and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
JUNE 1, 1993
The City Council and the Arcadia Redevelopment Agency.met in an
adjourned regular meeting on Tuesday, June 1, 1993, at 7:00 p.m.
in the Council Chambers Conference Room.
PRESENT:
Councilmembers Fasching, Harbicht, Lojeski, Margett
and Ciraulo
None
ABSENT:
The City Manager and Finance Director distributed the 1993/94 -
1997/98 Capital Improvement Program to the Council The proposed
capital expenditures for the first year are included in the FY
1993-94 Operating Budget previously distributed to Council.
The City Manager requested a Glosed Session at the conclusion of
this meeting, and the City Attorney announced", "that Closed
Session is going to be under Government Code Section 54956.9(a)
to discuss the workers compensation case of Swanton versus
Arcadia, and the eminent cases of Arcadia versus Wilson and
Arcadia versus Wingard".
Staff advised that the response time for removal of graffiti
after notification is 48 to 72 hours for private property and 24
to 48 hours for public property, generally. The City is not
responsible for graffiti on freeway signs. With regard to this,
the Director of Public Works and the Assistant Director of
Planning are looking into a number of aspects relative to
graffiti removal such as a City ordinance that would restrict
the availability of spray paints and markers. Also an 800
hot1ine number has been implemented and an "adopt a portion of
the freeway" program is being considered. Staff noted that there
are several measures the City of Pasadena has undertaken that may
also help Arcadia and added that Diamond Bar and Monrovia have
made parents responsible for payment up to $10,000 to $15,000 if
their children are apprehended while applying graffiti. Pasadena
is also considering a fine on parents of violators.
Mayor Ciraulo announced that the scheduled reception and dinner
for the Ghinese delegation have been canceled because the
delegation are having difficulties in their efforts to leave
their country.
At 7:09 p. m. Council entered the CLOSED SESSION, RECONVENED and
ADJOURNED sine die at 7:25 p. m.
