ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 2, 1993
The City Council and the Arcadia Redevelopment Agency met at 7:00
p. m., November 2, 1993 for an Adjourned Regular Meeting in the
Council Chambers Conference Room.
PRESENT:
Councilmembers Harbicht, Lojeski, Margett and
Ciraulo
Councilmember Fasching (Arrived at 7:09 p,m,)
ABSENT:
It was MOVED by Councilmember Margett, seconded by Councilmember
Harbicht and CARRIED, to EXCUSE the absence of Councilmember
Fasching.
The Arcadia Tournament of Roses Association has requested that
the City enclose a Tournament of Roses flyer with the current
City water bills, which will soon be mailed. Council considered
the precedent this would set and discussed the items which could
be printed on or mailed with the water bills. Generally, Council
felt that, although they are in support of the Tournament of
Roses Association and Chamber functions, it would be
inappropriate to incorporate Chamber of Commerce publicity with
official City announcements ... there are many organizations in
the City who might wish to do this also, and setting a precedent
should be avoided. By consensus the Council determined that
space on or with the water bills would be reserved for official
City communications only.
The Methodist Hospital has requested they be allowed to utilize
the pedestrian bridge which spans Huntington Drive between the
hospital and the medical building, to hang a banner to publicize
a ho~pital event. The City Attorney advised that this request
came in after the Council agenda had been ,printed, and Council
could consider the request and act on this item at the regular
meeting this evening with the appropriate motion. Council
concurred.
Attachment A to Resolution No. 5753, which Council will consider
at the regular meeting this evening, contains the Management
Clas~ification of Assistant City Manager. The City Manager noted
that this classification should not be on the list. Council will
so note the change at the regular meeting.
Councilmember Fasching reported that he and two staff persons
had just returned from Sacramento this evening. They had
testified at the Integrated Waste Management Board meeting
regatding the City's necessity to receive credit for green waste
which the City produces, and which will be diverted from
landfills. Representatives from other cities were in attendance
to state this same request. The final decision will not be known
until early December.
Staff reported the scope of work to be completed on Michillinda
Avenue would include resurfacing, repair and reconstruction of
curb~, gutters and sidewalks, and installation of wheelchair
ramp~ .

The fire chief reported that one City fire crew had been deployed
to the site of the Malibu fire, and one crew to the mobilization
area in La Canada which will be ready to move in if that fire
continues to expand. Ten engines from our area have also been
deployed which are part of a strike team.
