REGULAR MEETING
APRIL 21, 1992
The City Council and Arcadia Redevelopment Agency met in a
regular meeting at 7:30 p. m., Tuesday, April 21, 1992 in the
Arcadia City Hall Council Chamber.

On MOTION by Councilmember Young, seconded by Councilmember
Ciraulo, and CARRIED on roll call vote as follows, the
minutes of the adjourned and regular meetings of April 7,
1992 were APPROVED.
It was MOVEO by Councilmember Ciraulo , seconded by
Councilmember Fasching, and CARRIED on roll call vote as
follows that Ordinances and Resolutions be read by
title only and that the reading in full be WAIVED.
The City Attorney announced that, "pursuant to Government Code
Section 54956.9(a), the Arcadia Redevelopment Agency and City
Council met in a CLOSED SESSION this evening to discuss the
existing eminent domain cases of Arcadia vs. Cordova and
Arcadia vs. Franco."
The Oath of Office was administered by the City Clerk to
Edward Huang, incoming member of the Planning Commission.
Councilmember Fasching, liaison to the Planning Commission,
presented the incoming Commissioner with his credentials .and
City pin and welcomed. him to the City family.
The Oath of Office was administered by the City Clerk to
Dennis Lee, incoming member of the Sister City Commission.
Councilmember Young, liaison to the Sister City Commission,
presented the incoming Commissioner with his credentials and
City pin and welcomed him to the City family.
The City Clerk recited the results of the General Municipal
Election held in the City on the 14th day of April, 1992, and
declared the results thereof indicating the election of Robert
Margett and Dennis A. Lojeski to the City Council, and June
D. Alford as City Clerk. The City Clerk presented and read
the title of Resolution No. 5656: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARCADIA RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 14TH DAY

PRESENTATIONS TO OUTGOING MAYOR GILB
Mayor Pro tern Harbicht presented Mayor Gilb with a plaque in
honor and appreciation of sixteen years of service as a City
Councilmember, including four years as Mayor of the City of
Arcadia, from the Members of the City Council and City
Manager.
Mayor Pro tern Harbicht then presented a second plaque with the
City seal, in recognition of sixteen years of service to the
City of Arcadia from the Members of the City Council and City
Manager. Mayor Pro tern Harbicht also presented to Mayor Gilb
a collage of artifacts including his Councilmember badges, one
for Councilman, one for Mayor Pro tern, one for Mayor and one
for past Mayor, together with a symbolic key to the City.
His terms as Mayor were 1975-76; 1981-82; 1987-88 and 1991-
92; eighteen years since Mayor Gilb first came onto the
Council; sixteen years of service; with thanks from the City
Council and the City family.

REMARKS AND INTRODUCTIONS BY OUTGOING MAYOR GILB
"I have been allowed to take a few minutes -- this is a rather
sentimental time for me -- I'll do my best. First, I would
like to thank and introduce my wife, Ruth. You know, it is
easy to just say, 'thanks, Ruth, you were always there', but
I want to tell you, she was always there. She was always
there with good ideas, backing me up; she was always there to
watch Matlock when I had to come to the Council meetings. As

they say at the race track, we have the 'class of the field',
and Ruth Gilb is the 'class of the field'. I would like also
to recognize and thank my children who are here tonight: my
daughter, Denise; my daughter Valerie; my son, Michael and his
wife, Gail; and my two grandchildren, Heather and Amy, who
came from Albuquerque. Would you give them a hand, please.
You know, if you don't think eighteen years ago was a long
time, just subtract it in your mind from your age right now,
and see where you were. I remember when we had the returns
that night at the house. Valerie was running up and down the
ladder. Ray Rogers walked outside and it was so crowded, he
couldn't get back in, and he walked around the house a couple
of times. Those were really the fun days.

"I would like to tell you just a little bit about my feelings
the last eighteen years. The Arcadia scene, of course, has
changed. Not only in the physical structure, but also in the
people. There are new participants; many of the old timers
have moved or passed away or dropped out of participation.
We think of some of the people that we used to see here all
the time -- Herb Fletcher, Lyle Cunningham, Catherine Mundy,
Bill Beckwith and Charlie Batterson -- all of those folks --
Charlie Schugert. Many of those people helped build this
community, but it was also built by many of the people who
served on the Councils and by you sitting in the audience,
who have given your love and time and dedication to this
community. I started in 1974 in the old Council chambers.
Many of you didn't even know we had an old Council chambers;
it's where the printing shop is now. The first night I came
in with Jim Helms, Alton Scott, Jack Saelid and Floretta
Lauber. That was our first Council meeting, and I took Ed
Butterworth's place. Ed Butterworth told me tonight just to
tell everybody that I have deeded the City over to Ruth and
everybody can go to hell. I have served with many Council
people -- many, many Council people. We all had divergence
of ideas, and we all worked it out; when we walked out of the
room, we were all friends. I remember Jack Saelid and I used
to sit at the Council meetings and argue about everything --
I don't think we agreed on anything -- but we all agreed we
did agree what was best for the City, and when we walked out
of here, it was all left behind us. When I started this job,
I made two pledges. One is that if I make a mistake, I'll
change it; and the other is that I'd never spend your tax
dollars on anything that I would not put my own funds in. And
that is the way I looked at everything. And I want to tell
you, we're short of funds on Singing Wood.

