CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
(STUDY SESSION)
JUNE 16, 1992
The City' Council and the Arcadia Redevelopment Agency met in
an adjourned Regular Meeting Study Session on Tuesday, June
16, 1992, at 5:30 p.m, in the Council Chamber at City Hall.
PRESENT:
Councilmen Ciraulo, Harbicht, Loj eski, Margett and
Fasching
None
ABSENT:
The Study Session originally scheduled for this date was
rescheduled to 5:30 p, m., June 22, 1992. The agenda items
for discussion as follows: 1) Library Addition; 2) Downtown
Business Districts; 3) Redevelopment; and 4) Appointments to
Boards and Commissions.
Mayor Fasching reported that the Light Rail system now
scheduled to terminate in East.Pasadena may be extended out
to Arcadia. This could happen in 1997 or thereabout when the
line comes out to Pasadena.
Previous to this date the City Council had determined that the
argument in favor of the City Charter amendments, Measure A
on the September 15, 1992 Special Municipal/School District
Bond Election ballot, would be written and signed by the
entire Council. By consensus Council delegated the writing
of the argument to the City Attorney for Council's review
which would then be signed by each Councilman. The City
Attorney noted that the deadline for submission of final
arguments is June 29th. Councilman Harbicht commented that
the argument should be kept simple ... the Charter Amendments
for the ballot are "housekeeping" revisions only,
A brief discussion ensued on the question of placing an
additional Charter change on the ballot, in particular, a
section which states that the City must go out to bid for
items costing over $6,000. The Mayor noted that this amount
may have been a lot of money 25 years ago, however, it has
become archaic by today's standards. The limit should be
increased to $15 or $20,000 without having to go through the
bid process. Further, this change would avert a lot of paper
work for staff. The City Attorney stated, in part, that this
change could be controversial; the City and School District
agreed that there would be no controversial amendment to the
City Charter on the ballot. Further, the Impartial Analysis
of the Charter Amendments has been submitted and this addition
to Measure A had not been included in the resolution calling
the election, Council concluded that the change would not be
added to the Charter revisions on the ballot for the September
Special Election.
The City Attorney announced that, "the City Council would go
into Closed Session under Government Code Section 54969.8 to
discuss the existing condemnation case of the Arcadia
Redevelopment Agency vs. Franco and Cardona. We are also

going to discuss under Government Code Section 54957,6
compensation and benefits for unrepresented employees. We're
going to discuss under Government Code Section 54956.9b1 a
situation where it is the opinion that a point has been
reached based on existing facts and circumstances that there
is a significant exposure to litigation against the City.
Those are the items that we are going to cover in Closed
Session. "
ADJOURNMENT
At 5:50 p. m. the City Council ENTERED the CLOSED SESSION,
RECONVENED AND ADJOURNED sine die at 7:40 p. m.
