Little League) 07'10-/0 CLOSED SESSION MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING MAY 5, 1992 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular meeting at 7:00.p.m., Tuesday, May 5, 1992 in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, Margett, and Fasching None ABSENT: After polling the City Council, the City Manager announced that Council's Study Session will be held on May 12, 1992, at 5: 30 p. m. Nine topics have been suggested by Council for discussion... more may be added at Council's discretion, he added. Consent Item l4a to be set for public hearing on June l4b and l4c set for public hearing .on May 19, recommended by staff. 2, 1991; 1992 as The Los Angeles County Parks and Recreation Department notified staff that they are cancelling their carnival at Arcadia Park because of the recent crisis situation in South Central Los Angeles. Another date will be requested later on. The Sister City Commission requests Council's approval of their proposed brochure. The cost to produce the brochure is estimated at $200, which will be paid for out of their FY 1991-92 budget. It was the consensus of Council to approve the brochure and this expenditure. Councilman Lojeski noted that they undoubtedly will need additional funds next fiscal year since events are planned for the Koala Band visit after Christmas. Newly appointed Planning Commissioner Edward Huang requests that he be provided with Planning Commissioner business cards. It WaS the consensus of Council that this request not be granted since each Commissioner is presented with a pin and an official identification card which would serve the same purpose. Request received from Mike Ferguson on behalf of the Santa Anita Little League for the installation of stadium lighting at Eisenhower Park. Mr. Ferguson will address Council at the regular meeting this evening. Councilman Lojeski spoke with Mr. Ferguson earlier and suggested that Santa Anita Little League secure a secondary playing field. Also, he suggested that Mr. Ferguson talk with the Recreation Director at the conclusion of the meeting for help with this situation. The City Attorney stated the Brown Act prohibits discussion of appointments to Boards and Commissions in closed session. Mayor Fasching noted the appointment to the Planning Commission had been discussed in an adjourned regular meeting and the actual appointment made at the following regular meeting. At 7:18 p.m. Council entered a CLOSED SESSION, ADJOURNED AND RECONVENED the Regular Adjourned Meeting at 7:22 p.m. The discussion opened up again in connection with the appointment to the Recreation Commission. Several names were considered: Don Kennedy, Patrick Gibson, Marian Travisano and Bob Ruiz. There was general agreement that this was a difficult appointment because of all the worthy applicants. Marian Travisano was determined to be the choice at this time. The question of enlarging this Commission to allow for greater citizen involvement was mentioned. This could be a discussion item at the May 12 Study Session. I Staff suggested that Councilman Ciraulo cast Arcadia's vote against the delegate from Norwalk at the League's forthcoming meeting since the person from Norwalk is pushing the Transit Light Rail Line project for his area ahead of the project in Arcadia's area. This could put Arcadia back as much as 20 years, according to the City Manager. No suggestions were given as to who Councilman Ciraulo should vote for. The City Attorney announced that he has received verification that it is legal for the School District to reimburse the City for the cost of the September IS, 1992 Special Election. This to be called primarily for the School Bond issue. This decision will be reflected in a resolution at the May 19, 1992 Council meeting. A written agreement will follow the resolution. Staff reported there is no written policy for the reimbursement to Councilmembers for Council related expenses. Councilman Lojeski remembered that Councilman Harbicht had previously written a policy for Council stating, in part, that Council should be reimbursed for certain activities and Council had voted on this. Staff suggested that a policy had never been formalized ... Council should simply turn in their expenses for reimbursement. Councilman Harbicht felt this should be discussed at the May 12, Study Session. At 7:35 p.m. the Adjourned Regular Meeting ADJOURNED sine die. I ,AI) 5/5/92 2
