FEBRUARY 18, 1992
The City Council and the Arcadia Redevelopment Agency met in
an adjourned regular meeting at 7:00 p. m., Tuesday, February
18, 1992, in the Conference Room of the City Hall Council

It was MOVED by Councilmember Young, seconded by Councilmember
Ciraulo and CARRIED to EXCUSE Mayor Pro tem Harbicht.
RESIGNATION It ,was MOVED by Mayor Gilb, seconded by Councilmember Young
'PERS-:-BD-:-Re.e, Gdra:rfJ CARRIED, to ACCEPT the resignation of Patrick Gibson from
(Gibson) the Recreation Commission with regrets. Mr. Gibson has filed
01;;) (/ ~ ~O nomination papers for a seat on the City Council at the April
tVv~ 14, 1992 Municipal Election.

Staff recommends setting Agenda Item 8a, Regular Meeting this
date, for public hearing on March 3, 1992. This is an appeal
to the Planning Commission's denial of modifications for a
proposed 3-unit apartment building at 15 Genoa Street.
The Recreation Director reported that a permit had been issued
last year to Mr. Gary Hosteller, owner of West Coast Girls,
sponsor of an event called Photo Days which has been held at
Wilderness Park on the first Sunday of each month since August
4, 1991. Reports have recently been received from other park
users that these photo shoots use live models displaying
various degrees of nudity and improper poses. The Recreation
Director explained when the original permit was issued, Mr.
Hosteller had answered in the affirmative that his group is
an Arcadia organization and 50% of the participants are
Arcadia residents. The Recreation Director said that since
he has become aware of this use of the park by this
organization, he does not feel this is an appropriate use and
recommends that Council cancel the permit. Further, he
apologized for issuing the permit in the first place. In
reply to Council's questions, Mr. Collins responded that a
supervisory employee is on duty all day on Sundays. The
employee was aware of the event, but did not himself observe
any nudity, only that the group started out with 15 to 20
persons and is now drawing up to 100. Mr. Hosteller will be
present at the 7:30 p. m. regular Council meeting to address
the Council.
The City Manager requested a Closed Session before the regular
meeting this evening.
Councilmember Young thanked the Police Department for
patrolling Foothills Junior High School. Chief Johnson then

reported that Foothills Junior High staff requested that the
police patrol because of an on-going problem with bicycle
riders and parents driving vehicles without observing rules
of courtesy and so forth, especially at 3 p. m. when students
are picked up from school. Foothills staff called an assembly
at which Sgt. Sanderson spoke about these problems. After Sgt.
Sanderson finished his talk and started to leave, some
students threw papers at him. One student was observed doing
this and Sgt. Sanderson took him to the principal's office.
Chief Johnson reported that since enforcement has begun, the
Police Department has received about 150 telephone calls from
parents who are upset because they or their children have
received citations. The Police Department has also had
problems at Dana Junior High, as well as other Arcadia
schools.
ADJOURNMENT
At 7:12 p. m., Council entered a CLOSED SESSION, RECONVENED
and ADJOURNED sine die at 7:30 p. m.
