CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
APRIL 21, 1992
The City Council and the Arcadia Redevelopment Agency met in
an adjourned regular meeting on Tuesday, April 21, 1992, at
7:00 p. m., in the Conference Room of the Arcadia City Hall
Council Chambers.

It was MOVED by Mayor Pro tern Harbicht, seconded by
Councilmember Fasching and CARRIED, that the Minutes of the
March 17, 1992 Regular Meeting be corrected to~emove the name
of Barbara Kuhn from the list of candidates to be interviewed
for the vacancy on the Planning Commission.
Staff supplied the two new Councilmen, Lojeski and Margett,
wi th information related to earthquake mi tigation requirements
in certain structures, and a list of those commercial
buildings and residences in the City which have not as yet
complied, Councilman Lojeski noted two buildings in town that
still retain earthquake damages, in particular, the
engineering building on Santa Clara and the Wheeler Street
Post Office. Mayor Gilb commented that the postal service is
seeking a location to move into, and will then construct a new
building at the Wheeler Street site. The postmaster indicated
the funds are available to build a new post office, however,
they have not yet found a temporary location from which to
operate. The construction could take as long as two years to
complete.
Staff suggested Items Sa. and Sb. be set for public hearing
on May S, 1992. No. Sb., the consideration of MM 92-001, a
modification for walls/fences at the east and west side of
property lines for the front yard landscaping project at 284
Arbolada Drive (Dr. and Mrs. William Dale), was briefly
discussed. The history of projects at this location was
related. The current project, which is in noncompliance with
Codes as to the height of the walls/fences, was denied by
Council upon the owner' s appeal to the decision of the
Planning Commission to uphold the Santa Ani.ta Oaks Homeowner's
Association, Architectural Review Board. Dr. and Mrs. Dale
have since returned to the ARB and sai.d they would comply and
build a solid wall, however, the ARB thought the wall would
look strange abutting the neighbor's wall which is of
different material and a different height and decided to leave
the wall/fence as it is. Mayor Pro tern Harbicht noted that
the ARB decided to approve the design but the project does
require a variance.
Dr. Towner, Superintendent of the Arcadia School District, has
requested that the School District be allowed to make a 10
minute presentation at the May S, 1992, 6:00 p. m., meeting

on their $27.6 million bond issue election proposed for
September 15. Council concurred that a presentation could be
made at the 6:00 p.m. meeting. The concept of an auditorium
similar to the Performing Arts Center in Duarte would be the
primary focus of the 6:00 p.m. meeting with the School Board.
Before the May 5th date, the Council will tour the Duarte
Center. This, at a date as yet to be determined.
CLOSED

Staff requested a Closed Session at the conclusion of the Pre-
meeting this date.
PAVING
STANDARDS
Staff explained, in regard to Item 6a. on the regular agenda,
the text amendment places the responsibility on the architect
or engineer to design appropriate pavement for their projects.
The Text Amendment will require that paving materials be shown
on the plans as prepared by a licensed architect, civil
engineer, or structural engineer.
ADJOURNMENT
At 7:14 p. m. the Council entered a CLOSED SESSION, RECONVENED
AND ADJOURNED sine die at 7:30 p. m.
