ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 16, 1993
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting on Tuesday, November 16, 1993, at 7:00
p.m. in the Conference Room of the City Hall Council Chambers.
PRESENT: Counci1members Fasching, Harbicht, Lojeski, Margett,
and Ciraulo
ABSENT: None
The City Manager requested a Closed Session be held to discuss
pending litigation, at the conclusion of the 7: 30 regular
meeting.
It was MOVED by Mayor Pro tem Lojeski, seconded by Counci1member
Margett and CARRIED to accept with regrets the resignation of
Emil Amato from the Planning Commission. Mr. Amato is moving out
of the state.
Council discussed the suggestion that, due to holiday
activities, the Regular Council Meeting scheduled for December
21 be canceled. It was decided to delay a decision until the
first Council meeting in December.
Counci1member Harbicht commented that he would like everyone to
be aware of the difference between public access television and
government access television. With regard to television for
Arcadia residents, he prefers government access, which is limited
to the broadcast of City Council meetings, School Board meetings,
high school football games, and the like. Public access
television, on the other hand, is open to all kinds of
programming, and could create a situation of City goverrunent
becoming involved in the censorship of certain unacceptable
programs. Counci1member Harbicht will forward a newspaper
article he has read regarding this matter to the City Manager for
distribution to other Counci1members. As Councilmember Fasching
understands it, the City of Arcadia is not committed to any
public access as far as its franchise is concerned.
Mayor Pro tem Lojeski inquired about a letter received from Jim
Dunbar of the American Red Cross pertaining to the proposed
congregate meal program. The Senior Citizens Commission
will be presenting a recommendation with regard to this matter,
With regard to the vacancy on the Planning Commission.
Mayor Pro tem Lojeski suggested that Council be given the
resumes of those individuals who have an interest in becoming a
Planning Commissioner. It was agreed that the interview process
previously used by Council to last appoint the Planning
Commissioner worked very well. Staff has written to those people
with applications on file to inform them of the opening on the
Commission; several have responded with interest.

At the request of Councilmember Margett, staff contacted Jim
Goodrich regarding a recycling program. The City of Irvine has
approved the use of their City Yard for a permanent household
hazardous waste site. The City of Arcadia's program is for used
oil only. Mr. Goodrich will contact staff next fall, if the City
of Irvine goes forward with the design of the site which would
include all household hazardous waste.
Councilmember Fasching was contacted by residents on Magna Vista
who informed him of an unoccupied house at 251 West Magna Vista
Avenue which i6 surrounded in front by a six-foot-high chain link
fence, with barbed wire on top of the fence over one of the
drive~ays. Staff confirmed that the use of barbed wire is not
permissible. There has been a problem with vandalism on the
property because it is vacant. Plans have been filed for work
to be done on the property. Staff will look into the matter and
report back to Council.

A petition to "Save the Huntington Drive Parking" was presented
to Councilmember Fasching by John Nobrega, owner of John's
Discount Golf Shop on Huntington Drive. It was signed by
business owners on both sides of Huntington Drive between, Santa
Anita Avenue and Second Avenue. They are concerned about the
loss of parking on both sides of Huntington Drive with the
development of the downtown revitalization project. Mayor
Ciraulo commented that this must be a new concern, since they
attended the downtown revitalization ~orkshops and did not
present the matter at that time. Councilmember Fasching feels
that chis is something that should be looked into. He will give
the petition to the City Manager. Staff explained that this
matter could be discussed at the community workshop on November
22 regarding downtown revitalization land-use issues.