"I also am very happy with all the City employees that we have
here in the City. And I want you to know that they are
professionals; the department heads, I don't think that you
could have a city that is run any better than this. Now, you
have to look at what we are doing. We have a Police
Department which is great; and a Fire Department; our streets
are clean; we still sweep them every week; our trees are
trimmed. We have a community here that is next to nobody; we
are first in the way we run this community. And it is because,
not only the City Council, but because of the staff and the
people in this community. The City employees, as I said, the
department heads -- I have locked horns with lots of them lots
of times, but we have always gotten along, What has been
great has been to see people in these departments that have
retired, and new people coming in with fresh ideas who have
done a fine job for the City. I met many, many friends in
this City that were City Councilmembers. I met many, many
friends in this community who were City employees. My best
friend was Charlie Mitchell. I met him here. One of my other
best friends was a City employee here and she was an elected
official -- Christine Van Maanen who was so dedicated to the
City -- she loved it so much that it got beyond her -- she
just didn't want to leave -- and she still thinks that way.

And then we had a lady in the City who ran the newspapers who
I thought did a fine job and really covered the City Council.
I will always remember Helen Schraeder. I would like to go
through this whole room and tell you all how much I think of
each one of you. I've had a meeting with the staff, and they
know. I've had a meeting with the Senior Citizens; and they
know. I've tried to do it with all of the employees of the
City and with all of the people of the community.
"I want to thank you all who voted for me over the years. As
you know, I was President of the League of California Cities,
Los Angeles Division. I was President of the Independent
Cities at the same time, and I was Mayor; and I was working
in Bakersfield. I was making four trips a night down here on
an airplane; a chartered airplane. George used to pick me up
at the ai.rport and then drop me off. He and Jim Helms used I
to drop me off at 12: 30; then it would get so foggy, I
couldn't get out of town until 12:00 or 12:30 or 2:00 and have
to go back out through Riverside to get to Bakersfield at 3:30 .
and get up at 5:30 to go out and try to make a living again.
And then that night, I had to come down again. And I never
missed very many of them, I'll tell you. I made all those
trips --I don't know how many -- but I'll tell you, when I was
forty-nine years old, I started the job and it worked out
fine; but now I am sixty-seven and I get a little tireder.
I just want to close with one thing. I have enjoyed working
with this Council; I have enjoyed working with all the
Councils. It is interesting to see everybody's opinion on
things and everybody's ideas. As long as the Council focuses
itself on what their service is to the community and to the
people, that's all you can ask; and they are answerable then
to the people at the next elections when they come around.
And I think that is the great thing in a democracy. I want
to thank June for the job that she has done, and, of course,
George and Mike, and all the rest of them. I call them all
my personal friends, and they are my personal friends. Thank
you very much. I appreciate all you have done."
PRESENTATIONS TO OUTGOING COUNCILMEMBER MARY YOUNG
Mayor Gilb presented Councilmember Young with a plaque on
behalf of the City of Arcadia in appreciation for eight years
of service as Councilmember from the Councilmembers and the
City Manager.
Mayor Gilb then presented a collage exhibiting all the badges
and pins and expressing appreciation for service to the
community and service on the Council from the Councilmembers
and the City Manager. Mayor Gilb said, "I hope you will put
this on the wall, and always remember these days".

REMARKS BY OUTGOING COUNCILMEMBER YOUNG
"Now I get to say a few words. You can see why it was so
enjoyable to work on the Council. We have great people and
this is a great City. A farewell address is indeed timely to
review the past, apply the past to the present and to target
on the future. From the slow moving progress of eight to ten
years ago to the smooth running machinery we have now, I will
forego giving a laundry list of what has been accomplished.
Sound walls and paving of Orange Grove still bug me. But
those wheels are turning, be it ever so slow. I've worked
hard to achieve this progress and to maintain our City, known
as the Communi ty of Homes. I have worked hard for the
ci tizens of Arcadia and enj oyed every minute. The Council
sets policy and the staff administers that policy, and there
are certain governmental parameters that the City must abide
by which make the wheels of getting things done very slow for
most of us. Then there is the appearance of regional
governance, and that does not really excite me. With it is
an increase in centralization of government and, following
that, centralization of money. Public dollars are now used
for different things and do not come back to the City.
Therefore, of course, fewer resources are available. Federal
and state governments are intruding on many local concerns,
and then there is the Brown Act. I hope the new Council will
be fit -- FIT -- and that means to have focus, and integrity
with the citizens and the staff, and teamwork with the
citizens and the staff.
"As I became acquainted with Councilmembers from other cities,
it was obvious early on that a strong, dedicated staff was and
is essential, Arcadia is fortunate for the progressive
teamwork demonstrated these past eight years. The staff is
FIT, and the City is financially sound, with very little
debt. What a good combination. Strong support from a
Councilmernber's spouse is most important, not only because of
the munber of Council meetings, but for the many other
meetings that need attention. A City not attending such
meetings can wind up being dragged along, left out or not
involved in a delicate or important decision. I wish to thank
my husband, Dick, for his support. Also, I wish to thank the
rest of my family. Our oldest son, Don and his family live
in Oregon. They are not here tonight. But tonight our
daughter Carolyn is here wi th her husband, Howard Giffis, And
the other half of this combination of twins, her brother, Bob.
I wish to thank the staff for being so courteous and so
willing and so pleasant to work with me. When I say 'staff,'
I mean the whole staff - - the Police Department, the Fire
Department and all those in Public Works. I appreciate the
Councilmembers I have worked with, and truly appreciate the
past Councilmembers for the vision they had to create a firm
foundation. I thank you, one and all, for the opportunity
given me to serve you, and I thank everyone here for the
certificates, plaques. and portrait. So, for now, farewell."
The newly elected Councilmembers then assumed their seats at
the council table.
REORGANIZATION OF THE CITY COUNCIL FOR 1992-93
City Clerk June Alford declared the Office of the Mayor of the
City of Arcadia to be vacated and called for nominations for
that office. Councilmember Ciraulo nominated Councilmember
George Fasching as Mayor of the City of Arcadia for the
ensuing year. This was seconded by Councilmember Lojeski who
then requested that Council cast a unanimous ballot. Hearing
no objections, the unanimous ballot carried. Mayor Fasching
then took his seat as Mayor at the City Council table.

