(Horse Trainers) eJ,3,,'c).....c, M" ' 'v , , UTILITY USER'S TAX (Cellular Phones) 03 ~O_/.lO NSP ARMORY SITE TOUR f}7,,),j./(l II{ ,; I" MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING AUGUST 3, 1993 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, August 3, 1993 at 7:00 p.m. in the Conference Room of the City Council Chambers. PRESENT: ABSENT: Counci1members Harbicht, Lojeski, Margett and Ciraulo Councilmember Fasching (Arrived at 7:04 p.m.) On MOTION by Councilmember Margett, seconded by Councilmember Harbicht and CARRIED, Councilmember Fasching was EXCUSED. The Finance Director reported that, in response to Council's previous direction, staff had contacted other Southern California race tracks regarding business licenses for horse trainers. The survey disclosed that the Cities of Del Mar and Cypress require such licensing. Inglewood collects a business license fee from the track itself in lieu of a business license for trainers and other track businesses. Pomona has a short racing season during the Los Angeles County Fair in the fall, and they negotiate an agreement with organizers of the Fair in lieu of business license fees for the horse trainers and other Fair businesses. Staff reported that, if this business license fee were extended to horse trainers at Santa Anita it could generate approximately $6,000 to $7,000 a year. In the discussion, Councllmembers Fasching, Harbicht, Lojeski and Margett agreed that, since all other businesses in town must have a'business license, it is only fair that a business license should.- tie .required of horse trainers also. The Finance Director advis~.'that the base fee would be $60.10 a year plus $12.00 per employee for a possible average of $80-$90 a year per trainer. This item will require a public hearing at which time the trainers will have an opportunity to be heard by the Council. The Finance Director reported that a number of cities are imposing a utility user's tax on cellular telephone use. He asked if Council wished to consider extending the City's utility tax to this use also. In the discussion, Councilmember Harbicht suggested that staff contact the City of Alhambra for a copy of their survey and report. This to save our staff time, since Alhambra may have already completed such a survey and report, Councilmembers Fasching and Harbicht felt that cellular telephone users should not b~.exempt from the utility user's tax, and this matter should just move ahead and be placed on an agenda for public hearing. Staff will contact Council regarding the time and date to tour the Armory site. Also, after touring the site recently, Councilmember Fasching had requested that the Director of Economic Development prepare options for leasing out the entire facility, as opposed to City departments utilizing the site. He does not think the building suitable for City use in its present condition ... possibly it could be leased for storage use and return $25,000 to $35,000 a year in lease fees to the City. Staff has developed a handout explaining the new policy which they present to developers. In reference to existing preventer devices, staff noted the requirement to screen such would require an ordinance which would also allow for a reasonable time period in which to comply. In reference to the letter and petition being circulated in the Highlands Homeowners Association area related to subterranean parking, Councilmember Fasching reported that he had calked with the president of the association, Jim Thomas, offering to hold a town hall type meeting at Highland Oaks School, with two Councilmembers present, and staff or Planning Commissioners, to allow homeowners in that area an opportunity to discuss their concerns and the future development of that area with Council and staff. Since then, Mr. Thomas informed him that the association did not wish to have such a meeting... but would finish circulating the petition and then present it to the Council.
