October 20, 1992 at 6:30 p.m. in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT: Councilmen Lojeski, Margett and Fasching Mayor Pro tern Ciraulo and Councilman Harbicht It was MOVED by Councilman Lojeski, seconded by Councilman Margett and CARRIED to EXCUSE the absence of Mayor Pro tern Ciraulo and Councilman Harbicht. The City Manager requested a Closed Session at the conclusion of this meeting. In response to Councilman Margett's questions regarding Consent Item 7b, staff advised that the engineering work was complete on this project and had been done in-house. Tonight Council will be considering staff's recommendation to approve the specifications and authorization to call for bids for the installation of a SCADA System. Job No. 692. The approved Capital Improvement Program budget provides for the design, purchase and installation of the Supervising Control And Data Acquisition System at an estimated cost of $395,000. This system would replace the existing automatic control systems at the City's 14 water wells, 28 booster pumps, 38 million gallons of water storage and three pressure stations. The existing automatic control system was purchased in 1976 and is now unreliable, according to staff. , The City Manager commented that at a future Council work session, staff will present verbal reports on some of the major capital infrastructure improvements that are proposed for the water system, In-house personnel are used to upgrade, modernize and improve efficiency and effectiveness of the pumping plants and facilities in the field. Councilman Lojeski informed staff that he has observed crews trimming the trees in the parking districts without the use of ladders. He questioned the liability to the City if one of the tree trimmers should fall from a tree. Also, the trees were going to be thinned out and it does not appear that this work has been done. Staff reported the reconstruction of the Wheeler Street Post Office should be completed in one year. 'The work began in August, 1992. Work crews have been checking the building for asbestos. Staff advised that the Emkay and Chandler Investment sites are in foreclosure. The lender, Western Security Bank, will 1 10/20/92 01 'i"':; . Further, attorneys have advised Redevelopment staff that whoever takes over the property will be required to build 36,800 square feet of professional office space. The Disposition and Development Agreement will follow the sale of the site. Mayor Fasching informed Council that Consent Item lOa. "Recommendation for the display of Christmas banners", and Consent Item lOb. "Recommendation for City-sponsored "Spirit of Arcadia Festival - May, 1993", will be held over for consideration at the October 27, 1992 Council Work Session. In response to Mayor Fasching, staff reported that the recommendation from the Personnel Board to establish the new classification of Fire Inspector in the Fire Department Fire Prevention Bureau has already been filled. This in reference to Agenda Item No. 2a, this date. Also, the newly created Engineering Aide position in the Public Works Department, has not been filled as yet, according to staff. The Director of Public Works noted that the Engineering Aide position was approved in the FY 1991-92 budget because of the need in the department. The budget lists approximately 40 projects pending where this help is needed. The department is looking for a multi-talented person to do drafting, field work -- such as surveys. inspections and some design. Mayor Fasching expressed concern for increasing 'staff when City revenues are decreasing. Further. positions should be approved before personnel are hired. I The City Attorney announced that, "pursuant to Government Code Section 54956.9(a) a Closed Session will be held to discuss the workers compensation case of City vs. Vaughn Whalen". Also, the City Attorney noted that the Karoake Urgency Ordinance will be held over to the October 27, 1992 Adjourned Regular Meeting Work Session as four votes are required to adopt an urgency ordinance. and only three Councilmembers are present this evening.
