PRESENT: ABSENT: Councilmembers Ciraulo, Fasching and Gilb Mayor Pro tem Harbicht and Councilmember Young It was MOVED by Councilmember Ciraulo, member Fasching and CARRIED to EXCUSE Harbicht and Councilmember Young. seconded by Council- Mayor Pro tem Consent Items on the regular meeting agenda, 8a, Text Amendment 92-001 and 8b, Text Amendment 92-002, set for public hearing on February 18, 1992. Consent Item Be, the report and recommendation for the award of the contract to resurface nine tennis courts - Job No. 673, withdrawn from the agenda. The organizational meeting of the San Gabriel Valley Transportation Coalition will be held on Wednesday, February 12, at the Almansor Court in Alhambra. City Manager George Watts and Councilmember Fasching will attend and represent Arcadia. The agenda for this meeting includes adoption of By- laws and selection of the Executive Committee. The Steering Committee has nominated the following slate for the Executive Committee: Elected Officials - John Fasano, Duarte; Phyllis Papen, Diamond Bar; and Bill Thompson, Pasadena; also Ex- Officio Elected Officials, Bea LaPisto-Kirtley, San Gabriel Valley Association of Cities, Transportation Committee; and Judy Hathaway-Francis, Los Angeles County Transportation Commission. Four City Managers are nominated also: Kevin Murphy, Alhambra; Glenn Southard, Claremont; Jim Starbird, West Covina; and George Watts, Arcadia. This transit study was the result of the Cities of Arcadia, Monrovia and Duarte coming together over a year ago to work together to get the proposed Blue Line rail service extended from the City of Pasadena to the foothill cities. The LACTC staff became interested and recommended to the Commission that a study be made which would justify the extension. The first draft of the study was distributed to the Council, "Preliminary Planning Study Along the Northern San Gabriel/San Bernardino Valley Transportation Corridor", and included a definition of the options and recommendations. Further, the study includes maps and information of transit options for extending either the Blue Line or Commuter Rail using the Atchison, Topeka and Santa Fe railway right-of-way beyond Pasadena through Arcadia or with a transfer station in Arcadia. The study explores various options/alternatives including the use of rail bus on the Santa Fe right-of-way to 2/4/92 1 34:0036 transport passengers to the Blue Line terminus in Pasadena at Sierra Madre Villa. The study contained certain givens such as the Blue Line light rail system will be extended from downtown Los Angeles on the Santa Fe Second Subdivision to East Pasadena. Also High Occupancy Vehicle Lanes will be implemented in 1993, or so, on the 210 Freeway from Pasadena around to the Route 30 interchange. ... It is assumed that express bus service will be operated along the HOV lanes. The Study indicated that the Los Angeles County options focused on alternate ways to extend rail service east from Pasadena. It was considered desirable that such rail extensions should connect somehow to the commuter rail service on the Southern Pacific line to provide regional transit connections. A lengthy discussion ensued and Council concluded that Arcadia should not provide a terminal or transfer station because this would require large parking areas to accommodate busses and turn around areas. Councilmember Fasching suggested that it might be a better plan to have some sort of a joint terminus with Monrovia. Further, that a terminus might be built on Fifth AVenue in Monrovia. The most desirable option for Arcadia would be to promote commuter rail through. the City to the terminus in East Pasadena. Staff advised that they will attend a meeting on February 6 with LACTC staff to discuss the six alternative transit options outlined in the draft study. The study will then focus on each of the six recommended alternatives to extending transit service east beyond Pasadena and will then provide additional information, particularly, on the impact to the local areas that have transfer stations and/or terminals.
