The City Council and the Arcadia Redevelopment Agency met in a
regular meeting at 7:35 p. m" Tuesday, July 6, 1993 in the
Conference Room of the Arcadia Council Chamber.

ABSENT:
The City Attorney announced that, "the City Council met in a
CLOSED SESSION pursuant to Government Code Section 54957,6 to
discuss certain subjects within the scope of representation with
regard to the City's represented employees, and to give
instructions and to review the position of the City with regard
to certain items that will be on the agenda this evening".
Mayor Ciraulo announced that, "this morning at 10:00 a, m. formal
ground breaking ceremonies were held for the replacement fire
station at the corner of Baldwin and Huntington Drive, The
public was invited to attend and witness the first step in the
construction of a new station that will accommodate the needs of
the community for the next forty or fifty years. The Council is
proud that it has been able to bring this new fire station to
our community, We are certain this new facility will enhance the
services that our fine fire fighters already provide to the
residents of Arcadia," A video of the ceremonies was presented.
Mayor Ciraulo also announced that, effective August 1, 1993, the
Arcadia Fire Department will be given a Class I classification.
Currently there are only fifteen Class I cities in the United
States. For Arcadia to become number sixteen in the country is
a significant achievement. Fire Departments are rated once every
ten years, Fire Department staff has aggressively pursued this
goal and is extremely pleased with the results, Every employee
of the Fire Department is to be commended for their high level
of performance, and will share in the pride of being a member of
a Class I Department, This should also have a positive effect
on the fire insurance rates in the City. Arcadia should be very
proud of its Fire Department.

Harbicht and CARRIED, that ordinances and resolutions be read by
title only and that the reading in full be WAIVED,
PRESENTATIONS
Mayor Ciraulo read a proclamation: "WHEREAS Jim Parker has been
Executive Director of the Arcadia Chapter of the American Red
Cross for twelve years; and WHEREAS during that time he has been
responsible for over two hundred volunteers and a host of
services from disaster relief to first aid instruction; and
WHEREAS he has been very successful in fund raising efforts which
included a debt-free move into the existing Red Cross facility;
and WHEREAS Jim was honored as Arcadia Citizen of the Year in
1984, on behalf of the entire City Council, I, Joseph C, Ciraulo,
Mayor of the City of Arcadia, do hereby PROCLAIM July 6, 1993 to
be Jim Parker Day and on behalf of the City Council do thank him
for his commitment to the welfare of Arcadia and to wish him well
in his deserved retirement".

On behalf of the City Council, Mayor Ciraulo, Mayor Pro tem
Lojeski, and Councilmember Harbicht ~resented plaques of
appreciation for their distinguished service and accomplishment
during their terms to Glenn King (Personnel Board); Isabel Hooten
and Warren Shaw (Senior Citizens' Commission),
The oath of office was then administered by the City Clerk to the
following incoming members of various boards and/or commissions
as indicated:

Jo Duckwall and Sheng Chang, Senior Citizens' Commission
Jean Cope, Sister Citv Commission
The new commissioners were presented with their credentials, City
pins, and welcomed to the City family,
AUDIENCE PARTICIPATION
Mever Piet, 757 Anoakia Lane, stated, in part, that he lives
across the street from the gate to the Anoakia School property,
The buildings on this property are a fire hazard; the property
is overgrown; is filthy; and the weeds and overgrowth create an
additional fire hazard. At times there are gangs of young people
who climb over the fence to hold gatherings on this property,
He has called the police numerous times about these young people,
and the Police always respond, and solve the problem temporarily,
This is residential property, and he would like the City to see
to it that the owner maintains this property in a proper manner
as is the case with other residential properties in the City,

Arthur Farr, representing the Arcadia Unified School District
music teachers and young musicians of the three junior high
school and the high school, These young musicians have formed an
Arcadia Pops Orchestra, and are putting on a concert July 8 on
the City Hall lawn. The young musicians will also present a
second concert in connection with the Arcadia Methodist Hospital
90th Anniversary celebration.
Maril vn Morel, 201 E. Longden Avenue said that she came to
Council to talk about the same problem Mr. Piet as in his
neighborhood, What she has to say is long and involved, so she
will contact the City Manager's Office about the matter.