As his first official act, Mayor Fasching called for
nominations for the Office of Mayor Pro tern and then nominated
Councilmember Joseph C. Ciraulo to that Office for the ensuing
year. This was seconded by Councilmember Margett. Mayor
Fasching then requested that Council cast a unanimous vote.
Hearing no objections, the unanimous vote carried and Mayor
Pro tern Ciraulo was seated.
REMARKS AND INTRODUCTIONS BY MAYOR FASCHING
"First of all, I would like to introduce my family. First of
all my lovely wife, Geraldine; and my daughter, Leanne who
goes to Arcadia High School; my son Bob, who also attends
Arcadia High School -- they are twins; and my son, Greg, who
is now working with me in the business; and my daughter-in-
law, Robbi Fasching; and my grandson, Cameron Fasching, who '1.
attends Highland Oaks Elementary School; and my grandson, Ryan
Fasching, who attends Foothills Junior High School. That is
my family. I have another son. My wife is not the mother of
all those people out there. My other son, Steve, is living
in San Diego and is not here this evening. I have many dear
friends out there, but it has been a long evening and we have
a ways to go yet, so I am not going to take the time to
introduce all my friends out there. I certainly appreciate
your being here and I love you all. But one friend I would
like to introduce and he is kind of a family member. He is
known as 'Uncle Ed' to all my kids because I've known him for
a hundred years. A very dear friend and former Director of
Recreation for many years for the City of Pasadena, my friend,
Ed Bignall.
"I think that it was inevitable that I ultimately sit in this
seat because my first year on the Council I sat where Mr.
Lojeski is now sitting, with my right profile to the audience.
The second year I sat where Mr. Margett is with my left
profile to all of you and, with my nose, it is much better
that I sit here and face all of you. If you think I am
kidding -- Kathy Kennedy out there - I just read her lips --
she said to her husband, 'who is that sitting there?'. It's
me, Kathy. I also once remember when I was a new Councilman,
and we were in Monterey at a convention for councilmembers
wi th the League of California Cities, one of the speakers
talking to five or six hundred of us councilmembers there --
some of us very new -- said to us, 'You have to remember one
thing, the job you are embarking upon -- it is stressful and
it is hard work if you apply yourself, so you got to have a
little fun and a few laughs as you go along or you are going
to burn out'. So I think we are going to have a few laughs
and a little fun, but a lot of hard work as the years go on
from now on. So, first of all, I'd like to say, Joe,
everything worked out fine, we're the new faces still on the
Council and we got a couple of old timers back here. We're
still the new faces, and we welcome you back.
"As I sat in my office. this afternoon, I tried several times 1
to sit down and write out a whole lot of things that I wanted
to say here this evening -- directions and things to do and
everything. And I thought well, everybody else has things
that they want to say -- my colleagues here this evening, so
I thought it best to just take one phrase, and that is,
several weeks ago during the election campaign, a woman, one
of our neighbors, came into my office and wanted to discuss
the voting, the election, and we talked about things in the
City for a while and she finally said to me, 'George, I think
everything is fine in our City, but it just kind of needs a
shot in the arm'. That kind of stuck with me -- that 'shot
in the arm' phrase. And I kind of dwelled upon it this
afternoon thinking that this City has had such excellent
people that have been governing from the Council standpoint
since its inception, if you drive through our City, as

