PUBLIC HEARING COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS 1992-93 (APPROVED) C.!J-JO "".20 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING FEBRUARY 4, 1992 The City Council and the Arcadia Redevelopment Agency met in a regular meeting at 7:30 p. m., Tuesday, February 4, 1992 in the Arcadia City Hall Council Chamber. Rev. Roger Kramer, Arcadia Christian Reformed Church Tim Maharo, Boy Scout Troop #115, Citizenship Award for Boy Scout San Gabriel Valley Council PRESENT: ABSENT: Councilmembers Ciraulo, Fasching and Gilb Councilmembers Harbicht and Young On MOTION by Councilmember Ciraulo, seconded by Council. member Fasching and CARRIED, Mayor Pro tem Harbicht and Councilmember Young were EXCUSED. On MOTION by Councilmember Fasching, seconded by Council- member Ciraulo and CARRIED, the minutes of the joint meeting with the Library Board of January 16, 1992, and adjourned and regular meetings of January 21, 1992 were APPROVED. It was MOVED by Councilmember Ciraulo, seconded by Council- member Fasching and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. CITY ATTORNEY The City Attorney announced that, "pursuant Co Government Code Section 54956.9(a), the City Council met in CLOSED SESSION to discuss the existing personal injury case of Yamashiro vs. Arcadia". PROCLAMATION Mayor Gilb read a Proclamation declaring the Month of March, 1992 to be Arcadia Beautiful Month and. to encourage the citizens of Arcadia to join together in the extra effort necessary to ensure that Arcadia remains the Community of Homes. The Proclamation was presented to Roland Kelly, Chairman of the Arcadia Beautiful Commission, by Councilmember Ciraulo, liaison to the Commission. The City has been advised by the Community Development Commission (CDC) that Arcadia will be receiving approximately $238,250 in Community Development Block Grant Funds for fiscal 1 2/4/92 34:0038 year 1992-93. In addition, the City has $80,000 in Contingency funds (monies left over from previous projects) which need to be allocated. HUD regulations require that no less than 70% of the funds are to be used for activities that benefi t persons of low and moderate income. The CDC has notified staff that the City must submit their cost and project summary to the County no later than February 14, 1992. Current project status and proposed projects (1992-93) are outlined in detail in staff report dated February 4, 1992. Staff is recommending three projects: 1) Housing Rehabilitation Project - $222,775; 2) Public Works Alley Improvement - North of Alta, South of Huntington - $83,475, and 3) Administration - $12,000. In reply to a question from Councilmember Ciraulo, staff said this application is to be a renewal, rather than an extension. '1 Councilmember Fasching inquired if other projects had been considered in place of the Public Works Alley Improvement project. He noted that one of the qualifications for expenditure of funds is the elimination of blight. He thinks that Second Avenue between Huntington Drive and Duarte Road is the worst appearing section of road in the City because of the power lines on both sides of the narrow street, and inquired if there were any plans for improvement of this area. The Public Works Director responded that there are plans in the Capital Improvement Program to improve Second Avenue. However, it is one of the last projects to be considered for undergrounding. One of the reasons the project is last is because the City does not have the right of way along Second Avenue, so the, power lines to be undergrounded would have to be placed in an appropriate portion of the roadway which the City does not have at this time. Also, such an improvement project is to be much larger than the projects suggested for the CDBG funds; it would probably be of the order of two million dollars. Mayor Gilb declared the hearing OPEN. Johanna Hofer, 875 Monte Verde Drive, stated. in part, that she had spoken to some of the senior citizens at the community center recently, and about half of them agreed that they would appreciate having a swimming pool and perhaps a jacuzzi. She feels this would have many benefits for seniors, and would like to suggest that staff look into the possibility that perhaps at some. time CDBG funds might be used for such a project. No one else desiring to be heard, the hearing was CLOSED on MOTION by Councilmember Fasching, seconded by Councilmember Ciraulo and CARRIED. It was then MOVED by Councilmember Ciraulo, seconded by Councilmember Fasching and CARRIED on roll call vote as follows to APPROVE the allocation of funds to proceed with the I projects as outlined in the 1992-93 Cost Summary in staff report dated February 4,' 1992, and AUTHORIZE the City Manager to execute the Memorandums of Understanding which are submitted to the County after a specific project is formally approved by the City. R<fr (../ /S/'f1o" 34:0039 contractor to the City, namely the firm which handles garbage disposal. Last Thursday night he put out a number of plastic bags with organic waste for collection. The following morning he discovered the organic waste had been removed; the plastic bags had been emptied and scattered on the street and the lawn. He felt he should report this to the Council. Mayor Gilb replied staff would take up the matter with the trash company. Johanna Hofer, 875 Monte Verde Drive, stated, in part, that she had recently written a Letter To The Editor in which she expressed her concern about the small number