PRESENT: Agency Members Fasching, Harbicht, Lojeski, Margett

ABSENT: None
The proposed retail warehouse project at the northeast corner of
Second Avenue and Santa Clara Street (210/Wash Project) requires
significant expertise in the areas of economic analysis and
negotiation with the various organizations and individuals with
interests in the site. To assist staff in this effort, a
proposal has been obtained to provide such economic analyses and
redevelopment services from Rosenow, Spevacek Group, Inc. (RSG) ,
It was MOVED by Member Margett, seconded by Member Lojeski and
CARRIED on roll call vote as follows to APPROVE entering into a
contract, in a form and content approved by Agency General
Counsel, with Rosenov, Spevacek Group, Inc. to provide economic
and redevelopment consulting services associated with the
210/Wash Project pursuant to their proposal,
Councilmember Margett requested that the Agency be kept advised
of the costs of this project,

WAIVED non-compliance with the specific bid process of the City
of Arcadia; and APPROVED the sale of three police vehicles (1
1989 Chevrolet and 2 1990 Chevrolets) to the Arcadia Unified
School District for $3,000 each. The proceeds from the sales to
be added to the unappropriated general fund.

ACCEPTED the project and AUTHORIZED final payment to be made to
B-1 Enterprise Corporation in accordance with the contract
documents, for the reconstruction of deficient concrete sidewalk
at various locations - Job No. 535, The final contract amount
of $122,844 was funded from 1992.93 C,I.P. budget funds in the
amount of $96,844 plus $26,000 of approved SB 821 pedestrian
facilities funds. Ten percent (10%) retention payment becomes due
and payable 35 days after Council acceptance upon completion of
all corrections of record.
ACCEPTED the project and AUTHORIZED final payment to be made to
Thomas Equipment Rentals in accordance with the contract
documents, for Norman Avenue drainage improvements, The work

AWARDED contract in the amount of $445,999,20 to E,G,N,
Construction, Inc, for rehabilitation of Holly Avenue - Campus
Drive to Live Oak Avenue - Job No, 666; WAIVED all informalities
in the bid and bidding process; and following the receipt of

ACCEPTED the project as complete, The original contractor,
Beecher Construction Company completed the work outlined in the
plans and specifications in December 1992, The work consisted
of construction of relief sewer main lines and sewer laterals on
Huntington Drive and Duarte Road - Job No. 507, The asphalt
pavement over the sewer trench at Duarte Road was unsatisfactory,
A pavement contractor was hired to repair the deficient portion
of the subject project, The pavement contractor will be paid by
the ten percent (10%) retention held by the City, The final
contract amount of $83,626,49 was funded from the Sewer System
Service Fund. The remaining portion of the ten percent (10%)
retention payment becomes due and payable 35 days after
acceptance of the project by the City Council upon completion of
the corrections of record.

AUTHORIZED the Mayor and City Clerk to execute and record
Quitclaim Deed, in a form approved by the City Attorney, to the
Los Angeles Turf Club, relinquishing all rights and interests in
that certain storm drain easement as described in Corporation
Grant Deed recorded April 4, 1985, as Instrument No, 85-496508,
AUTHORIZED the Mayor and City Clerk to accept and sign the
Easement Deed, in a form approved by the City Attorney, granted
by Santa Anita Realty Enterprises, Inc. establishing a storm
drain easement over certain real property as described in said
easement document,
AWARDED contract in the amount of $192,925 to Roy Allen Slurry
Seal, Inc. for 1993-94 slurry seal program, various streets, and
installation of traffic stripes and pavement markings - Job No,
541; WAIVED any informalities in the bid or bidding process, and
AUTHORIZED the Mayor and City Clerk to execute a contract in the
form approved by the City Attorney,
ACCEPTED the project and AUTHORIZED final payment to the
contractor, W. A. Rasic Construction Co., Inc., in accordance
with the contract documents, The work consisted of the
installation of approximately 4600 linear feet of 16" waterline,
fire hydrants and appurtenances on Live Oak Avenue from El Monte
Avenue to Second Avenue - W,O. ~96. The contract amount of
$449,964 was funded from the Water Facilities Replacement Fund.
Ten percent (10%) retention payment becomes due and payable 35
days after Council's acceptance of work upon completion of any
corrections of record.

