REVIEW .":?3C - ~O M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING (WORK SESSION) MAY 11, 1993 The City Council and the Arcadia Redevelopment Agency met Adjourned Regular Meeting (Work Session) on Tuesday, May 11, at 5:35 p.m. in the Council Chambers Conference Room. in an 1993, PRESENT: ABSENT: Councilmembers Fasching, Harbicht and Ciraulo Mayor Pro.:fem Lojeski and Councilmember Margett (Mayor Pro tem Lojeski arrived at 5:39 p.m.) It was MOVED by Councilmember Harbicht, seconded by Councilmember Fasching and CARRIED, to EXCUSE the absence of Mayor Pro tem Lojeski and Councilmember Margett. ORAL COMMUNICATION None. Federal and state laws require counties, incorporated cities, and government agencies with major land holdings to control pollutants in stormwater and non-water runoff from urban areas. The goal of these regulations is to protect receiving waters such as oceans, lakes, streams, and groundwater. The Stormwater/Urban Runoff Quality Management Program in Los Angeles County is a cooperative effort among these jurisdictions to comply with the requirements. In 1990, the Environmental Protection Agency's stormwater regulations were published, implementing the 1987 amendments to the Federal Clean Water Act. The regulations are administered through the National Pollutant Discharge Elimination System (NPDES) Permit Program. In California the NPDES Permit Program is administered by the California Water Resources Control Board, and the Regional Board sets water quality objectives within their region. In June 1990 the California Regional Water Quality Control Board, Los Angeles Region, issued NPDES Permit No. CA006l654 for Stormwater and Urban Runoff Discharge in Los Angeles County. The Stormwater/Urban Runoff Quality Management Program has been established to meet the requirements and objectives of the Permit. The Management Program requires the Principle Permittee and the Co-Permittees to develop and implement a. system of Best Management Practices (BMPs). The City of Arcadia is a Co-Permittee in Phase II of the program and is responsible for meeting the Permit requirements for stormwater quality management within Arcadia's jurisdictional boundaries, as well as in storm drains which Arcadia owns and maintains. As Principle Permittee, Los Angeles County is responsible for coordinating permit compliance activities among co-permittees and acting as liaison between the state and the cities. The NPDES Permit Implementation Agreement will be on the agenda at the May 18, 1993 Council meeting. At the April 13, 1993 City Council work session Council appointed a committee of two Councilmembers, Mayor Ciraulo and Councilmember Margett, and Chief Gardner to meet with Larry Wolff, architect for the design of Fire Station No.2, to analyze the low bid from Merco -1- 5/11/93 ..<A ~ . 3. This, because the bid received from Merco Construction came in at $2,820,000, and Mr. Wolff's estimate for the project is $2,300,000. The committee met after the April 13 work session and addressed a number of issues which could reduce the cost of the project. Subsequent to this, Mr. Wolff submitted a summary and cost comparison of those items considered by the committee for cost reduction or substitution. Fire Chief Gardner also submitted, at the meeting this date, a report of projected project costs which included: Construction Bid _ $2,820,400; Indirect Cost - $299,460; and, Contingency at 7% _ $218,390, for a total of $3,338,250 in projected costs. The total estimated budget - $2,818,689, produced a difference of $519,561 under the projected costs. Council proceeded through each proposed reduction in cost, and after considerabre discussion agreed to: I , : 1) Reduce the Contingency to 4% ($124,600) for a savings of - $ 93,790 2) Remove rear ~~te and rework parking lot via chan~e orders - $ 74,500 3a) City to procure a generator for a l~_ savings of - $ 6,000 For a total reduction to the projected costs of - $174,290 Other items were alsQ considered by the reduction, of which Council reviewed o~ly. . The City Manager presented an overview of the budget process and the preparations involved, and noted that: Council and staff have been talking about the "Budget Riddle" since November of 1992. The budget has been balanced under the guidance of the Council and is now presented for Council's consideration. A five-year budget projection .of estimated revenues and expenditures was also presented to Council. The Preliminary Operating Budget for IT 1993-94 was distributed to the Council for .their review, and the Study Session Budget Review meeting scheduled for Tuesday, May 25, 1993. I At the April 6, 1993 pre-meeting, Council reviewed a proposal from the School District for a reconfiguration of Campus Drive to provide diagonal parking to increase overall student parking spaces at the High School. The proposed design concept included the widening of El Monte Avenue t:o two travel lanes in each direction, north and south, from Campus Drive to Duarte Road, with traffic signals at each intersection. The entry to the westerly student parking lot would be on El Monte Avenue, somewhere between Duarte Road and Campus Drive. Designated student pickup and oropoff areas would be located on Campus Drive and on El Monte Avenue, north of Duarte Road, and on Duarte Road. Parking on Duarte Road would ~ot be permitted becween 8:00 a.m. and 6:00 plm., Monday through Ftiday. Staff is looking at the effect the change in Campus Drive would have on the intersections of Santa Anita Avenue, Duarte Road and Campus Drive, as well as other intersections. The Public Works Director recommends that a circulation study for Campus Drive be conducted by a traffic engineering consultant to provide some alternatives for consideration. Council agreed to authorize staff to forward a letter to the School District recommending the traffic study at School District expense. ITEMS FROM COUNCILMEMBERS Staff reported that Kurt Taylor, the new general manager of CableVision, will be present at the May 18, 1993 Council meeting to introduce himself and answer Council's questions, if any. The Assistant to the City Manager reported that he has received some commitments from Mr. Taylor regarding improvements to the cablecasting of Council meetings. Mr. Taylor will assign all new temporary equipment to the City for the Council meetings which will produce quality ca~!ecasts. Staff reported that Domenico's Restaurant will open for business at the former "Cask N Cleaver" site on Santa Anita Avenue after remodeling the building. In reference to an application approved by the Planning Commission on April 13, 1993, for a showroom for motor vehicle sales in the M-l zone at 118 La Porte, staff reported that the vehicles will be restored late-model sports cars and luxury automobiles. Also, no more than three (3) vehicles would be involved at anyone time at the property. Mayor Pro tern Lojeski reminded staff that the sale of used cars in that redevelopment area is prohibited. Staff will look into the matter and report back to the Council. At 7:48 p.m. the City Council ADJOURNED to 11:00 a.m., Friday, May 14, 1993, at the Community Center for a workshop with Mr. William Lewis, and any Closed Session necessary to discuss personnel, litigation matters or evaluation of properties.