compared to any other city in the San Gabriel Valley, and
probably many others in the State, we have probably one of the
finest cities and community of homes that can be found. And
we are to be proud of that and the people who have represented
us all of these years -- we are to be proud of them, too. And
as I look out upon you, and as I have heard the outgoing
Councilmembers say their things tonight, I have one feeling
that really hits at me is that we are all family and we are
all neighbors, and we are all working for the one thing and
we are all interested in the one thing which is that Arcadia
is the City that we are proud of and the City that we want to
live in. There have been some differences in the past,
differences of opinion, direction and which way we want to go,
but I think at the present time, is that we can look and see,
as Mary Young said, that our City is fiscally sound, and we
have no debt, and we are in great shape. But the time,
perhaps, has come that we have to face a little new reality
and take a little new direction and that is that 'shot in the
arm' that I referred to before -- meaning that we have some
things that really have not been attended to for many years,
and they weren't because they were fine. But we are being
faced now with some things that need to be attended to, and
they need good attention and fast attention -- meaning our
business districts need to have some rhyme and reason to them
and their business fronts. We still have some problems with
architecture within our City where we have some dissention
about people that don't like some houses the way they are
designed. We want to work on that.

"We have other areas that need improving upon. Our civic
center is aged and we have to look forward in the years to
come to replacing our City Hall, our Police Department and
the City Library, which we are currently working on, needs to
be refurbished and brought up to date. We have in the works
right now what we think is a very good plan to put that
library in that condition. But all of this, of course, and
when I talk about direction and things to do and what we want
to work upon, is including the things that we don't want to
do at the same time. We don't want to increase density and
we don't want to increase our traffic problems and we don't
want to lose sight of what we want most of all --the fine,
outstanding community of homes that we have. But the other
things we have to work on and bring up to date to keep that
and keep the pride in this City that we all want to share.
So, I think as we go along, you will find this Council will
be working much closer with our commissions. We are going
to ask more input from our commissions .- Planning Commission,
Recreation Commission - - - everybody involved. And we are
going to call upon many people in this community to help us
guide and go forward with this City. And we are going to
share much more input and responsibility in that direction.
And that will be with our School District in collaboration -
- how can we help our School District? We don't want to be
the School Board, nor do we want to run the schools, but there
has to be a blending here at this stage of the game to work
together to uphold the high traditions of our school district
because our school district also upholds our high property
values.
"So, I am going to pass it on now to my other colleagues who
want to say things. Somebody said I already said everything.
That is why I didn't write it down, because I knew they would
get mad at me if I did do that. But, I must tell you that two
years ago when I took office as a Councilmember, it was
probably one of the greatest privileges and experiences of my
life, and to be elected here tonight as Mayor is probably a
greater experience than that was. I won't let you down
none of us will let you down. We want to hear from you and
we are going to work for you. Thank you very much."

REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM CIRAULO
"My sons were unable to be here tonight with me, but two very
special people in my life are here tonight in the audience,
and I would like to introduce them ... my dad, Phil Ciraulo
and my wife, Carole. I'd like to thank my colleagues on the
Council for having the confidence and nominating me as Mayor
Pro tern and I look forward to working with the new Councilmen
Margett and Lojeski, as well as continuing to work with Mayor
Fasching and Councilman Harbicht. We have a lot of work to do,
and I think we are all set to sit down and do that work.
Thank you, again."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER DENNIS A. LOJESKI
"I guess history repeats itself; exactly ten years ago I was
taking the same oath, and I stumbled across the same line.
I really, embarrassingly, have to admit that. My apologies,
Judge Moore. I would sincerely and personally like to thank
the voters of Arcadia in renewing your endorsement of me. and
returning me for another four years to the Arcadia Ci ty
Council. Throughout the past three and one-half months, I
have had a lot of opportunities to share with many of you the
differences in being a part of the election process of today
and the election process of years past. The easiest election
always to participate in and run is your first ... you're
young; you're fresh; you're excited; you don'~ know what is
out there. I've now discovered that the most difficult one
is when you have left public office, and the decision is made
to attempt to return. I'd like to personally thank (although
they have left) former Mayor Charles Gilb and former Mayor
Mary Young for their service and commitment to our City. I
tip my hat to anyone for however long or however short they
have served and devoted their time and their energies. In the
audience tonight we had the pleasure (he also has left),
former Mayor Jack Saelid. I have been there and I can tell
you, I tip my hat to these individuals who have put their
life and their time and their devotion on the line for the
betterment of our community. To Joe, our new Mayor Pro tern
and George, our new Mayor, my heartfelt congratulations. To
Councilman Bob Harbicht, it's like old times... we are back
again for another round and I am going to be leaning on you
quite heavily for your six years of experience. You are now
the senior member of this Council. To new Councilman, Bob
Margett, my congratulations to you. You ran a hell of a
campaign. You deservedly won. You went out there; you
organized your forces; you communicated with the people and
you did a great job. My congratulations to you and your
staff.
"I am personally looking forward to an exciting term of
addressing the issues of today. As it was said at the Council
table earlier, we are not always going to agree; we are going
to disagree; but it is going to be an interesting Council, I
feel, from the diverse opinions and the diverse realms that
these people come from. We are going to sit down at the table
and we are going to have one issue and one key thing in mind
and that is what is in the best interest for you, the people
of the City of Arcadia. I please request that you have a
little patience with me; I have been gone for two years; and
I've got to get back up to my reading speed. George, I know
you are going to keep us real busy with that sort of
situation. I ask the indulgence of the Council to bear with
me; let me get up to snuff and up to speed with the issues at
hand. And there are many, there are many different ones.