Under new procedures established by AB 408, an individual who has
received a parking citation has the opportunity to request an
administrative review either by mail or personal conference,
The administrative review shall be conducted by City staff, If
an individual is dissatisfied with staff review, that person can
request a hearing before a Parking Hearing Official, The City
of Arcadia is scheduled to assume responsibility for parking
citation processing and have a program in place and operational
by July 1, 1993, the effective date of AB 408, Prior to
'implementation, a Parking Hearing Official classification must
be established, A single Parking Hearing Official, hired by the
City of Arcadia, will serve as the hearing official for the
Cities of Arcadia, Monrovia and Duarte, The new classification
is a part-time position with a salary range of $22.68 - $27.56
per hour,
Following a brief discussion, it was MOVED by Mayor Pro tem

DIRECT staff to incorporate the necessary changes to the

Consideration of purchase of a new pumper for the Fire
Department, In response to questions from Councilmember Margett,
, ,Fire Chief Gardner explained that this will replace a pumper that
is twenty-two years old. The City has the opportunity to make
this purchase jointly with the City of El Segundo which will save
money. A fire pumper is ordinarily in use for twenty years or
more and is completely rebuilt once or twice during that period
of time, It was also noted that an additional $7,000 in savings
,can be achieved through prepayment of the chassis and full
,payment upon delivery. Funds in the amount of $260,625 have
been allocated in the 1993-94 Equipment Replacement Fund for this
purchase.
It was MOVED by Councilmember Harbicht, seconded by Councilmember
Margett and CARRIED on roll call vote as follows to WAIVE non-
compliance with the specific bid process of the City of Arcadia;
and AUTHORIZE purchase of a new fire pumper from Pierce
Manufacturing of Appleton, Wisconsin in the amount of $257,522
including delivery and sales tax.

Consideration of an agreement for provision of emergency
communications service (9-1-1) between the City of Arcadia and
the City of Monrovia, The agreement establishes a joint
communications system for the Arcadia Fire Department and the
Monrovia Fire Department. The City of Arcadia will provide
emergency dispatch services for the City of Monrovia Fire
Department. In exchange, the City of Monrovia will compensate

The proposed operating budget which was submitted to Council and
approved on June 15, 1993 did not include increased costs for the
City's medical insurance program as these costs were not known
at the time the budget was presented to Council. Sufficient data
is now available for staff to evaluate the cost of these items
and to recommend Council actions. Staff also recommends that the
City not consider the PERS refinancing issue at this time, but
delay any action until the PERS Board decides to either extend
the rate increase moratorium or implement a rate increase for
fiscal year 1993-94.

an additional appropriation of $15,000 for medical cosc for the
1993-94 fiscal year and INSTRUCT staff to reallocate existing

At its meeting of Hay 12, 1992, the City Council directed staff
to investigate alternatives for lighting reside'ntial streets,
Specifically, the City Council requested staff to come back with
a report regarding decorative lighting which could be offered to
property owners as an alternative to the cobra head luminaire

staff report was presented, considerable discussion ensued among
Councilmembers regarding the use of decorative lighting in the
future in place of the present cobra head luminaire,
Councilmember Fasching felt the cobra head lighting was
inappropriate for residential areas. One neighborhood had
withdrawn its petition for lighting because they did not want the
cobra head lighting, Councilmember Harbicht saw no reason to
restrict this selection since there is already a variety of
street lighting fixtures in the City. Councilmember Harbicht
also did not see a need to adopt a resolution establishing
lighting standards, and that this could actually be used against
the City in a liability situation, The Public Works Director
felt that a resolution or Council approved departmental policy
would be appropriate and would set a goal, The City Attorney
said that the wording of the Resolution will not prejudice the
City in a liability situation.

