PROJECT ()~fl) _ O.;l p'..r~ I,,:; MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING July 20, 1993 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Heeting on tuesday, July 20, 1993, at 7:00 p.m., in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT : Councilmembers Fasching, Harbicht, Lojeski, and Ciraulo Counci1member Hargett It was HOVED by Councilmember Fasching, seconded by Mayor Ciraulo and CARRIED to EXCUSE the absence of Councilmember Hargett, The City Manager distributed an insert which will be included in the City's next water billings. The insert provides information to Arcadia residents regarding the water rate increase; gives a required lsgal announcement regarding a San Gahrisl Valley Basin Water Quality Authority public hearing; and informs residents that the Arcadia Fire Department has been given the designation of a Class 1 rating, a promotion from Class 2. Councilaember Harbicht was concerned that, if a person did not know that designations of 1 through 10' were given to fire departments throughout the country, it might look as though our Fire Department had previously been "second-class" and only recently improved to "first class." So that Arcadia residents more clearly understand the designation, he suggested the insert mention the fact that there are 10 levels of rating. Counci1member Fasching added that it might also mention that the City of Arcadia Fire Department is one of only 16 in the United States to carry a Class 1 rating. The City Council was advised by Public Works Director Joseph Lopez that ths City could save one month of design time by retaining the services of a local engineering consultant to provide a street survey with regard to the reconstruction of Huntington Drive between Second Avenue and Santa Anita Avenue. If the Council wished to act on this matter at tonight's meeting, it must approve a motion that the need to take action arose after the agenda was posted. Councilmembsr Fasching asked for clarification as to whether or not the Council has agreed to go ahead with everything that was previously presented by Michael Freedman, The City Manager answered no, but Mr. Freedman will be at the August 3 Council meeting to give cost estimates, and his final report will be presented, as will a recommendation to proceed with the street-scape projsct. In response to a question from Counci1member Fasching rsgarding the possibility of aiding small business owners in refurbishing storefronts, the City Manager said Mr. Freedman would be asked for his input and suggestions to the facade-assistance program prepared by staff before it is brought back to Council. -1- 7/20/93 LABOR RElATIONS & PERS LEGAL SERVICES (Liebert, Cassidy & Frierson) f.J~/O.),J rJs.P ADJOURNMENT ATTEST: 35:0l89 Counci1member Harbicht feels that, before giving approval to go ahead with downtown revitalization, the Council should receive more information as to what the total cost of this project is going to be, the total payback, and the time of the payback. He has reservations regarding many of the things that have been suggested, including whether Huntington Drive should be the focus of downtown revitalization. He would like Council to thoroughly discuss these matters before spending $24,400 on a street survey. Counci1member Fasching agreed. stating that he would like to be assured of the cooperation of business owners in the storefront program and the possibility of relocation. By consensus, Council decided not to include this matter on tonight's agenda. With regard to Item 6c on the agenda, Counci1member Lojeski asked if the services of Liebert, Cassidy & Frierson have always been obtained on a contractual basis, or an hourly rate basis as needed. The City Attorney answered that for the last several years there has been a contract, which is more cost effsctivs in that it provides for a full range of negotiation services and related legal advice. It doss not cover other items such as litigation and grievance hearings, which are handled separately on an hourly rate. CouncUmember Fasching asksd whether questions that refer to agenda items, such as Councilmember Lojeski just asked with regard to Liebert, Cassidy & Frierson, would be better asked at the Council meeting for the benefit of the audiencs. The City Attorney explained that such questions could appropriately be asked at either a pre-meeting or Council session. The purpose of the pre-meeting has always been to ask questions to shorten discussion at the Council meetings, but more discussion may be desired now that the meetings are broadcast on television.
