CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
SEPTEMBER 21, 1993
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting on Tuesday, September 21, 1993, at 7:00
p.m. in the Conference Room of the City Hall Council Chambers.
PRESENT:
Councilmembers Fasching, Lojeski, Margett, and
Ciraulo
Councilmember Harbicht
ABSENT:
It was MOVED by Mayor Pro tem Lojeski, seconded by Councilmember
Margett and CARRIED to EXCUSE the absence of Councllmember
Harbicht.
The City of Arcadia has become a member of the Commerce and
Cities Consortium for business development. On MOTION by Mayor
Ciraulo, second by Councilmember Margett, Councllmember
Fasching was designated as the representative to the board. The
City Manager is the alternate,
The City Manager spoke about the "mission statement" developed
at the Council's corporate planning session last year. which
sets forth four broad goals, generally, describing City programs
and acitivities. The City Manager distributed the information,
with a brief rewrite for Council's review, so that an agreed-upon
mission statement may be reached, He would like to discuss the
statement with Council at the next work session, as it will be
used at the corporate planning session of department heads to be
held in the next month or so.
It was suggested by the City Manager that items listed on
tonight's agenda with regard to personnel matters could be
discussed in a closed session if Council had any questions of a
confidential nature,
With reference to a staff report in the September 16 Council
Newsletter, Councilmember Margett wished to review with the City
Manager the way his question regarding Newcastle Park was
handled. He wondered if the request could have been handled
through the City Manager's office, rather than referring the
matter to Council by means of the Newsletter. The City Manager
offered to meet with Councilmember Margett to evaluate the work
that was completed by staff at the park.
Mayor Pro tem Lojeski asked for clarification as to the purchase
of breathing apparatus and composite breathing air cylinders on
the regular meeting agenda this evening, Fire Chief Gardner
explained that recommendation is to replace 48 air cylinders
which must be disposed of, according to Federal regulation,.now
that they are 15 years old. It is also recommended to purchase
two units of a breathing apparatus,

Arcadia High School has requested approval of a fireworks display
for the homecoming football game on October 29. The Fire Chief
assured Council that there have been no problems with public
fireworks displays, which are allowed by City codes, as far as
the Fire Department and Police Department are concerned.
Mayor Pro tern Lojeski stated that there is still a problem with
flyers being left on car windows and ending up all over the
Towne Center parking lot. The City Attorney is in the process
of preparing a criminal complaint with regard to the Holiday Inn,
the offender in this case.
For Council's information, Mayor Pro tem Lojeski mentioned that
there will be a free concert featuring Joe Oiffy at Santa Anita
Race Track as part of this Sunday's racing event.
With regard to an auction to be held at the Arboretum, Mayor Pro
tem Lojeski has brought this information to the attention of the
Business License Officer. The City of Arcadia should receive its
share of the sales tax generated.
