M) M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY SPECIAL MEETING (Proposed Expansion of Santa Anita Fashion Park) March 17, 1992 The City Council and the Arcadia Redevelopment Agency met in a Special Meeting at 6:00 p,m., Tuesday, March 17, 1992, to review the request for financial assistance received from Anita Associates for the proposed expansion of the Santa Anita Fashion Park mall, PRESENT: Councilmembers Ciraulo, Fasching, Harbicht, Young and Gilb None ABSENT: Mr. Kinnahan, Assistant City Manager for Economic Development, introduced Cal Hollis of Keyser-Marston Associates, the City's financial advisor for the proposed expansion of the MalL Also, Steve Deitsch, the Redevelopment Special Counsel for the -City'S potential involvement in a possible real estate transaction. t. Mr. Kinnahan briefly explained the Mall's revised site plan and construction schedule for the proposed expansion, The most recent site plan, dated March 9, which had been filed by the Mall developers for the zone change and environmental approvals, required as part of this process, was displayed by Mr. Kinnahan, Council had previously seen a site plan very similar to the plan which was before them. Mr, Kinnahan pointed out the major differences between the original plan as proposed and the revised plan, Nordstrom's was now situated in a slightly southerly position with the entry corridor now leading directly into Nordstrom's. Robinson's, Mr, Kinnahan pointed out now plans to expand their building more to the north rather than to the east into race track parking. The developers have included a food court in the proposed expansion which would be located adjacent to the J. C. Penney store on. the second floor. The food court will be, basically, a number ,of fast food restaurants, These are the basic changes in the plan, according to Mr. Kinnahan, The development schedule begins with the excavation west of the proposed Nordstrom site which will result in a parking area at ground level off of the Nordstrom building, The developers propose to move the excavated soil to a 9,6 acre site which is r,1trrently race track parking. This would raise the elevation for grading and drainage purposes, This easterly parking lot is scheduled for completion in the fall of 1992, The food court and the Robinson's expansion are scheduled for completion by fall of 1993. Then one year later, fall of 1994, the plan is to complete Nordstrom's and the lower parking level adjacent to Nordstrom's on the west side. Alford, 34:0067a City would provide, if it elects to do so, must be in a form to meet certain legal tests, One of those tests is that it has to be either a lease or the purchase of an easement", The area the developers have discussed with staff is the eastern parking lot, the possibility of leasing or acquiring an easement or parking in all or part of that particular parking area. Mr. Kinnahan commented that there had been some disagreement between the Hahn Company and Keyser-Marston, the City consultants, which have been somewhat reconciled and lean toward the construction interest, In regard to the parking structure which had originally been proposed, the May Company is no longer a part of the Mall expans ion, therefore, a parking structure is no longer needed, Mr, Kinnahan noted that the proposed Robinson's enlarge~ent could be as much as 70,000 square feet, The City Attorney announced that, "pursuant to Government Code 54956,8 the City Council will now go into a Closed Session for the purpose of instructing City negotiators and Mr. Kinnahan and the City Manager, with regard to the terms and price for a potential public parking lot lease on certain property adjacent to the Mall as shown on the site plan. These negotiations are taking place with William Doyle of the Hahn Company and Glen Carpenter of Santa Anita Realty. So with that, we can now adjourn to a Closed Session", At 6: 10 p, m, the City Council entered the CLOSED SESSION, RECONVENED AND ADJOURNED at 7:10 p.m. to the Adjourned Regular Meeting this date, ~g Charles E.
