(Auto) ADJOURNMENT ATTEST: MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING AUGUST 17, 1993 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular meeting at 7:00 p. m.. Tuesday, August 17,1993 in the Conference Room of the Arcadia City Hall Council Chambers. PRESENT: ABSENT: Councilmembers Harbicht, Margett and Ciraulo Councilmembers Fasching and Lojeski On MOTION by Councilmember Margett, seconded by Councilmember Harbicht and CARRIED, Mayor Pro tem Lojeski and Councilmember Fasching were EXCUSED. The City Attorney reminded Council that since only three Councilmembers are present this evening, the City Charter has a provision that at least three votes are required for the enactment of any ordinance, any resolution or for approving of any payment of money. A majority of the quorum will not suffice, The City Manager announced that Finance Director Jim Dale's father passed away. Also that Water Supervisor Jim Smitherman had undergone bypass surgery last Thursday, and is now resting comfortably at home. It was MOVED by Councilmember Harbicht, seconded by Councilmember Margett and CARRIED that Mayor Ciraulo be the voting delegate and Mayor Pro tem Lojeski be the voting alternate to cast ballots on behalf of the City of Arcadia at the upcoming League of California Giths meeting in San Francisco, October 16 - 19, 1993. Staff informed the Council that the City ordinance prohibiting game machines in liquor stores does not apply to the application for entertainment permits for installation of game machines in pizza parlors. Staff reported that the water usage in the City is slightly higher this summer than it was last summer when penalties for excessive water usage were in place. However, water consumption is about 18% lower than it was three years ago before the conservation program went into effect. Fire Chief Gerald Gardner explained the Fire Department request for a new automobile as replacement of a 1986 sedan which has high mileage and is presenting maintenance problems.
