AI,~ , -' STATE BUDGET 55-ALIVE PROGRAM LIBRARY EXPANSION (RFP's) r;J13(}- 70 tJ.!.P M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING AUGUST 4, 1992 The City Council and the Arcadia Redevelopment Agency met at 7:00 p. m., Tuesday, August 4, 1992, in an Adjourned Regular meeting in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmen Ciraulo, Harbicht, Lojeski, Hargett and Fasching None ABSENT: The Acting City Manager requested a Closed Session at the conclusion of this meeting to discuss a litigation matter. Staff reported:that preliminary proposals indicate that a 35 foot flag pole with lighting for the Community Center would cost approximately $5,300. In addition, adding the letters, "Senior Citizen's Services" to the sign at the Center will cost around $3,300. Staff explained that before the name had been changed to Community Center, the lettering for the Senior Citizens' Center had been cast. These letters are available, however, they are too large for the current monument, Re- casting smaller letters in bronze is very expensive. The pole could be placed in the planter area between the Center entrance and the Recreation Offices. After discussion, by consensus, Council agreed that they did not wish to spend $8,600 for a flag pole and the additional lettering on the monument. However, Mayor Fasching suggested that stanchions could be mounted on the existing light poles in the Center parking lot and flags flown on holidays whenever the street flags are mounted. By general agreement, this plan will be implemented. Staff reported that Republican State Senator Hill has approached the democrats in the legislature with a budget proposal which would phase out the AB8 funds to city governments over a 5-year period, Further, the proposal had not been presented to the Senator's political party, according to the Los Angeles Times. Staff reported that TV Channels 4 and 9 filmed a news segment at the Community Center related to older drivers and the 55- Alive Workshop program, The program will air today at 5:30 and 9:00 p. m. on Channels 4 and 9 respectively. The deadline for the Library expansion proposals to be filed by architects for design services is Friday, August 7. Staff will evaluate the RFP's along with Planning Commissioner Daggett. A list of firms deemed qualified will be submitted to the Council at the September 22nd meeting from which Council may select those architects on the list to present their proposals. 1 8/4/92 ,', CLAIM PRE-MTG. RECRUITMENT 0130 -30 /Vs.P JUVENILE DIVERSION (Delegate) ADJOURNMENT ATTEST: Ju / (/ Alford, 34:0239 In reference to a past claim filed against the City, and denied by Council, for damages allegedly suffered after falling on a City sidewalk, a claimant and his attorney now believe that, since the City repaired the sidewalk, this implies liability on the part of the City. This claimant now intends to file another claim against the City, according to Councilman Margett. The City Attorney advised that the fact the City repaired something after an accident cannot be used by the courts as evidence of a dangerous condition. The California Evidence Code states that cities are not to be discouraged from remedial work, and the remedial work after an accident cannot be heard before a judge or jury. By consensus the Council determined to change the time to 6:30 p. m. for all future regularly scheduled pre-meetings. This to allow for additional time to discuss items on the consent calendar or for closed sessions, and to begin the regular meeting promptly at 7:30 p.m. I Mayor Fasching reported that the President's Square supermarket at Golden West and Duarte Road, will have their grand opening in the next two weeks. It is a conventional supermarket and will certainly be a big asset to the City. Further, he understands the restaurant is underway and the other shops are leasing out quickly. He noted also that the newly configured parking lot looks quite nice. Anderson and Associates, the City Manager recruitment firm, will Federal Express the applications and resumes for the City Manager position to the Council for review this week by Friday. Council will then meet with Mr. Donaldson of Anderson and Associates at 6:00 p. m. on August 11 for review and discussion. Due to a conflict in meeting dates, Councilman Margett previously requested that another Councilman be appointed to serve on the Juvenile Diversion Committee. This Committee usually meets on a Wednesday at 5:30 p. m., three times a year. The next meeting is scheduled for August 12, 1992. Councilman Harbicht expressed interest and will contact the City Manager's office for further information.
