the next five years, Also, we are presently in negotiations to bring a large retailer to a freeway location in our city, which will be a tremendous stimulus to the development of our downtown area. The name of this retailer is Costco. Another project in the planning stage is to have street lights for the one-third of our residential areas that presently do not have street lights, We will offer those people the selection of different lights that will be compatible and suitable for their streets and neighborhoods. I "One of the things of which I am most proud over the last year is the involvement of our citizens in our projects. This participation was with our Library expansion, our cable casting and our downtown revitalization program. We have had three community involvement meetings concerning downtown revitalization, and the impact and input we have had from those citizens has been just invaluable. We have had approximately one hundred fifty people come to each of those meetings showing that our people have a sincere interest in the way our City is going to go. I "Last but not least, as many of you may wonder, where is the money coming from for all the projects that we are talking about? First of all, we have a financially sound City and this is thanks, in good part, to prudent management of past City Councils. But we have reached the point where we have to put our house in order. As with our schools, we are hopeful that today the bond issue will pass allowing thell to restore old and outdated buildings and facilities. We, too, are faced with infrastructure that needs to be brought into this century. We cannot permit or let our City slide backwards. As much time as we spend in planning on the projects I mentioned, an equal time is probably spent in finding out where the revenue will come from to fund thell. Let me tell you that our future financial outlook is good. Revenue will come froll many sources, one of which is tax increllent which means when houses are sold, older houses replaced with new houses, we benefit froll tax increment when the asaessed value goes up. That will be continued in our City. W.'ll have substantial incolIe froll the Nordstroll store and twenty additional stores that go in with Nordstroll. We're looking forward to the reopening of Hinshavs with e strong retailer. The Blue Line and Costco, if we are successful in bringing thell to the City in the next fev years, will be the stimulus that will creete our downtown area with nev business developllent and new vitality. And also the development of the Foulger property in which we lost the Ford agency six or eight months ago, and now we are looking for that property to be redeveloped. We are entrepreneurial, optillistic and are plannins an approach. But also we are prudent, cautious and ever cognizant of maintaining a solid financial foundation. A tradition of excellence which has been formed many years in this great City. "At this time I would Uke to thank for their support and friendship, all the Councilmembers sitting here with lie tonight, Bob, Dennis, Joe and Bob, and also all the staff and employees of our City and our City Clerk, June Alford. It has been my pleasure to have their support to operate with thell for this past year, and we have a tremendous group of people representing your City. I would like also at this time to introduce my wife, Geri, my daughter, Leanne and my son, Bob. It was certainly an honor to have been Sitting her. this year. Nominations were opened for the Office of Mayor for the ensuing year, Counci1member Fasching placed in nomination the name of Mayor Pro tem Joseph Ciraulo to serve as Mayor for the ensuing year. This was seconded by Councilmember Lojeski, No other nominations for the Office of Mayor being heard, it was MOVED by Councilmember Margett, seconded by Councilmember Fasching and CARRIED, that the nominations for Office of the Mayor of the City of Arcadia be CLOSED and a roll call vote taken for the nomination of Joseph Ciraulo as Mayor. First, would like to thank my colleagues on the Council for their vote of confidence in me. I look forward to our continuing to work together for the best intereats of Arcadia. 1 would also like to thank all the c1tizena who supported me and made it possible for m. to be here tonight. I think we on the Council owe a large 'thank you' to George Fasching for presiding over a difficult and sometimes trying year. Thank you, George. 1 would like to introduce my family in the audience at this time: my son, Chris Ciraulo and my daughter-in-law, Cathy. And I am very pleased that my son, Mike Ciraulo could be ~ere frolll Washington. He surprised me by cOllling in last night. My daughter-in-law, Mary Patterson and her husband, Rick. And that little dynamo in my life, my wife, Carole. 