It was the consensus of Council that this item be DEFERRED to a
Closed Session at the end of the regular items.
The City Attorney presented the second extension request to an
agreement to continue hearings regarding hillside development -
Martin property. The initial Agreement called for a continuance
to March 9, 1993, followed by an extension to July 13, 1993, The
current request continues. the process until January 11, 1994,
It was MOVED by Mayor Ciraulo, seconded by Councilmember Margett
and CARRIED on roll call vote as follows to APPROVE Amendment No.
2 to the Agreement for Continuance of Public Hearing - Martin
property, and AUTHORIZED the Mayor to sign the Agreement,

Councilmember Harbicht reviewed an article in the Wall Street
Journal concerning public transit systems, Athough in the last
twenty years, government has, invested billions of dollars in
public transportation, the ridership of such transportation has
actually decreased, He is not convinced that fixed rail transit
is the answer to transportation problems in this area, and there
are huge costs involved, Councilmember Harbicht feels that
considerable study and thought should be given to these matters
in view of the projected light rail system from Los Angeles to
Pasadena, and possibly from Pasadena to Arcadia and Monrovia,
He questions whether this system will really benefit Arcadia
and it could cost as much as $20 million in taxpayer money,
Counilmember Fasching stated that he shared a lot of
Councilmember Harbicht's concerns, He nbted that the Blue Line
light rail system from Los Angeles to Pasadena is presently in
jeopardy because of lack of funds. It will be six years before
this system could be completed if the funds are available, He
happens to believe that HOV Lanes on Freeways are the best answer
to moving people that we have. Recently at a Transportation
Committee meeting of the San Gabriel Valley Association of Cities
he brought up the possibility of joining with the Metro Link rail
system which is a diesel engine type of transportation. The
Metro Link comes from San Bernardino into Claremont, Pomona and
El Monte and then to downtown Los Angeles. Since the Transit
Authority owns the entire 210 corridor of the Sanca Fe railroad,
perhaps continuation of the Metro Link along this corridor would
be an alternative worth pursuing. We could be moving people in
this area on Metro Link in six months,
Councilmember Fasching noted that the matter of the future of the
Los Angeles County Park in Arcadia was discussed at the pre-
meeting this evening, There have been rumors of possible closing
because of the County's financial shortfall. The Council would
like to go on record as opposing any change in status at the
County Park in Arcadia. 'Also, that the County derives a
substantial amount of revenue from the golf course, tennis courts
and restaurant at the park and that this money should be utilized
in maintenance of the park, This position will be stated
formally to County officials.
In response to a question from Mayor Pro tem Lojeski, staff said
that the work session scheduled for July 13, 1993 will include
a discussion of the Architectural Design Review Committee's
recommendations to the City Council. This will be a joint City
Council/Planning Commission meeting.
Saturday, June 19, 1993, Becky Pike, Arcadia Business License

The Council thanked Mrs, Pike,
Kaye Fuentes, Purchasing Officer, developed a mail pre-sorted
system which will save the City 2,1 cents per envelope, This is
another cost saving item and thanks also go to Mrs. Fuentes,
Mayor Ciraulo reminded citizens that on Sunday, July 18, there
is to be a Community Picnic at Arcadia High School celebrating
the 90th anniversary of the City of Arcadia and the Arcadia
Methodist Hospital,
"I would like to adjourn the public portion of this meeting in
memory of Paul Johenk, Dr, Paul G. Johenk, resident and avid
supporter of the City of Arcadia, passed away last week. Paul
was a retired Methodist minister, having served in that capacity
for fifty-five years, He was also Chaplain of Arcadia Methodist
Hospital for twenty-five years, He received his Bachelor of
Science Degree in Education from Temple University in 1940;
his Master of Divinity from Temple University in 1942; and his
Doctorate in Ministry from the San Francisco Theological Seminary
in 1978. He played a key role in his community as Chairman of
the Arcadia Red Cross for two years; President of the Arcadia
Coordinating Council; Chairman of the Arcadia Public Library
Board of Trustees; Chairman of the Bi.centennial Commission in
1975; State Chaplain; High Twelve Club; and Resident Chaplain for
the USC Medical Center; and Los Angles County Hospital for five
years. In addition, he was selected as Arcadia's Citizen of the
Year in 1976; and the recipient of the Hiram Award in 1989,
There are many other accolades accorded to Rev, Johenk and I
think the obituary in the Star News indicated a lot more, Paul
is survived by his wife, Ellen, five children and ten
grandchildren, Services are scheduled at 2: 00 p, m., July 7,
1993 at the Church of the Good Shepherd. We have lost a good
and valuable friend to the City of Arcadia. With that, I adjourn
this meeting in memory of Paul Johenk",