of candidates for the City Council seats in the upcoming City election. She feels the citizens should show more concern about their elected officials and local issues. She is concerned about the one night a week pari-mutuel betting at the race track and also about what action the City Council will take about expansion at Fashion Park. Mayor Gilb informed Mrs. Hofer that the one night a week pari-mutuel betting at the race track will be closely monitored with regard to impact on traffic, etc. She is also concerned about the expansion of the Mall if City money is to be used or if the City should be called upon to issue bonds. CITY COUNCIL RECESSED IN ORDER TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY PRESENT: ABSENT: Agency Members Ciraulo, Fasching and Gilb Agency Members Harbicht and Young On MOTION by Member Fasching, seconded by Chairman Gilb and CARRIED, Members Harbicht and Young were EXCUSED. On MOTION by Member Ciraulo, seconded by Member Fasching and CARRIED, the minutes of the meeting of January 21, 1992 were APPROVED. On May 21, 1990, the Arcadia Redevelopment Agency entered into an agreement with TRW Technar Inc. to: a) Purchase an 8,000 square foot property from Technar at 125 N. Second Avenue, formerly used by Technar as the parking lot serving their business location at 205 N. Second Avenue; b) Remove the structures from another property owned by Technar at 215 N. Second Avenue and relocate the family living there, and c) Pay Technar a total of $22,000 in three phases for the construction of a new parking lot at 215 N. Second Avenue. Technar has met all of their contractual obligations to the Agency and is now asking for a Certificate of Completion for the construction of the parking lot at 215 N. Second Avenue and final $10,000 payment. Agency staff is authorized by the agreement with Technar to make final payment to Technar upon the issuance of a Certificate of Completion. It was MOVED by Member Fasching, seconded by Member Ciraulo and CARRIED on roll call vote as follows to APPROVE the Certificate of Completion for the construction of a parking lot at 215 N. CITY COUNCIL RECONVENED CONSENT ITEMS PUBLIC HEARING SCHEDULED FOR FEBRUARY 18. i 1992 for consideration of Text Amendment 92-001, amending the Arcadia Municipal Code to prohibit the installation of razbr wire and barbed wire fencing in places where it will be visible from public streets. ! PUBLIC HEARING SCHEDULED FOR FEBRUARY 18. 1992 for consideration of Text Amendment 92-002, amendi'ng Sections 4131.1 and 9252.1.4.1 of the Arcadia Municipal Code to include llamas as domesticated animals and to include them in the requirements governing "equine animals" (Sean Cheng, applicant) . I ACCEPTED project and AUTHORIZED final payment to Alcorn Fence Company to be made in accordance with the contract documents. The final contract amount of $157,318.75 represents $91,174.00 for work performed in Sierra Madre and $66,144.75 for work performed in Arcadia. Federal funds will cover 90% of the construction costs, with the remaining 10% funded from local funds. The work consisted of the removal of existing guardrail and construction of new metal beam guardrailing on Santa Anita Canyon Road within the Cities of Sierra Madre and Arcadia - Job No. 659. A cooperative agreement had been approved by the respective City Councils which allows the City of Arcadia to administer this construction contract. Ten percent (10%) retention payment becomes due and payable 35 days after the recordation of Council acceptance and will only be released by the Director of Public Works on completion of all corrections of record. AWARDED contract for the purchase of one 2 1/2 ton dump truck with fiberglass tilt hood for the Public Works Department to Downey Auto Center in the amount of $31,950.17. Funds for the purchase of the 2 1/2 ton dump truck were budgeted in the Equipment Replacement Fund in the total amount of $49,000.00. Consideration of tennis court resurfacing withdrawn for rebid. It was MOVED by Councilmember Fasching, seconded by Councilmember Ciraulo and CARRIED on roll call vote as follows that Resolution No. 5644 be and it is hereby ADOPTED. Staff responded that it could be made available to the newspapers. The City Newsletter has already 0110.70 gone to press. ADJOURNMENT (Feb.18,1992 - 7:00 p.m.) ATTEST: Since he has been concerned about the reports of vandalism of mail boxes in the City, he contacted the City Attorney and was informed that such actions are Federal offenses. He suggested that this information be printed in the local newspapers, the City Newsletter and the school newspapers in an effort to curb this destruction. Noted that publicizing the penalties for vandalism of mail boxes has been done before, but agreed that it could be done again. He described instances of such vandalism that had been reported to him. Mayor Gilb also stated that he had a meeting with the Postmaster who informed him that a new post office building is to be constructed at the site of the earthquake damaged building in Arcadia. Because of this, the Postmaster is searching for a suitable temporary post office site for a period of about two years. The old Pantry Market site was suggested, but staff responded that the owners have initiated some activity there. Another suggestion was the former Buffums site at the Santa Anita Fashion Park. Mayor Gilb also noted that all the Post Office mail boxes in the City had been newly painted for the first time in many years.
