CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
SEPTEMBER 1, 1992
The City Council and the Arcadia Redevelopment Agency met in
an adjourned regular meeting at 6:45 p. m., Tuesday, September
1, 1992, in the Conference Room of the City Hall Council
Chambers
PRESENT:
Councilmen Ciraulo, Herbicht, Lojeski, Margett and
Fasching
None
ABSENT:
Staff provided Council with estimates of the cost involved in
placing a flagpole at the Community Center and for additional
lettering on the two signs indicating that Senior Citizen
Services are located at that address also. After discussion
it was determined that the letters for the signs be reduced
to read "Senior Services", and to omit the address, which is
the same as the address of the Center, This would reduce the
cost of casting the letters, and mounting them, to
approximately $2,000. Council clarified that they wanted the
flagpole to be mounted in the planter area between the
Recreation Offices and the porte cochere. The flag to be
illuminated at night. Staff estimates the cost of the letters
and the flagpole, after the changes, would be approximately
$7,500. This item will' be placed on the September 22, 1992
City Council Agenda for approval.
In connection with the rehabilitation of Huntington Drive from
Santa Clara to Fifth Avenue, Public Works staff report August
28, 1992, Councilman Margett stated in part that he would like
to see staff not proceed with this $600,000 project at this
time. If Council were to consider the downtown area to see
if there is another approach to what the Council would like
to do to improve that area, perhaps the cold planing and
street resurfacing of Huntington Drive should be put off until
a plan is decided upon for the entire area. Mayor Fasching
noted that some changes may be made in the configuration of
Huntington Drive. A discussion ensued of the possibility of
up-grading' the downtown area in order to market it more
effectively; the brick' pavers; new street lighting and
landscaping; the store front program; race track meets; and
more. The City Manager commented, in reference to Council's
discussion, that he is hearing questions from the Council of
"what is the real concept for that area?". He has had some
individual preliminary conversations about different specific
proposals for development. The questions ought to be
addressed comprehensively so that Council may ultimately get
what they want and not do the project piece by piece so that
there is no comprehensive overall planning, that really
produces in the end, what Council wants the area to look like.
If a goal is not decided upon, then the Council will not know
when they have achieved it. Further discussion ensued and
Mayor Fasching announced that this matter would be put on hold

speak with the City Manager and receive his input.

to adjourn pursuant to 54956. 9a of the Government Code to
discuss the lawsuit of United States v. Montrose Chemical
Company,"
At 7:15 p. m, the City Council entered the CLOSED SESSION,
RECONVENED AND ADJOURNED sine die at 7: 35 p. m.