'I have always felt that to live or work in Arcadia implied many I things. Those are stability, responsibility, cOllllDunity concern and safe living. City government can have a profound impact on each of us, personally. I feel that it is imperative that the City continue to be run in a businesslike way. And we will continue to govern the City .. a succe..ful business with proper management of City funda. Also. listenins to as well as handling tha probleu of the citizena with undantanding and empathy. Proper stewardahip of City funda requires the axaaination of all alternative lIleans to accomplish tha naceuary goals, while continuins to uintain a fiscally consarvativa approach that is our City' a tradaurk with sa much input frolll citizens as possible. 'Arcadia is facing many challenges that concern its future. And I know this Council will face these challenges with vigorous, 4 4/20/93 22 : '~.!)9 J determined and independent thinking, In our community of homes. it is important to protect property values and preserve single family neighborhoods; to support our excellent Police and Fire Departments at the most efficient levels; to continue to keep the streets safe; refusing to compromise our safety for the sake of economy. So without making more of a speech, I look forward with great enthusiasm to a productive year for our community, Thank you." REMARKS AND INTRODUCTIONS 8Y KAYOR PRO TEM LOJESKI I "Thank you, Joe and 8ob, and 80b for your vote of confidence in me by voting me as Mayor Pro tempore for this coming year. First of all, I would like to introduce my family members in the audience: my mother and father, who are responsible for me being here, Mr. and Mrs. Edward Loj eski. They have become real involved in where City Hall is and where the Council Chambers are. Thank you Mom and Dad. And my wife, Janec. My son is in school; he is a sophomore aC the University of the Pacific in Stockton, and my daughter is becoming a Texan. She is at SKU; otherwise chey would be here. "I would like to take a moment to thank the individuais who not only work for this City as department heads, as administrative part of the tem, but also our other elected official, June Alford, who has done a yeoman's job in helping our City Council, giving us information when we need it; giving staff information when it is necessary, and helping you. the citizenry in the communicy. To the department heads, who make my job and our job easier; to help us to understand their needs and cheir necessities and to convince WI as to why .,e should look at certain things in the c01llllllUlity the way we do. Also the rank and file, the individual employees who put in their long, hard hours. The employees, for example. last weekend, whose charge was to keep this community safe in times of potential ciVil unrest and a lot of questionable activities which involve our community. Those are the little things. I think that we as Arcadians, have just co... to' expect. Well, it doesn't happen; it becomes a dedication on their part to continue those types of things; to give us those services which we expect. I would like to thank a very hard vorking staff here at City Hall -- all the City employees who put in a real yeoman's effort. I "I would Uke to congratulate you. Ceorge, the outgoing Mayor. George served in probably one of the more difficult times as the Mayor of this City. There vas controversy that so_ individuals created and vished to create in the community. I hope that's behind us. Those types of things become extremely counterproductive. And I can say that from experience. I sat on a Council when there vere a lot of counterproductive comments and activities. It just doesn't fit veIl in this community. So, Ceorge, congratulations. you lend us ....11. you s.rved us vell. I called C.orge this morning and told him the s_ thing. I also explained to him that it's fun as a Councilman to sit back and vatch the first meeting. Joe made a little mistake before he started her.. It's not the only mistake he is going to make, but vatch hov he develops; vatch hov he matures in the position. I think George did an outstanding job of that, alvays keeping a little bit of hUllOr and a little bit of levity on the side. Again, thank you, G.orge. "Joe, congratulations, it vill be an exciting year. There are a lot of excitins thinss that are going to happen in the co_ity. You've heard from G.org.; you've heard the co_nts from Joe. I'm not going to repeat those very s_ things. I can tell you. ladies and genJ;bmen that today being a City CouncUman is very different than~en years ago when I vas in the position, and in the chair Joe is just moving into. lie an sp.nding mlCh more time in reading, much more time in the education process. 5 4/20/93 .