ADJOURNMENT MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING AUGUST 17, 1993 The City Council and the Arcadia Redevelopment Agency met in a regular meeting at 7:30 p. m., Tuesday, August 17, 1993 in the City Hall Council Chambers. Bishop James Corrigan, Church of Jesus Christ of Latter Day Saints Peter Kinnahan, Assistant City Manager for Economic Development PRESENT: ABSENT: Councilmembers Harbicht, Margett and Ciraulo Councilmembers Fasching and Lojeski On MOTION by Councilmember Margett, seconded by Councilmember Harbicht and CARRIED, Mayor Pro tem Lojeski and Councilmember Fasching were EXCUSED. On MOTION by Councilmember Harbicht, seconded by Councilmember Margett and CARRIED, the minutes of the adjourned and regular meetings of August 3, 1993 were APPROVED. It was MOVED by Councilmember Harbicht, seconded by Councilmember _Margett and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. ACCEPTED PUBLIC IMPROVEMENTS FOR MAINTE- NANCE (Tr. 1147904 - Judith Court) Ih '.;j(). .J) 35: 0222 CITY COUNCIL RECONVENED CONS ENT ITEMS At the request of Councilmember Margett, the City Manager explained in detail that the Purchasing Department has permission from the County of Los Angeles and Maurice Sopp and Sons Chevrolet to purchase vehicles from the Los Angeles County contract. Said vehicle is the type and meets the specifications of the Arcadia Fire Department. It was MOVED by Councilmember Hargett, seconded by Councilmember Harbicht and CARRIED on roll call vote as follows to WAIVE non- compliance with the specific bid process of the City of Arcadia and AUTHORIZE the purchase of one 1993 Chevrolet Caprice Classic LJ Sedan (Model IBN19) from Maurice J. Sopp and Sons Chevrolet in the total amount of $15,985.28. This award based upon the Los Angeles County contract T-337. Funds for the purchase of two vehicles were budgeted in the Equipment Replacement Fund FY 1992. 93, in the amount of $40,150. The appropriation also includes necessary accessories - radios and lights. I AYES: NOES: ABSENT: Councilmembers Karbicht, Margett and Ciraulo None Councilmembers Fasching and Lojeski Consideration of staff's request to retain ASL Consulting Engineers to provide design services for the rehabilitation of Huntington Drive (Santa Anita Avenue to Fifth Avenue). Also staff's request for authorization to replace two prior approved projects (cement lining of existing 16" water main and construction of ten (10) 8" water main laterals) at a budgeted amount of $185,000 and $50,000 respectively, with a Parallel Main Project (PHP) in Huntington Drive from Santa Anita Avenue to Second Avenue The estimated cost to construct the PMP is $415,000. With Council's approval, staff could utilize the already approved funds of $235,000 toward the PMP. If the PMP "is approved, it is requested that Council appropriate an additional $180,000 from the Facilities Replacement Fund for a total of $415,000 for the PMP. Councilmember Harbicht expressed his concerns regarding this item, particularly with regard to the total cost. In his opinion, the only way this will help the Downtown Revitalization Project will be if a future new business owner tears down a building to construct a new building. In that instance, the proposed water main laterals will undoubtedly cut the expense for such businesses required to construct new water service. However, there is no guarantee that this will happen to any large extent. The City Manager noted that in the event Council would like to continue this item to the next Council meeting, the Water Manager will be available at that time to respond to Council's questions and conCerns. I It was MOVED by Councilmember Margett, seconded by Councilmember Harbicht and CARRIED to CONTINUE this consent item to the September 7, 1993 Council meeting. AMENDING SECTION 6429.3,5 TO ADD A NEW SECTION 6429.3.5 TO THE ARCADIA MUNICIPAL CODE REGARDING SELF-INSURANCE (TAXICAB LIABILITY)". It was MOVED by Councilmember Harbicht, seconded by Councilmember Margett and CARRIED on roll call vote as follows that Ordinance No. 1993 be and it is hereby ADOPTED. AYES: NOES: ABSENT: Councilmembers Harbicht, Margett and Ciraulo None Councilmembers Fasching, and Lojeski The City Attorney presented for introduction and read the title of Ordinance No. 1995: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING VARIOUS SECTIONS OF CHAPTER 2, ARTICLE IX REGARDING STORAGE AND AMENDING CHAPTER 1 OF ARTICLE V TO INCLUDE REGUlATIONS FOR THE COLLECTION AND LOADING OF RECYCUJlLES IN THE COMMERCIAL, INDUSTRIAL, MULTIPLE FAMILY, SPECIAL USE AND PUBLIC USE ZONES". It was MOVED by Councilmember Harbicht, seconded by Councilmember Margett and CARRIED on roll call vote as follows that Ordinance No. 1995 be and it is hereby INTRODUCED. . It was MOVED by Councilmember Margett, seconded by Councilmember Harbicht and CARRIED on roll call vote as follows that Resolution No. 5746 be and it is hereby ADOPTED.