"I would like to make some introductions of some very special
people to me. First of all, my wife, Janet, and my daughter,
Michelle. As all fathers, I am going to take the liberty of
bragging a little bit. Michelle, of course, is the queen of
our illustrous City, and we have made the decision that...
come September, she is going to be attending the Southern
Methodist University in Dallas, Texas. It was close to the
initials of USC; but we didn't quite win out. My son, Brian,
who many of you have seen, who is my clone, he looks exactly
like me, made an unexpected visit home for the Easter holiday
over the weekend. Brian is currently finishing his freshman
year at the University of the Pacific at Stockton. We are
real proud of both of them. My parents, Mr and Mrs. Edward
Lojeski. My dad wanted to know how many more times he had to
put double signs on his property ... because he has a key
corner. To my in-laws, Dr. and Mrs. McKay Neilson. Someone
who I saw in the audience and who might still be here -- my
brother, Dr. Stephen Lojeski, former Recreation Commissioner
for our Ci.ty. To each and everyone of you, my family
members, I appreciate it; I appreciate you allowing me the
time and the commitment of energies to go forward for the
"tterment of our community. I would also like to acknowledge
two very special friends. When I use the term, 'friends', I
really mean it. A week ago, election night, I gave a very
short little scenario, and I used the term, 'friends', I used
the term, 'people'. And this really is what this town is made
of. When you spend the number of years, days and hours in
this community, Arcadia is friendly people and committed
people, and, deservedly, giving people. To my two best
friends, a guy who came with me ten years agQ and said, 'I
will run your campaign'. And I tell the funny story that the
only campaign he had ever run prior to that was an election
process that he went through as student body president of
Arcadia High School. My g09d friend, Craig Lucas. My other
friend, who was really, really the backbone of this particular
campaign and this effort this time. He has been a good
friend, and I hope will continue to remain my best friend,
second best friend, my friend, Dave Powell. You can't run
campaigns without having some key critical people, in true
confidence, true friends. I also would like to thank publicly
and personally for their endorsement which is always
important in a political candidate's campaign -- and their
efforts, the Pasadena Star News, Arcadia Tribune. Thank you
very much, Chris. Please pass that along to your newspaper.
To my friends -- and I keep calling them my friends -- I said
new friends, but they really are not new; because we have been
together almost from their inception -- the Arcadia Chinese
Association. Thank you very much. And also to my friends,
the City workers, particularly the Arcadia Fire Fighters'
Association, guys, I appreciate you. Here in Arcadia we have
a great City staff. This has been said; it will be said in
the future; it has been said in the pas t. I am looking
forward to again working with each and everyone of you as
staff members, you, George, as our City Manager, and my
promise to you is I'11~ as always, be very responsive, open,
not intimidating in the least; but always be very encouraging
for the continuance of our excellent community of traditions
here in Arcadia.

"During the next four year I would, selfishly, like to see a
few things accomplished. I think this Council has the
wherewithal, the history and the means to accomplish these
particular items. As I said, Arcadia means people, it means
volunteering people. I would like to see our Recreation
Commission and our Planning Commission return to seven
members. As I wandered through and went through the
community, speaking, talking, discussing, we have many, many
new, active people who would love to get involved in this
community. And I think it is important to utilize those
attributes and those resources which we have. I, personally,

would like to see that happen ... get more people involved.
Let them understand the history of Arcadia ... what Arcadia
is about and why we all moved here. Let's continue on with
those traditions. I also would like to see our City take a
more active, positive role in acknowledging our citizens who
have a desire to serve on our commissions. I was
flabbergasted, a little bit, and amazed and, through no one's
fault, but when someone has the wherewithal to apply for a
commission position, even though that commission may be
filled, we, as a City, should respond to them. We should
respond in a very open, positive fashion to keep that interest
and that spark of interest alive, even though there may not
be an opening at that particuler time. Another pet proj ect -
- and when I stepped off the Council two years I looked at the
remaining council people and the two new ones and I said,
'Ladies and Gentlemen, please fix Orange Grove Avenue'. Well, I
I'm back at it again. The street hasn't gotten any better;
it is long overdue; very high liability exposure; and it needs
to be repaired and my hope is to bave it repaired as soon as
possible. I hope this Council can begin very soon with a real
strategic planning session -- one that is very open and very,
very productive and, hopefully, with the help of perhaps a
consultant, we can create a long range plan to address our
City's infrastructure - - the police station, the other two
fire stations, our City Hall here, perhaps, additionally,
looking into the City Library. Those City structures that
really need to be addressed, but do it in a very planned
fashion. I also would like to address the traffic issues in
our City. I have to tell you -- talking to the people in this
community -- traffic was a key, key issue, and I would like
to see us work very hard and very diligently, with our higher
governmental agencies to encourage' the use of a light rail
system or a commuter transportation type of system which will
alleviate some of the congestion. But, also a solution to the
problems of sound and air pollution that the 210 freeway
creates, so that a quality of life that has been lost for
many, many years can be restored, to not only our City, but
our citizens. I, personally, want to thank you, once again,
for another four years. I will promise you nothing but
honesty; I promise you my integrity; I'll promise you the best
ability I have to listen, and the ability to act in the best
interests of our entire City and its constituents. It is
truly my privilege and my pleasure and my honor to serve you
once again as your City Councilman. I thank each and every
one of you, the people that vote."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER HARBICHT
"I know this has gone on and I ask you to indulge me. I have
a few comments I would like to make. I'd like to welcome
everyone here, and thank you all for coming. I would like to
introduce my wife, Patsy. As everyone else has said, it is
cri tically important to have support on the home front, and I
I have had that for the six years that I have been on this
Council. Patsy not only allows me the time to do these
things, but has accompanied me to many, many things. She has
probably been to more Eagle Scout ceremonies than most scout
masters.
"We are saying' good-bye' to two of our Councilmembers this
evening, and I would like to comment on that briefly. When
I first came on this Council six years ago, I barely knew
Charles and Mary. I now consider them true friends, very dear
friends. Over the years we've agreed on many, many issues;
~e've disagreed on more than a few. I always felt that we
were all working toward the same goal. I would like to thank
them for when they supported me; I respect them for when they
opposed me. They served with great dignity ana statesmanship
on the Council, and this community is a better community for