At 9:51 p. m, the City Council ADJOURNED to a CLOSED SESSION,
which CLOSED SESSION CONVENED at 10:00 p. m" pursuant to
Government Code Section 54957,6 to review salaries and benefits
applicable to represented employees, and to discuss related items
within the scope of representation.
At 11:00 p. m, the City Council ADJOURNED the CLOSED SESSION and
RECONVENED the regular meeting to consider Agenda Item 7e,
Consideration to formally implement the salary and benefit
deferrals of the Arcadia Firefighters' Association (AFFA) and the
American Federation of State, County and Municipal Employees
(AFSCME- AFL-CIO local 2264, and to make related benefit
adjustments to General and Management Employees,
The City of Arcadia and the AFFA60 AFSCME have agreed to amend the
current Memoranda of Understanding (MOU's) to include moving
salary adjustments scheduled for June 27, 1993 and December 26,
1993 to December 26, 1993 and June 26, 1994 respectively; and
with respect to the AFSCME ONLY, moving salary adjustments
scheduled for June 26, 1994 to December 25, 1994; also, to defer
the scheduled increase for health and dental insurance and
assuring that these employees experience no additional out-of-
pocket health and dental expenses until January 1, 1994; and
assuring that no layoffs will occur to represented employees
through December 31, 1993. And, with respect to the AFFA ONLY;
establishing a survey framework to determine future compensation
of AFFA represented employees; and agreeing to meet and consult
with AFFA representatives if there are any significant changes
to manning and overtime status.

As a result of this year's budget situation, Management and
General Employees requested that they not receive a salary

2) APPROVE the amendment to the Memorandum of Understanding
between the AFSCME AFL-CIO Local 2264 and the City of Arcadia
dated July 1, 1992 - June 30, 1995; and
3) DEFER the scheduled health and dental insurance increase for
Management and General Employees until January 1, 1994, and
ASSURE the employees in these units experience no additional
out-of-pocket expenses for health and dental insurance
between July 1, 1993 - December 31, 1993: and
4) DIRECT staff to take the necessary steps to implement the
recommendations presented in the June 29, 1993 staff report,

At the request of Councilmember Harbicht, the Council ADJOURNED
to a CLOSED SESSION to discuss Costco, Said CLOSED SESSION was
conducted pursuant to Government Code Section 54956,8 to discuss
potential acquisition of property at the northeast corner of
Second and Santa Clara to the 210 Freeway and negotiations with
Costco, Western Security Bank, Emkay and the Los Angeles County
Public Works,
At the conclusion of the CLOSED SESSION, Council RECONVENED the
Regular City Council meeting to a continuation of Matters from
Elected Officials - Agenda Item No.9.
Councilmember Fasching brought up the subject of scheduling for
certain informational tours of water facilities sponsorp.d by
various agencies. Discussion occurred regarding the importance
of notice for such trips so that Councilmembers, if interested,
can make plans to participate,
At 11:27 p,m. the Regular City Council Meeting ADJOURNED to
Tuesday, July 13, 1993, at 5:30 p, m. in the Conference Room of
the Council Chambers for an Adjourned Regular Meeting (Work
Session) and to conduct the business of the Council and any
Closed Session necessary to discuss personnel, litigation matters
