COUNTY CARNIVAL PROPOSED FOR COUNTY PARK CLOSED SESSION MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING APRIL 7, 1992 'The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular meeting at 7:00 p. m., Tuesday, April 7, 1992, in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Harbicht, Young and Gilb None ABSENT: from the Sister City The City Manager noted that Consent Item 8f. on this evening's agenda has been withdrawn by the staff because the contractor has not completed the work satisfactorily. .. , A memo from the Planning Director was presented which refers to the West San Gabriel Valley group that is helping with the proposed air quality plan. The Project Steering Committee needs a representative from the Council. Mayor Pro tem Harbicht has volunteered to attend this meeting. The Business License Department received a call from a staff member of the Los Angeles County Recreation Department with general questions concerning permits, business licenses, etc., for a carnival to be held in the County Park. This was not a request for permission; just for information. Following further inquiry from the Business License Officer, it was discovered that the County wants to put a carnival in the County Park on May 7 for four days. This to be a fund raiser for the County Parks & Recreation Department. Apparently such a carnival was held in Arcadia in 1982. Subsequently the carnival was moved to Azusa, but that park is not available at this t~me. There is a possibility that somone from County will be present at this .evening's regular Council meeting to answer questions regarding this proposal. Perhaps it should be made clear that Arcadia doesn't like the idea of a carnival in the County Park, even though the City has approved it in the past. A few years ago, Arcadia managed to discourage the arts and crafts fair which was held in the County Park. In reply to a question from Councilmember Young, the City Manager stated that the County proposes to use Los Angeles County Marshals to provide security. However, in the event of any trouble, Arcadia will have to handle it, too. Council will provide direction to staff on this matter at the regular meeting this evening. The City Manager requested a Closed Session at the conclusion of this meeting. 1 4/7/92 DANNEMEYER BILL I () ~O -q(;? ADJOURNMENT ATTEST: Alford, 34:0085a Mayor Pro tem Harbicht called attention to a letter requesting support for the Dannemeyer Bill; this in reference to the Balanced Economic and Environmental Priorities Act of 1991. Basically, it will require that when protection of endangered species is considered, there will also be consideration of the impact of discontinuing whatever action that protection would interfer with. There would then be a review and balanced consideration of economic as well as environmental priorities. It was the consensus of Council that a letter supporting this bill should be provided.