their efforts. We are also welcoming two new Councilmembers
here, and as Dennis said, we served together for four years,
and I would like to welcome you back, Dennis. I look forward
to working with you again. And also, Bob Margett who is"also
returning, but he was here before my time, but I have worked
with Bob for many years. We are both in Rotary together.
Bob, I have always appreciated your humor and wit, and I am
looking forward to working with you on the City Council.

"I am very proud of Arcadia. I am proud just to tell people
I live here, and I am also proud of the part that I had the
opportunity to play in making this community the kind of
community that it is. It seems like every couple of years,
we have to have an election, and during the course of the
campaign we find out everything that is wrong with our City,
and it is difficult for those of us on the Council who have
worked diligently to try to make it an excellent community to
si t quietly, but that really is our job and I think we
recognize that much of this is campaign rhetoric. But I would
like to take this opportunity to assure you that Arcadia is
a wonderful City. I meet with other city officials at various
kinds of conferences; I meet with our County supervisors,
State assemblymen and senators. and, of course I the discussion
always centers around the various problems that face their
jurisdictions. When I sit and listen to the litany of
problems that they have, I realize that we are truly blessed
here in Arcadia. I think your City Council has constantly
been working to try to make Arcadia the kind of community that
the citizens want.

"And some of the things that have gone on r'ecently that I
would like to note for you, probably the biggest problem
facing Southern California and one that we are all aware of
is just the explosive growth that we are experiencing.
Arcadia has not experienced that growth. In the 1980 to the
1990 census, our population grew less than one-half of one
percent a year. I don't know if there is another city in the
Los Angeles area that has had lower growth than that. That
has come about, I think, because of the policies of the
Council -- our zoning, our building standards, the fact that
we have resisted the temptation to change our zoning to allow
greater density. This Council in the last two years has been
very busy doing something that most people, I don't think, are
even aware of. We are rezoning most of the commercial areas
of this City, which all allowed up to eight stories
construction; we're rezoning those to eliminate high rise in
Arcadia. I think that is something which is going to continue
to restrict growth, and will address some of these problems
of traffic, etc., or at least address the problem of traffic
getting worse. And we have also rezoned large areas of the
south part of the City which have large lots, and raised the
minimum lot size. That was to 'eliminate these large lots
being cut up into cul-de-sacs. Another anti-growth measure.
We currently have in place a moratorium on hillside
construction, and we are working on a new hillside ordinance
which will preclude any further construction on our hillsides.
I don't think we are going to see any more construction on the
hillsides of Arcadia when are done with that.
"We built a community center, which we are very proud of.
Most of you have probably had the opportunity to see it, If
you haven't, go by. The community center expects to serve
approximately 50,000 people this year and is a real addition
to the City. We haven't eliminated all the problems of
Arcadia. We have been experiencing, unfortunately, recent
problems with graffiti. But the City Council has recognized
that this is not a problem of the individual property owner.
This is society's problem. And so, we have allocated public
monies to eliminate graffiti. So, any place that graffiti
appears in our community, whether it is on public property or