> s : '~094 And I'll tell you. be assured that this Council of five individuals is going to guard and protect your dollars just as we would protect our own, and react in that ultra conservative manner '.hich we have learned to respect and expect in this community. I can tell you that from the bottom of my heart '" all five are looking at things in that way, There are some tough times ahead, Our State has gone through some tough times; the City has gone through some tough times, I hope that those times are behind us, I hope that we can learn; I hope that we can become educated from those types of situations. Give the Council a chance; give this team a chance. I think that you will see that the future for this town is only bright, and very, very optimistic. It is my pleasure to still be here to serve another year and serve as your Mayor Pro tem this year, Thank you very much. " REMARKS AND INTRODUCTIONS 8Y COUNC1U4AN MARGETT I "Thank you, Mayor Ciraulo, I want to extend my congratulations to you, also. I am looking forward to being supportive of your efforts, and if we can work together -- and I know that we can - - we will certainly bring a lot of good things to the City of Arcadia, as has been articulated by Dennis Lojeski, our Mayor Pro tem. Congratulations to you, too, Dennis. I thin~ that the community is really quite fortunate, although the younger people here -- at least from the standpoint of tenure in office -- are Joe and George. Dennis and Bob Harbicht and myself have certainly earned many more stripes on our cuffs than Joe and George have from the standpoint of having served on the City Council. "I would also like to introduce my wife, who is here tonight, Beverly is a superb cook, and, of course, I miss many of those lovely meals that she has to come over here, and we have turkey sandwiches here and peanut butter and jelly sandwiches when we are working away at night on some fantastic work session. "I would like to address a few re_rb to my friend, George Faschin,. Over the years, George, we have laughed a lot and we have certainly worked hard together on co-.unity projects. There is no question about that. We have certainly argued a lot; we've gone to the mat on a few issues. But. our friendship has continued and it has grown. I SIa very happy to consider you my friend. Today George and I had lunch and my thoughts returned to that period of time when we had a sandwich and some ladies approached the table where we were seated. They were working for the bond committee for the passage of the bond -- working hard today and, without being really solicitous, they cllllle over and shook George's hand. They indicated that he had done such a tremendous job in the cOlllllWlity, and that the cOllllllUIlity truly appreciated what he had done. I think that is certainly prevalent in this community today. Bain, something of a philosopher, my thoughts again return to sOll8thing that Emerson said many, many years ago. To laugh often and much (which George does), and to'win the respect of intelli,ent people (which George I has done); to appreciate beauty and find the best in others; to leave the world a little b'it better whether by a healthy child, a garden patch, a redeemin, social condition, to know even one life haa breathed easier because you have lived, this is to have s~cceeded. Co_nts made at Council reorganizations tend to be typically upbeat, and I don't want to depart entirely from that, but sitting on the City Council is 6 4/20/93 I I ROLL CALL 1. J5:0095 more than a social club, and we have important things to consider. I think it is my duty to talk about some of my concerns. Thinking about last year, I am pleased with some of the things that have been mentioned here '" the Nordstrom store coming to town is certainly a big boon for Arcadia, The Fire Station and the Library are continuing to move along, hopefully, to completion, "But, I don't look at the last year as particularly successful. ~e started out with the City Council firing our City Manager. I was opposed to that, and I still think it was a very unfortunate thing for the City. ~e talked about study sessions, and the fact that Council meetings are now on television. Yhat you may not know is that most of the business of the City is conducted in the Conference Room over there, ,and without the cameras being on. I've made it no secret that I am not pleased with the study sessions. I think the business of the City should be conducted in here in front of the citizens. On looking at the future, on the positive side, I am encouraged by the progress being made on the downtown revitalization. I think we have a long way to go on that, but I think the Council and the City are taking some positive steps and, hopefully, we will see that come to fruition, and have some influence on that area which for many years has been something that 'the City of Arcadi.. and the citizens have not been proud of. "I have some concerns, too, and I aJIl hoping that regarding a couple of the things that are currently in process, my colleagues will join lIIe in dropping the plans to put the City into debt for eleven million dollars to try to earn a little interest in the financial markets. This is still to be considered at some future date, and I am hoping that it is something that will, hopefully, quietly die away. Another thing that I see coming along here is the time when the government i. taking even a larger role