ADJOURNED REGULAR MEETING
SEPTEMBER 7, 1993
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting on Tuesday, September 7, 1993, at 7:07
p.m. in the Conference Room of the City Hall Council Chambers.

Councilmembers Fasching, Harbicht, Lojeski, and
Ciraulo
Councilmember Margett
ABSENT:
It was MOVED by Councllmember Fasching, seconded by Mayor Pro tem
Lojeski and CARRIED to EXCUSE the absence of Councilmember
Margett.
The City Manager informed the Council of a special pre-
conference workshop to be held on Saturday, October 16, with
regard to the work of boards and councils and how to make that
work more effective. Several Councilmembers had expressed
interest in the workshop, and he asked for confirmation of
attendance. Councilmember Harbicht said he would let the City
Manager know at a later date if he would be able to attend. The
Council will be returning from the League Conference on Tuesday,
October 19, which is also a Regular Council Meeting day. The
City Manager asked if Council would prefer to cancel that meeting
or reschedule it. The matter was discussed but no decision was
made; Council will let the City Manager know their preference by
the time of the first Council meeting in October.
The Fire Chief reported there has been some discussion between
Arcadia developer Charles Bluth and a Monrovia developer with
regard to relocation of water tanks installed in the Whispering
Pines tract. The Arcadia tract was approved several years
ago, and water tanks were installed to provide domestic and
fire protection service. Two relocation sites in Monrovia have
been suggested. The City of Arcadia and City of Monrovia
Planning, Fire, and Water staffs met and prepared a letter to Mr.
Bluth to clarify the fact that neither city has any objections
to moving the tanks, as long as codes and requirements are met.
It was also noted in the letter that at this point the developers
should approach the City of Monrovia to go through the permit
process, site approval, and so forth. The Arcadia Fire
Department is primarily concerned that fire protection for the
Arcadia tract is maintained.
Mayor Ciraulo asked if the two proposed sites in Monrovia are
visible from Arcadia; the Fire Chief believes they are not. In
answer to Mayor Ciraulo's question regarding why the developers
want to move the tanks, the Fire Chief speculated that it would
make a very nice lot available to the Arcadia developer, upon
which he could build once the tanks were removed. Also, it would
remove the tanks from the Monrovia developer's home; there is a

buildable lot in Monrovia and the value of all the properties
would increase significantly; and the tanks would be removed from
public view. The staffs of both Arcadia and Monrovia are in
favor of the developers' moving the water tanks, and thereby have
set forth in their letter the process which the developers must
follow if they wish to move forward with relocation.
Councilmember Harbicht commented that his understanding is that
if the tanks are moved to a Monrovia location, the Monrovia
developer desires access to the water in those tanks. The Fire
Chief responded that that is one of his motivations; however, if
the tanks are moved to Monrovia, the fire protection water still
has to serve the Arcadia tract. Arcadia needs an adequate amount I
of water, accessibility, and reliability. If water were to be
shared between the two jurisdictions there would be no
~eliability, because in the event of a fire in Monrovia, water
could be used that has been designated for the Arcadia tract.
The Fire Chief noted that it is Arcadia's responsibility to see
that the minimum fire flow is being provided in its jurisdiction
at all times.
A discussion followed regarding alternative methods of providing
the necessary water to each jurisdiction. The Fire Chief stated
that the City of Monrovia cannot specify to the developer the
amount of water which must be provided until the developer
submits a proposal as to what he wants to do, where the roads are
going to be, how many homes are to be built, etcetera.
The Fire Chief reported that there is water in the tanks, the
seals that were leaking have been repaired, and staff is going
to instruct the developer to finish the project, plant trees and
landscape as required in the original plan. The letter to Mr.
Bluth went out on September 3, and it was indicated that staff
will contact Mr. Bluth to inform him to finish the job and put
in the trees.