private property, we immediately remove it. All you need to
do is to make a phone call to City Hall, tell us where it is,
and we will be out there to remove it. We have been doing
that for the last two years. We can't keep ahead of it, but
I think we are keeping pretty close behind it and getting rid
of it.
"There have been comments made about our staff and I would
like to also comment on the City staff. I'll tell you that,
by and large, I am not impressed with government workers; I
think I probably have the same complaints that many of you
have over various inefficiencies in government. I have been
in the consulting business for twenty-seven years and, during
that time, I have worked with literally hundreds of companies
and worked very closely with those companies. I have found
very few. that run as efficiently as this City. I am very I
proud of our staff; I am very proud of the department heads
right on down through the lowliest member of our staff. Our
Pol ice Department, Fire Department -- outs tanding - - just
absolutely outstanding and I thank them for what they have
done to make those of us on the City Council look good.
"I also have some plans for the future that I would like to
see implemented. Many of these are already in progress. I'd
like to see us expand and refurbish our library. This is the
most used facility in the City of Arcadia, with 40,000 people
a month going through those doors. If you haven't been down
there lately, because we have such a successful library, it
needs to be expanded. It needs to be refurbished. I think
that it is time for us to build a civic audit~rium. I think
this is long overdue. We were laboring under the
misperception that this is a twelve or fourteen million dollar
expenditure. I have seen with my own eyes a very nice civic
auditorium in a neighboring city that cost $2.3 million
dollars. I think the City has been too long without one. It
is now time for us to move ahead with that. I'd like to see
us adopt this new hillside ordinance. I'd like to make that
ordinance so tough that we will have no further development
of the hillsides of Arcadia. And, finally, I would like to
work in harmony with the City Council to accomplish the goals
that we all would like to accomplish, and that is have Arcadia
continue to be such a wonderful place for our friends, our
families and our neighbors. And, again, I thank you all for
coming and for giving me the opportunity to chat with you."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER ROBERT MARGETT
"Mr. Mayor, I don't know what I can say after everything that
has been said, but I do have to acknowledge my lovely wife,
Beverly. She has been a constant source of inspiration to me
as I go through my life, not only here at Council, but in
everything that I do. I love you dearly, Beverly. I don't
know whether I have any of my kids here or not. You know, it
is after 8:30 -- they're all contractors and usually they go I
to bed about this time. So, I am assuming that most of my
children are not here, 'unfortunately. But they have all
wished their dad well; I know they are very supportive of me
and they will be with me. I am going to introduce some people
here who were so active in my campaign that things clicked so
well. I have been through three Council races and this one
was so well structured, so well oiled, things seemed to just
fall into place. And that doesn't go because Bob Margett
structured it, it goes because you have a lot of good people
assisting you. Those people who assisted me in that campaign
-- if you will stand up or wave your hand -- Bob Daggett,
unfortunately, could not be here this evening. If you ever
want to run a campaign, he is the man to get. Beth Wells, of
course, was so important in the campaign; she took care of
many, many, many details, and my thanks again, Beth. I have
thanked you many times and actually one more time. Joe Miller

- and it is much appreciated. And I have to go to Art Fry.
Art Fry was with me on the first campaign that I ever ran.
We didn't know what we were doing. All I knew was that I
wanted to run for City Council. I lost. But Art Fry was
there; he was a friend and he has been with me in every single
campaign; every single campaign that I have managed for
anybody, Art was there. Art, stand up and take a bow, please.
Art was a former City Councilman for the City of El Monte,
also.

"I don't want to take a lot of time parroting what Dennis and
Joe and Bob and our new Mayor Fasching have said. I am in
total agreement with what they said; and I am very, very
supportive of what they said. I think that it is going to be
important. that we have a Council that is going to be
harmonious; working together; setting goals for this
community; and working for those goals; and those are going
to be beneficial for you and for the City as a whole. After
all, the sacrifices and efforts of people in the past that
have made this community what it is today, and I feel
excitement this evening; I feel ready to go; ready to do some
work because I feel that the best times are yet to come. I
think that under the leadership of Mayor Fasching, a person
who I have known for a long, long time, one of the mos t
creative men that I have ever known in my life, you are going
to see a lot of things happening within this community. I
want to place my support to him and other Councilmembers in
achieving and helping Mr. Fasching attain those goals. And
that's all I have to say."

"I am very happy to be back as the Arcadia City Clerk and
there are many people in the audience tonight who supported
my campaign, and I will mention you a little bit later. I
would like to, first, introduce my family and my campaign
manager, my husband, Earle. We have three lovely daughters:
my daughter, Diane and her son, David Joel, my grandson; my
daughter, Lisa; my daughter, Marta; and last, but not least,
our son, Joshua; and another little campaign worker, Josh's
friend, Cindy. They all worked hard for me, and I appreciate
all of them. Thank you. It is great to have the support of
family and no one can attest to that more than myself, My son
has missed many dinners, let me tell you, when I have been
here at night. Then I would also like to mention that I am
very honored this evening to tell you that I have had the
endorsement of the Arcadia Firefighters' Association, and I
really believe that is a great honor, and I wish to thank all
those fellows for their support, and all their hard work in
my behalf. They did a super job for all of the candidates that
they supported. I also appreciate the endorsement of the
Arcadia Chinese Association. They did a great job, also. And
all the Foothill Ciths newspapers -- the Tribune and the
Pasadena Star News, etc. I would like to thank all the
members of the Al trusa Club. These ladies were jus t very
supportive, and they offered all kinds of help, and I
sincerely appreciate that. I would be remiss if I did not
thank Lorraine Fricke and Jim Green for all their sign
locations. They really know how to do that; they are just all
over this City. I saw those -- I'm going to call them purple,
I don't know whether they were purple or hot pink or something
"- but they were allover the place, and Jim and Lorraine were
responsible for that. Thank you both.
"I must say that I will miss Mary Young and Mayor Gilb,
especially, the Mayor's colorful remarks. He is not here
right now, but it has been a pleasure serving with both of

