CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK ROLL CALL CLOSED SESSION (J11'O-YO SOURCE RED'N & RECYCLING ELEMENT (IWMP - AB 939) UE.20 . .:w NC,P M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JULY 6, 1993 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, July 6, 1993 at 6:30 p. m., in the City Council Chambers Conference Room, PRESENT: ABSENT: Councilmembers Fasching, Lojeski, Margett and Ciraulo Councilmember Harbicht (arrived at 6:52 p,m.) It was MOVED by Councilmember Margett, seconded by Mayor Ciraulo and CARRIED to EXCUSE the absence of Councilmember Harbicht, The City Manager requested a Closed Session to discuss the "Memoranda of Understanding", and at 6:42 p. m. the Council ENTERED the CLOSED SESSION, adj ourned and RECONVENED the regular adjourned meeting at 6:52 p.m. AB 939, the California Integrated Waste Management Act, mandates a Source Reduction and Recycling Element (SRRE) , which requires cities and counties to develop plans for waste reduction goals to divert waste from landfills of 25\ by January 1995 (this date could be extended to 1997), and 50\ by January of the year 2000, The City baa since joined the San Gabriel Valley Solid Waste - Joint Powers Authority, to develop and implement the Source Reduction Element as well as the Household Hazardous Waste Element. In Kay of 1993 the City Council approved funding for administration of the City's program and staff was retained. Staff reported the City has currently attained 8.2\ of the 25\ goal and have developed four (4) programs which will help meet the 25\ requirement as follows: 1) A cOllllDercial. industrial recycling progr8lll. Several months ago the Council approved joining with the Cities of Duarte and Monrovia in a multi-jurisdictional approach for the commercial- industrial recycling program. Negotiations are currently under way for the recycling of this type of waste. Staff anticipates an October 1st implementation of this program. 2) Multi-family-unit recycling. In June, 1993, staff implemented a pilot program at eight multi-family complexes throughout the City, Currently these participants recycle aluminum, plastic, tin, glass and newspaper. To date this program appears to be successful ". participation is incredibly high, according to staff A City-wide program could possibly divert approximately 7.1\ of the residential recyclables base, 3) A backyard composting program was explained in detail by staff. Yard clippings or green waste represents 26\ of the City's residential refuse stream, Staff displayed an "earth machine", which was a barrel type bin to be used for mixing compost from yard clippings, This too could be a pilot program. Staff noted that they do not expect to direct 100\ of the City's residential green waste through this program. I': ~ TANKS _ TR. 42936 ADJOURNMENT ATTEST: 35:01i2 reported, depending on the number of homes involved, At a later date, staff will request that the City subsidize the pilot program, which will require the participants to attend a class on composting, If the pilot program is succ,'ssful, the City should achieve 2,3% of the total residential r fuse diversion, Staff added the compost bin has a lock and they ar~ not aware of any safety problems with this program, This in response to the City Attorney's question, 4) Staff reported the City's present contract with Newco Waste Systems for residential refuse collection will expire March 1994, The City will then go out to bid for this service _ Staff considers a multi-jurisdictional approach to the residential service contract could be economically beneficial to the City, I Staff suggested the Cities of Arcadia, Monrovia, Duarte, Sierra Madre and Temple City could join together to send out Requests fur Proposals for a joint residential refuse/recycling program, The combined population of these communities is approximately 150,000, and staff believes this could be beneficial to a refuse hauler also, Currently Newco services Duarte, Monrovia and Arcadia, if Sierra Madre and Temple City could be added to the RFP package only one administrative process would be required to achieve a savings for all five cities involved. Staff noted also they had considered hiring a consultant to represent all five cities which could result in an unbiased analysis of the refuse haulers returning the RFP's. The cost for this service would be shared by all five cities and possibly could be passed on to the hauler, Staff explained in detail the services they would like to include in an RFP which would be beyond the basic services, such as a franchise fee; promotional waste management panels en each refuse truck; require that the refuse billing be handled by the City; landfill site commitment, and more. Staff explained also, the future hauler may be expected to expand the recyclable materials that are currently collected to include other materials. In reference to the closure of the Arcadia County Park, the objections of the City Council to this possibility will be stated in a letter to b. prepared for the Mayor's signature. In particular, Council's position that County revenues received from the golf course at the park should be used to maintain the rest of the park, to keep it open. Also Council's position in this matter will be stated in the next City Newsletter. Staff reported the City of Monrovia, developer Charles Bluth, and Mr. Pokrajac are negotiating to move the Bluth water tanks to a less visible site in Monrovia.