in our private live., and when mo.t people are saying they just want big brother to get off their backl, this City ia moving toward taking away one of the last bastions of personal freedom, and that is their private property rights. The City Council is planning on a City-wide architectural review board and this is apparently based upon the belief that the government can do a beeter job of designing our hOWles than privaee citizens can. I boping in my final year on the Council to see this idea die a final death, too. I aJIl sorry that my re_rkl are such a downer, but I feel it is important that everyone including government officials tell it like it is. I'. beginning my final year on the Council tonight and know every _lIber of this Council wants to do what is best for the City. Even though we I114Y disagree at times over what that is, I plan to work together for the good of all the citizens of Arcadia-. llEeESS REORGANIZED CITY COUNCIL llECONVENED PllESENT: Councilmemben Fasching, Harbicht, Lojeski, Kargett and Ciraulo AllSENT: None AUDIENCE PARTICIPATION Joe O'Brien, 535 Anton, Costa Ke.a, stated, in pare, thae he is present to speak on behalf of tho owner of Beecher Construction Company who recently performed so.. work which involved putting in a sewer line and completing the work of paeching the street afterwards. The site ot this work 18 between Fourth and Fifth Avenues on Duaree Road. The work was completed December 23, 1992. The $8,300 recent ion paYJl8ne has been beld by the City for over four IIOnths. AMENDMENT NUMBER TWO - JOINT EXERCISE OF POWERS AGREEMENT CITY/FOOTHILL TRANSIT J J: C'lJ9'5 conforms to the specifications and standards; that it is a good job; and in all fairness. the City should pay the contractor the $8,300. The City Attorney stated that a claim has been filed against the City of Arcadia by Beecher Construction Company, and the matter is in litigation, The matter has been reviewed by the Public loIorks Director and City Attorney, The City Attorney cautioned Council not to respond, and noted that he is prepared to discuss it further with Council in a closed session. Scott Downie, 1104 Rancho Road, was present to offer his congratulations to Mayor Ciraulo and Mayor Pro tem Lojeski. He thanked Councilman Fasching for all his endeavors on behalf of the citizens and for the accomplishments of the past year. This letter stated in part that, in view of thair co_itment to Arcadia. and in view of the current economic and budget shortage realities facing the City, the lIanage_nt Teala will not request any improved compensation commencing the upcoming fiscal year. It is the opinion of the Manage_nt Te_ that the present compensation package for the Executive Kanage_nt reala is fair, and reflacts the Council's orientation to recruit and retain good quality manage_nt and professional peraonnel. On advice of the City Attorney, it was MOVED by council_mber Margett, seconded by Councilmember Harbicht and CARRIED that the need to take action on the following item arose after the agenda was printed. It was then KOVED by Mayor Pro tem Lojeaki, seconded by Councilmember Fasching and CARRIED to AllTHORIZE the City Manager to APPROVE compensadon in the 8IIOunt of $2,791 to certain Police manage_nt personnel for services in the afterlll&th of the Rodney King verdict. The City lIanager explained that the Police Departlllent went on a 12 hour ahift scbedule to guarantee the absolute protection and safety of the community and aa a result additional coata were incurred. Council should be very grateful for that help and that kind of response. Mayor Ciraulo concurred with Councilmember Harbicht's remarks. Councilmember Fasching congratulated Mayor Ciraulo, and stated, in part. that he has enjoyed working with Mayor Ciraulo since their election three years ago. He is looking forward to the coming year and the continuation of the work and the precedent that has been set for the Council in the past 'ear, I Mayor Pro tem Lojeski extended his thanks and appreciation for the leadership role of the City Manager and the department heads. Mayor Pro tem Lojeski referred to one of the conHnt itells approved earlier in this meeting in which approval was given for the recruitment of an Evidence Technieian for the Police Departlllent. This position to be filled by such a technician instead of a sworn police offieer. This will result in substantial savings to the City. Mayor Pro tem Lojeski reported. in part, on his attendance last week at a meeting to address the idea of setting up some sort of cOllllllittee to oversee the architectural standards in arts of the <:',:y that do not have homeowner assoc iations. Anconer meeting to be held in the near future tC draft and ratify a document .ch will eventually be presentea co Council. At that time ~re will Je further discussion at the Council level. Mayor Pro tam Lojeski suggestea that Council express their appreeiation to the co.-ittee by providing refreshments for their final meeting.