MATTERS FROM ELECTED OFFICIALS
Councilmember Margett suggested setting aside time for a study
session to focus on some of the issues which have recently
been talked about during the election campaigns. He feels the
issues need to be prioritized, and he would like to see an
agenda of items to be discussed at such a study session.
Councilmember Margett MOVED that such a study session be
scheduled. Mayor Fasching suggested that such a study
session could be held prior to the scheduled meeting with the
School Board at 6:00 p.m., May 5, 1992. Councilmember Margett
did not think there would be enough time to prepare for that
meeting. He wished to have a study session first to set goals
and aims a.nd consider each Councilmember' 5 "wish list", then
prioritize the essentials before talking about an auditorium
with the School Board. Councilmember Lojeski preferred not
to postpone the meeting with the School Board; he would like
to communicate with them on their proposed bond issue and
everything else. Further, he would also like to have the
opportunity to see the auditorium in Duarte before discussions
with the School Board. Councilmember Harbicht noted that
Council thought it might be well to have input from the School
Board prior to continuing Council's discussions about the
auditorium. This resulted in the scheduling of the May 5
meeting. This meeting is to be a preliminary one to discover
what the parameters are. He feels the meeting with the School
Board to be a productive step in finding out what the element
of estimated cost might be, possible location, .etc.

Mayor Fasching agreed. Staff noted that the School Board is
prepared to come to this meeting for a presentation of their
proposed bond issue; they are probably not prepared to discuss
the proposed auditorium. Mayor Fasching does not feel the
Council is prepared to discuss the auditorium issue with the
School Board at this time either.
Councilmember Harbicht reviewed for the benefit of the new
Councilmembers, his description of the Duarte auditorium,
including the $2.3 million dollar cost, not counting land
cost. He feels that for this amount of money, construction of
an auditorium is something Arcadia should be able to
accomplish, and that the Council should consider such a
project. He would like to move ahead with this. Also, he
does not feel that the construction of an auditorium would
impact upon other maj or proj ects, such as the new police
building, since funding for such a large proj ect is not
available and a bond issue would be necessary.
Mayor Fasching noted that an auditorium should be primarily
for use by the school children. Council wants to find out if
the School Board might have a location in mind, as well as how
many seats would be necessary for school purposes. There are
many items to be taken into consideration. Mayor Fasching
suggested Council proceed with the study session with the
School Board to hear their presentation regarding the proposed
bond issue. At that time the School Board could be informed
with regard to Council's preliminary thinking regarding the
auditorium, and have the School Board come back at another
time with their comments and suggestions.

not been seconded.

The City Attorney noted that a motion on this matter is not
required. Under the Brown Act, it would be preferable to keep
it as an adjourned regular meeting.
Considerable discussion ensued regarding Councilmember
Margett's original request for a study session to discuss
issues, projects, priorities and direction to staff. It was
agreed that each Councilmember would prepare a list of items
he would like to discuss for the purpose of preparation of an
agenda. The meeting would then be scheduled at a mutually
agreed upon day and time after the meeting with the School
Board.
Councilmember Lojeski would like to see the matter of filling
the vacancy on the Recreation Commission placed upon an
upcoming .Council meeting agenda.
In reply to a question from Councilmember Margett, the City
Manager outlined the procedure for appointment of
commissioners.
Mayor Pro tem Ciraulo would like to see a list of the
applications for Recreation Commissioner now on file.
Councilmember Lojeski requested staff to check on a possibly
inoperable vehicle parked for a considerable length of time
at 150 N. Santa Anita Avenue. This is a white Nisson truck
license # 2L88677.
Councilmember Lojeski requested verification of time of a
Board of Realtors program to be held May 8 at the Community
Center Building.
"I would like to adjourn the meeting tonight in memory of John
Grivich. John was born in 1922 and was raised in Streeter,
Illinois. In 1941, after seven months at the University of
Illinois, he enlisted in the Marine Corps and served thirty-
seven months in the South Pacific as a member of the Forgotten
Battalion. While in the Corps, he met and married his wife,
Cecilia or Tootie, as she is affectionately known. She was
from the Los Angeles area, so they settled here after the war.
John first worked for a surveying company, and then for
Southern California Water Company. On July 21, 1949 he came
to work for the City of Arcadia as Senior Pump Man. He was
appointed Water Superintendent in 1960 and became Water
Manager in 1966. John spent twenty-six years with the City
of Arcadia Water Department and is largely responsible for the
quality of the water system as we know it today. John died
on April 18, 1992, and services were held yesterday at St.
Luke's Church in Temple City."
At 10:10 p. m. the meeting ADJOURNED to 6:00 p. m., Tuesday,
May 5, 1992 in the Conference Room of the Council Chambers for
a study session with the School Board, and to conduct the
business of the Council and Agency and any CLOSED S ON
necessary to discuss personnel, litigation and evalu 'on of
properties.
