FY 1993-94 BUDGET REVIEW 03~O -5'0 I M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING (WORK SESSION) MAY 25, 1993 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an Adjou~ed Regular Meeting (Work Session) on Tuesday, May 25, 1993, at 5:30 p.m. in'the Council Chambers Conference Room. PRESENT: ABSENT: Councilmembers Fasching, Lojeski, Hargett and Ciraulo Councilmember Harbicht On MOTION by Mayor Pro tem Lojeski, seconded by Councilmember Fasching and CARRIED, Councilmember Harbicht was EXCUSED. ORAL COMMUNICATIONS None w_"'_ The City Attorney announced that, "pursuant to Government Code Section 54956.9(8) the City Council will go into a CLOSED SESSION to discuss the case of Scoville vs. Arcadia". At 5:40 p. m. the City Council ADJOURNED to the CLOSED SESSION, and at 5:50 p. m. RECONVENED the Work Session. Item No. 1 was considered after Item No.2. It was MOVED by Councilmember Margett, seconded by Mayor Pro tem Lojeski and CARRIED to APPROVE the job classification for Planning Consultant and the Employment Agreement with William D. Woolard. A proposed operating budget for FY 1993-94 was submitted to Council for review. The public hearing for adoption of the City budget is scheduled for June 15, 1993. Kayor Pro tem Lojeski noted that this budget has been reviewed several times. He has no comment except to ensure that the allocation of $50,000 to the Chamber of Commerce for FY 1993.94 is included, as well as the funding for Police Officer support for the West Arcadia Band parade. The City Manager responded that both items are included. The City Manager stated that there are a number of issues and item areas listed in the budget that staff intends to bring back to Council in the coming year. One of the ~reas of big concern to the staff is the,' area of general aiability, property liability, workers compensation, and health insurance costs in the arena of insurance cost generally. Staff plans to come back to Council with a recommendation that the City employ a 1 5/25/93 3. CLOSED SESSION (lIIO - ",n 35:00133 specialist, Advanced Risk Management and Techniques, Inc., commonly known as ARM Tech, and they would look into some of these techn'ical insurance areas for the City, and offer some suggestions for dealing with and containing some of the costs over the coming year. The City Manager distributed copies of the proposal received from ARM Tech. The cost would be $12,000 and could be funded by savings hoped to be realized through implementing their recommendations. The Finance Director will study the proposal, and recommendations will be brought to Council at a later meeting. Mayor Pro tern Lojeski inquired as to what happens when a certain department comes in with substantial savings, and whether that department will be penalized by losing funds the following year. The City Manager responded that he plans to provide incentives at the work crew level to save money. Means will be developed 1 to allow the department to share in the fruits of such savings in terms of being able to use those savings for certain purposes in ~hat department vs. the savings going back into the general fund. Perhaps the department might be able to purchase a piece of equipment. Specific recommendations will be brought back to Council utilizing the concept of keeping the savings for the department. Councilmember Fasching referred to an article he had seen in the League of California Cities Legislative Bulletin which stated that the local government redevelopment funds share taken by the State might be less this year than the $500,000 projected by staff. $337,000 in redevelopment funds had been taken from the Arcadia Redevelopment Agency by the State last year. The City Manager responded that if Governor Wilson approves an 18 month budget as opposed to a 12 month budget, additional revenues might be realized which could lessen the impact on local governments. The original projection could be reduced to $70,000 - $75,000, however it is too early in the State budget process to make any sure projections. Councilmember Fasching noted that the City of Paso Robles has developed an attractive one page newsletter which focuses on the State budget impact on local services. This newsletter is distributed to the residents with the water bills. He would like to consider something similar. Staff will get a copy of this Paso Robles newsletter for Council's consideration. ITEMS FROM COUNCILMEMBERS Mayor Pro tem Lojeski commended the City Employee's Picnic Committee for a job well done. "- Considerable discussion ensued among the Councilmembers with regard to the widespread misconceptions in the community regarding the question of a bond issue. Although Council had approved this merely as a possible option for the future, there seems to have been a certain amount of difficulty in convincing the citizens that there are no plans to approve a bond issue. There was some discussion regarding the possibility of rescinding this option, since it is not contemplated that it will be utilized in the near future. It was pointed out that it could be reinstated in the future should it become desirable to do so. Councilmember Lojeski would like to see some wording on a possible resolution which would state that the reason this option would be rescinded is because of misunderstanding in the community, and not because of any pressure from an isolated group of people. A draft of the resolution will be circulated to the Councilmembers and further discussion taken up after Council reviews the proposed resolution. . I The City Attorney advised that, "the SECOND CLOSED SESSION on this date was adjourned at the conclusion of the regular meeting pursuant to Government Code section 54956.9(b)(1) to discuss a 2 5/25/93 1 I 35: 0134 situation where, in the opinion of the City Council based on legal advice in view of existing facts and circumstances, there is a significant exposure to litigation against the local agency" ADJOURNMENT At 6:25 p.m. the City Council entered the CLOSED SESSION, RECONVENED and ADJOURNED at 6:55 p.m. to Tuesday, June 1, 1993 at 7:00 p.m. in the Conference Room of the Council Chambers.
