The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting (Study Session) on Tuesday, December
21, 1993, at 6:00 p.m. in the Conference Room of the City Hall
Council Chambers.

It was MOVED by Councilmember Fasching, seconded by Councilmember
Harbicht, and CARRIED, to EXCUSE the absence of Councilmember
Margett.
The Recreation Director presented a report on a Congregate Meals
Program for Arcadia Senior Citizens. An ad hoc committee was
formed by the Senior Citizens Commission to explore the needs of
older adults in Arcadia and to create and prioritize programs
that would fill those needs. Through an informal telephone poll
of City churches and nonprofit agencies, it was found that there
is a need in Arcadia to provide a low-cost daily meal program to
senior citizens. The Community Center could be used for a daily
Congregate Meal Program to be offered Monday through Friday.
Five nutritious meals would be served per week, at an estimate
of 50 to 70 meals per day, for people in the age group of 60-
plus. If there should be a conflict with the use of the
Community Center building, then a box meal or a dinner meal will
be served.
The Senior Citizens Commission recommends that the City Council
authorize staff to write and submit a proposal for a Congregate
Meals Program, operated by the YWCA Intervale Senior Services
under contract with the Los Angeles County Area Agency on Aging,
If the proposal is accepted by the Area Agency on Aging, it is
recommended that an amount not to exceed $6,000 be allocated from
the General Fund to provide a Congregate Meals Program. It is
the intent of the Senior Citizens Commission to apply for
Community Development Block Grant funds to offset the $6,000 made
available for the Program.
During discussion of the Congregate Meals Program, it was
clarified that the price charged for the meal, which might be
about $1.25 or $1,50, would be a suggested amount, one that is
not mandatory. The Program would be open to any senior citizen,
not just Arcadia residents. The annual City commitment would be
$5,200, with a one-time cost of $800 for purchase of furnishings.
The contract with Intervale would be on a yearly basis.
Councilmember Fasching stated he would like to have stainless
steel eating utensils used with the meals in place of plastic
flatware, and perhaps trays with compartments rather than paper
or plastic plates, He asked for confirmation that the dishwasher
at the Community Centet could properly sterilize the utensils if
they were used.

Council concurred that this is a valuable and worthwhile program
for senior citizens, and they would like to see it implemented.
Mayor Pro tem Lojeski suggested the Recreation Director monitor
the program and give Council a periodic update of how it is
progressing. The matter will come before Council for a formal
decision at its next regular meeting on January 4, 1994.
Staff distributed a list of applicants to the Council for the
vacant position on the Planning Commission. It was agreed
that the interviews of six candidates be scheduled for Tuesday,
January 4, 1994, beginning at 5:30 p,m., before the regularly
scheduled Council meeting. Each applicant will be scheduled for
a 15~minute interview.

A discussion ensued and the City Attorney clarified that if
Council would like to appoint a Planning Commissioner at the
January 4 meeting after the interview process, an item to that
effect could be placed on the agenda for that meeting. Should
Council decide not to appoint at that time, the matter could be
continued to another meeting.
The City Manager announced that tonight, after the regular
Council meeting, a Special Meeting has been scheduled to consider
the Library design and development project.
The City Manager requested a Closed Session be held after
tonight's Special Meeting,
With regard to recent correspondence from Charles Bluth, staff
explained that, as per the conditions of approval, it was
requested that trees be planted around the water tank, Mr. Bluth
says that because of this he does not have water meters. He
believes that the water meters are tied into landscaping
requirements. Staff explained that this is not true, and a
response to Mr, Bluth is being prepared.
Last year, it was announced in the newspapers that Los Angeles
County was considering abandoning the County Park in Arcadia due
to budget problems. The City lobbied against the proposal and
it was dropped. At this time, however, since the State is $3
billion to $5 billion in debt, it is anticipated that local
governments will be asked for cooperation in balancing the
State's budget, and the County may prefer to abandon County Park.
Staff has been asked to consider this possibility and provide
professional advice and alternatives to the Council if a decision
must be made on this matter. One of the potential uses studied
if the County Park should be transferred to the City was moving
the Civic Center to the Park and creating a park out of the
present Civic Center area. Council felt they would not want to
consider such a major move at this time.
Nell Soto, a Councilmember from the City of Pomona, was present
to address Council regarding her candidacy for a seat on the Air
Quality Management District Board of Directors, A runoff
election to break a stalemated vote for this position will come
before the City Selection Committee in January, Since no one
received a majority of the vote in the last election, there will
be a runoff between Nell Soto and Christina Madrid, a
Councilmember from the City of Azusa, who spoke before Council
at its last meeting. Ms. Soto is requesting Council's support
in this endeavor.
